All, To take into account the new edits/additions that have been proposed by the NCSG, I suggest (with acknowledged assistance from Policy Staff) that the motion for the Curative Rights Protection PDP charter be augmented as below (additions in bold). The GNSO Council has resolved (see <http://gnso.icann.org/en/council/resolutions#201406> http://gnso.icann.org/en/council/resolutions#201406) to undertake a GNSO policy development process (PDP) to explore possible amendments to the Uniform Dispute Resolution Policy (UDRP) and the Uniform Rapid Suspension procedure (URS) so as to enable International Governmental Organizations (IGOs) and International Non-Governmental Organizations (INGOs) to access and use curative rights protection mechanisms; 2. The GNSO Council has reviewed the draft Working Group Charter appended as Annex 3 to the Final Issue Report (see <http://gnso.icann.org/en/drafts/igo-ingo-crp-access-charter-25may14-en.pdf> http://gnso.icann.org/en/drafts/igo-ingo-crp-access-charter-25may14-en.pdf) which was delivered to the GNSO Council on 25 May 2014, and the amendments proposed thereto on 24 June 2014 by the Non-Commercial Stakeholder Group (see <http://gnso.icann.org/en/drafts/igo-ingo-crp-access-charter-24jun14-en.pdf> http://gnso.icann.org/en/drafts/igo-ingo-crp-access-charter-24jun14-en.pdf) RESOLVED: 1. The GNSO Council approves the Charter as amended by the 24 June 2014 proposals and appoints ___________ as the GNSO Council liaison to the IGO-INGO Curative Rights Protection PDP Working Group (WG); 2. The GNSO Council directs ICANN staff to issue a call for volunteers for the PDP WG no later than seven days after the approval of this motion; and 3. Until such time as the WG selects a chair for the WG and that chair is confirmed by the GNSO Council, the GNSO Council liaison to the WG shall serve as the interim chair.

EWG Report on gTLD Directory Services

I appreciate that we have a very full agenda for Wednesday’s meeting, which is slotted into an impossibly short time two-hour time slot, but I’d like us to briefly reflect on the report from the Expert Working Group on gTLD Directory Services (EWG), https://community.icann.org/pages/viewpage.action?pageId=40175189, during the Item 2 Section of the Agenda ("Review focus areas and provide updates on specific key themes / topics. Include review of Projects List and Action List"). Based on our discussion over the weekend and the presentations by the EWG here in London, it seems clear that the Council eventually will be asked to look at this report and possibly initiate a policy development process centered on it. I don’t think we should take any action here in London, but perhaps we can use the time between this meeting and the next to review the report, consult with our constituencies, and think about putting together a drafting committee to prepare options for the Council about possible next steps. I know we had a presentation on this in Sunday’s session, but now we should reflect on where this goes from here. I thought I would raise it now, so we can give it some thought before the Council meeting. This ought to be a significant undertaking, and I think we should consider whether, how and when it fits into our current work schedule. Regarding Observer status for PDP WGs and the fellowship Program

Dear all, Thanks a lot Marika for yesterday´s presentation on GNSO PDP improvementes. I did not want to add more time to our meeting yesterday as we were late but I would like to suggest something (on my personal capacity as I did not discuss this yet) regarding the proposed "observer status" for WGs: I believe we can work together with the *Fellowship program*, and maybe propose to add as part of the fellowship experience, the need to participate in at least one working group *as observer* to be elegible for subsequent rounds of the fellowship program (and why not report to the other fellows on the experience... or something in that line that would also offer for us feedback from newcomers to be able to use to keep improving). Just thinking while writing... As fellows, we are asked to do a report on the fellowship experience, after each meeting, to be elegible for next rounds, so this can be easily added to a "package" of what is currently required. I believe this experience of being an observer in a working group will make more tangible part of the learning process for the fellows and will benefit the community in the process. (with feedback from newcomers to help us improve + potential new valuable members for future pool of active participants) We did a special session with fellows in Singapore together with Amr on PDP Wgs participation, and many fellows showed interest in the working groups. I am confident that offering to them the chance to be an observer might be well received and productive in terms of capacity building and engagement. Members / Volunteers - IANA Stewardship Transition & ICANN Accountability

All, IMPORTANT - Members / Volunteers - IANA Stewardship Transition & ICANN Accountability It seems we have universal agreement on the link between IANA Stewardship Transition & ICANN Accountability. In order to support these two critical and closely linked areas of work, we need three sets of volunteers from the GNSO as follows: GNSO / CCNSO initiated CWG on Transition of NTIA's Stewardship of the IANA Functions . Up to 4 participants (from the GNSO) for the Charter Drafting Team ASAP . Logically, this seems to be 1 per SG . There is an informal gathering of the participants (in so far as they already exist) today at 18h00 in Sovereign (or Cadogan if required) Coordination Group on Transition of NTIA's Stewardship of the IANA Functions . https://www.icann.org/resources/pages/process-next-steps-2014-06-06-en . ICANN is seeking 5 participants from the GNSO including 2 from the Registries . Logically, and I believe we are agreed, this seems to be 1 per SG (excluding Registries SG) Enhancing ICANN Accountability . https://www.icann.org/resources/pages/enhancing-accountability-2014-05-06-en . It has been suggested that ICANN may seek 4 participants from the GNSO but this is not confirmed . Public comment (reply period) open until 27 June 2014 . Avri Doria (NCPH / NCSG) and James Bladel (CPH / RrSG) to participate in panel / community session to discuss accountability on Thursday 26 June, 2014 There may or may not be overlap between the above participants. I propose that the Council acts as co-ordinator. I do not propose that we apply any (GNSO Council) selection process but am mindful of the desirability of diversity. Also, I am cognisant that the Council has a management / coordination role to play here in order to ensure that channels of communication are well maintained and bottom-up processes are followed. Please can you communicate and work with / within your respective SGs to produce these names and provide them to the GNSO Secretariat as soon as possible.
