OPEN JOINT SESSIONS IN CAIRO

All, The upcoming ICANN Cairo meeting will experiment a new session format called Open Joint Sessions. Organized jointly by gNSO, ccNSO, GAC and ALAC, their purpose is to foster interaction between the different constituencies on some key issues on the Agenda. The sessions are open to all ICANN attendees and will take place in the main room, under the chairmanship of the respective Chairs of the four involved SOs and ACs. The sessions will be moderated to encourage structured interaction but devoted to contributions from the floor. There will be two sessions on Monday afternoon and one session on Thursday morning. Monday afternoon : Initial interaction * the first session, devoted to the expansion of the Domain Name Space, will address the two issues of new gTLDs and IDN ccTLDs, on the basis of the presentations by staff in the morning on the documents recently released (Draft <http://www.icann.org/en/topics/new-gtld-comments-en.htm> Applicant Guidebook for new gTLDs and Draft <http://www.icann.org/en/topics/idn/fast-track/idn-cctld-implementation-pl an-23oct08-en.pdf> Implementation Plan for IDN ccTLD Fast Track) * the second session will be devoted to the Transition Action Plan, on the basis of the documents produced by the President's Strategic Committee (PSC) : the revised versions of the Transition <http://www.icann.org/en/jpa/iic/action-plan-revised.htm> Action Plan and Improving <http://www.icann.org/en/jpa/iic/improving-confidence-revised.htm> Institutional Confidence Although staff will be available to answer specific questions should the need arise, the purpose of these sessions is primarily to allow a direct, "trans-silo", interaction on key documents and major issues at stake between members of the Councils and Committees as well as all members of the community before they are discussed in the various constituency fora. It is hoped that the sessions will help identify the key points in the various documents that will most benefit from the opportunity of face-to-face interaction in Cairo and that they will trigger better understanding between the different constituencies on the potentially delicate issues. Thursday morning : reporting back A third session on Thursday morning will offer the opportunity to report back on discussions held during the week and to identify common issues of interest or concern within the Community and the way to address them moving forward. Egyptian Odyssey : Revision in 2nd Nov Itinerary

Dear colleagues, There is a free tour being organized by Skenzo-LogicBoxes for Sunday afternoon, going to the Pyramids of Giza and the Great Sphinx, a Cruise on the Nile (including dinner and live entertainment), ending with a Sound & Light Show,.The organizers tell me that they would be very glad if the members of the ccNSO could join them in this tour. The tour would depart around 2pm. I have spoken with Chris, and he thinks that if the Council members would like to go on this tour, he might be able to reschedule our workshop to start at 11am, if he can find a room. Amended ccNSO Travel Funding paper

Dear Councillors, Attached is an amended version of the Travel Funding document, on which a resolution is expected to be passed in Cairo. The Processes Working Group received three comments to the document, and here is an explanation on how they were implemented, or why not: - What if the meeting schedule changes so that there are only two ICANN meetings per year? The Processes Working Group added an additional paragraph on "review" with the suggestion that the travel funding guidelines will be revisited in situations when considered necessary. - Adjust timeline so that some time is allowed for the appeal process The Processes WG decided to skip the option of the appeal process. The basic thoughts behind this were: a. Given the limited time between the call for applications and granting funding, an appeal would create a logistical nightmare. Firstly, informing the Council and the decision time will take at least one or two weeks. Secondly, pending the decision on an appeal, somebody who could go instead would have to wait until a final decision was made by the Council, before this second application could be taken into consideration. b. It was felt the Council should be involved as little as possible in taking decisions of individual travel funding. However, in case this guideline would not work i.e. ambiguity would remain, an extra paragraph was added (see "Omission in Case of Unreasonable Impact of Guidelines") to deal with these circumstances on an ad-hoc basis. If it would be more structural, the review process could kick in. - The Travel Fund Committee should be comprised by the managers of the regional organisations. The Processes Working Group felt that it would be inappropriate to let a group of people from outside the ICANN structure decide on ICANN funding. Also, it was pointed out that not all regions (North America) have a regional organisation and that if the funding committee is foreseen to consist of three voting members + ccNSO Secretariat, not all regional organisations will have the possibility to participate. The Processes Working Group hopes that you find the amended Travel Funding guidelines acceptable and will propose a resolution on this at the next Council meeting in Cairo. Kind regards, Gabi
