On 27 November 2021, the Council appointed Jeff Neuman to serve as its liaison to the SubPro ODP. On 20 December 2021, ICANN org announced<https://www.icann.org/en/announcements/details/icann-launches-new-gtld-subs…> that the SubPro ODP had formally launched. While, ICANN org had already exchanged emails and held meetings with the liaison, this was nevertheless an important milestone. During the early stages, ICANN org provided a set of preliminary questions<https://mm.icann.org/pipermail/subpro-odp/2021-November/000007.html> for consideration by the liaison and Council. On 18 November, the GNSO Chair forwarded<https://mm.icann.org/pipermail/council/2021-November/025220.html> the liaison’s proposed responses to those questions to the Council. During the December Council meeting, additional time was provided for SG/C consideration; a deadline of 13 January 2022 was set for any input to the draft responses. Also during the December meeting, the Council discussed the consideration process more generally for ODP interactions. After that discussion, minor revisions were made to the process to take into account input from Councilors. The updated process was shared to the Council list on [date]. Here, while there may not be significant updates to report at this stage, the Council is committed to staying current and engaged in the progress of the SubPro ODP and will accordingly receive an update on the SubPro ODP 4.1 – Introduction of topic (Council leadership) 4.2 – Update (GNSO Council liaison to the SubPro ODP, Jeff Neuman) 4.3 – Council discussion 4.4 – Next steps Item 5: COUNCIL DISCUSSION - System for Standardized Access/Disclosure (SSAD) Operational Design Phase and Next Steps and Preparation for the Consultation With the ICANN Board (50 minutes) On 3 December 2021, Philippe Fouquart shared<https://mm.icann.org/pipermail/council/2021-December/025259.html> on the GNSO Council mailing list that the SSAD ODP Team is in the process of finalizing its analysis, including work related to the SSAD Cost Model. As such, and in connection with the Council’s request for a consultation (as captured in the Recommendations Report<https://gnso.icann.org/sites/default/files/file/field-file-attach/epdp-phas…> and elsewhere) with the ICANN Board related to concerns around financial sustainability, the next phase of that consultation will be scheduled in January 2022. Ahead of the January consultation, an update session for the Council and GNSO appointed EPDP Team members was scheduled for 20 December 2021, focusing on the SSAD Cost Model information. During that meeting, the Council, GNSO appointed EPDP Team members, and GDPR Board Caucus members discussed the findings from the Operational Design Assessment (presentation<https://www.icann.org/en/system/files/files/ssad-odp-discussion-gnso-counci…>) and the implications on the viability of the SSAD. On 4 January 2022, Philippe Fouquart shared<https://mm.icann.org/pipermail/council/2022-January/025322.html> a summary paper capturing the different ideas and suggestions that were made during that meeting. The Council scheduled a follow-on call on Wednesday 12 January 2022 to determine if there is convergence within the Council on possible next steps. While the Council received an early update, a general webinar<https://features.icann.org/event/icann-organization/ssad-odp-project-update…> on the SSAD ODP is scheduled for 18 January 2022. In addition and as noted above, the Council is to meet with the ICANN Board in January [add date when available] as the next step in its consultation related to concerns around financial sustainability of the SSAD. Here, the Council will have an opportunity to reflect on the previous meetings on the SSAD ODP and any potential next steps, taking into account recent meetings, webinars, and discussions. The Council will also prepare for the upcoming consultation with the Board. 5.1 – Introduction of topic (Council leadership) 5.2 – Council discussion 5.3 – Next steps Item 6: COUNCIL DISCUSSION - Next Steps for Strategic Planning Session Action Items (15 Minutes) The GNSO Council completed its fifth GNSO Council Strategic Planning Session (SPS), which took place in a virtual format in October and November 2021. In the Wrap up & Conclusion section of the report, there are a collection of focus areas and action items. While some of those action items represent ongoing adjustments in the way the Council fill function, others require specific activity. I have also copies the SubPro ODP official mailing list, but I would ask that you forward this to the GNSO Council list on my behalf. If you have any questions or comments, please let me know. On December 16, 2021, we had our second SubPro ODP Liaison call with ICANN's SubPro ODP team. Much of what we covered was subsequently announced by ICANN on December 20, 2021 in its announcement<https://www.icann.org/en/announcements/details/icann-launches-new-gtld-subs…> on the formal launch of the New gTLD Subsequent Procedures Operational Design Phase. As the announcement stated, on December 17, 2021, ICANN org advised the Board<https://www.icann.org/en/system/files/correspondence/swinehart-to-botterman…> that it was formally commencing the Operational Design Phase as of this month (January 2022). During the call we spent some time discussing what this actually means - namely, to go from the preparation phase to the actual operational design phase. Over the past three months, ICANN Org has been transitioning resources (including personnel) from other projects to work on this ODP. In addition, Karen Lentz, who is responsible for the ODP from ICANN's Global Domain Services group has expanded her team with at least one new hire (perhaps more by this point) to assist with the project. Chris Bare, an experienced project manager, who has been working on new gTLDs since the last round, has been developing a comprehensive project plan with milestones and deliverables to enable ICANN Org to meet the 10 month ODP timeline. In addition, as was discussed in the December 1, 2021 blog post by Karen<https://www.icann.org/en/blogs/details/update-answers-to-questions-related-…>, the ODP has been divided into 12 scoping areas that will involve virtually every division at ICANN, including Finance, HR, Global Engagement, Systems and Tools, and ICANN Procurement (to name a few). Now that the ODP has been formally kicked off (as of this month), members of each of these teams have been assigned to work with the ODP team so that ICANN will be able to complete the Operational Design. ICANN Org is waiting for the GNSO Council to respond to its Initial Set of questions<https://mm.icann.org/pipermail/subpro-odp/2021-November/000007.html> submitted on November 17, 2021. At its December GNSO Council meeting, the Council agreed to have all feedback on the responses<https://docs.google.com/document/d/1vpL6xHHVlmm5Q1Q1MuPz8I4ZgthV6EkO58JE4SA…> by no later than January 13, 2021. In addition, Council Leadership is finalizing a process to follow as we move forward so that we can respond to ICANN Org's questions much more quickly than the two months it has taken us to date to respond. In addition, the Council still needs to decide whether it is happy with the current set of information that it is being provided (through the Liaison), or whether it is interested in more transparency as discussed during the December GNSO Council meeting. On December 16, 2021, we had our second SubPro ODP Liaison call with ICANN’s SubPro ODP team. Much of what we covered was subsequently announced by ICANN on December 20, 2021 in its announcement<https://www.icann.org/en/announcements/details/icann-launches-new-gtld-subs…> on the formal launch of the New gTLD Subsequent Procedures Operational Design Phase. As the announcement stated, on December 17, 2021, ICANN org advised the Board<https://www.icann.org/en/system/files/correspondence/swinehart-to-botterman…> that it was formally commencing the Operational Design Phase as of this month (January 2022). During the call we spent some time discussing what this actually means – namely, to go from the preparation phase to the actual operational design phase. Over the past three months, ICANN Org has been transitioning resources (including personnel) from other projects to work on this ODP. In addition, Karen Lentz, who is responsible for the ODP from ICANN’s Global Domain Services group has expanded her team with at least one new hire (perhaps more by this point) to assist with the project. Chris Bare, an experienced project manager, who has been working on new gTLDs since the last round, has been developing a comprehensive project plan with milestones and deliverables to enable ICANN Org to meet the 10 month ODP timeline. In addition, as was discussed in the December 1, 2021 blog post by Karen<https://www.icann.org/en/blogs/details/update-answers-to-questions-related-…>, the ODP has been divided into 12 scoping areas that will involve virtually every division at ICANN, including Finance, HR, Global Engagement, Systems and Tools, and ICANN Procurement (to name a few). Now that the ODP has been formally kicked off (as of this month), members of each of these teams have been assigned to work with the ODP team so that ICANN will be able to complete the Operational Design. ICANN Org is waiting for the GNSO Council to respond to its Initial Set of questions<https://mm.icann.org/pipermail/subpro-odp/2021-November/000007.html> submitted on November 17, 2021. In addition, Council Leadership is finalizing a process to follow as we move forward so that we can respond to ICANN Org’s questions much more quickly than the two months it has taken us to date to respond. In addition, the Council still needs to decide whether it is happy with the current set of information that it is being provided (through the Liaison), or whether it is interested in more transparency as discussed during the December GNSO Council meeting. Dear Councilors, The EPDP Phase 1, Rec. 12 Small Team was tasked to review the Board’s understanding, as articulated in its most recent letter<https://gnso.icann.org/sites/default/files/file/field-file-attach/botterman…>, of the intent and impact of Recommendation 12 and (i) confirm the Board’s understanding or (ii) prepare clarification questions or concerns to submit to Becky Burr (the Rec. 12 board shepherd) in advance of the meeting between the Small Team and Becky. The Small Team agreed with the Board's assumptions, barring a few perceived textual imprecisions. The Small Team held a call with Becky Burr on Tuesday, 14 December, during which they discussed and clarified the Board’s assumptions. The draft letter to the Board captures the contents of that discussion, where Becky indicated the Small Team’s clarifications and proposed edits were acceptable.
