Adoption Template 2nd CSC Effectiveness Review

Please vote by Tuesday. 3 August 2021 23.59 UTC, whether you Support, Abstain or Object to the resolution, Thank and Kind regards, Bart ------ Template 2nd CSC Effectiveness Reviews Draft Resolution Background The ICANN Bylaws and CSC Charter require that the “… effectiveness of the CSC will initially be reviewed two years after the first meeting of the CSC; and then every three years thereafter. The method of review will be determined by the ccNSO and GNSO.” The CSC was established in accordance with Article 17.3 (b) of the ICANN Bylaws and conducted its first meeting on 6 October 2016. In order to meet the timeline for the second review of the CSC Effectiveness, the ccNSO and GNSO Councils will need to determine the method for conducting the review before 1 October 2021. The second CSC Effectiveness Review is intended to consider the Effectiveness of the CSC in carrying out its mission as defined in its charter. Decision The ccNSO Council adopts the proposed Template for the 2nd CSC Effectiveness Review to determine the effevctiveness Customer Standing Committee (CSC) as required under the Bylaws and the Charter of the CSC. This adoption is conditional, dependent upon adoption of the Template as adopted by the GNSO Council, no later than 1 September 2021. The ccNSO Council request its Chair to inform the GNSO Council chair accordingly. If, and when the GNSO Council has adopted the Template, the ccNSO Council Chair, together with the Chair of the GNSO Council, is requested to inform the ICANN Board of Directors, the President and CEO of ICANN and the Chair of CSC accordingly. Further, the ccNSO Council request the secretariat to send out a call for Expression of Interest to seek two (2) ccNSO appointed members on the Effectiveness Review Team. Finally, the Council requests the secretariat to publish the decision and Template upon adoption as soon as possible. This resolution becoems effective seven (7) days after publication

Dear All, The ccPDP3-retirement vote is now closed. This is to inform you about the results and to thank those who voted. This vote was to determine whether the ccNSO membership supports the ccNSO Council's recommendation to adopt the proposed policy on the retirement of ccTLDs. Voting closed on Wednesday, 28 July 2021 (23:59 UTC). Election Results At the closure of the vote, 100 ccNSO members out of 172 (58 %) casted their votes: Total Ballots Cast (including duplicates): 107 Ballots Counted (excluding duplicates): 100 Voters Who Haven't Voted: 72 94 voters supported the ccNSO Council's recommendation to adopt the proposed policy on the retirement of ccTLDs, and 6 voters did not support the recommendation. Next Steps A report on the voting will be sent to the Issue Manager. The report will be included in the Draft Board Report, which - after approval by the ccNSO Councill - will be submitted to the ICANN Board of Directors, as per Annex B, section 14 of the ICANN Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en/#annexB>. FAQ FAQ#1. What was this vote about? To determine whether the ccNSO Community supports the proposed policy on the retirement of ccTLDs FAQ#2. Who was eligible to vote? The ballots were sent to the e-mail address of the primary contacts of each ccNSO Member. FAQ#3. When did the election close? The election is now closed. Voting ended 28 July 2021, at 23:59 UTC FAQ#4. What is the policy about? 1. The trigger event for a ccTLD retirement process. The retirement process starts with the removal of a country code from the ISO3166-1 list of country names. For exceptionally reserved domain names, the trigger event is the fact that the ISO Maintenance Agency makes changes to the reserved 2-letter codes. For IDN ccTLDs, the trigger event will be identified under the ccNSO policy on the (de)selection of IDN ccTLD strings (ccPDP4). Note: · the trigger is the removal of a country code, not the country code Top Level Domain · RFC1591: IANA (the IANA Functions Operator) is not in the business of determining what is and what is not a country. ISO has a process to determine this. 2. Impact of the trigger event on the Root Zone Database. Once a country code is removed from the ISO3166-1 list, the ccTLD MUST be removed from the DNS rootzone database. The rationale for this is that the link between the ISO3166-list and the list of ccTLDs should be maintained. Also, the ISO Maintenance Agency should be able to assign a 2-letter code to a new Territory. 3. ccTLD retirement process. Once there is a trigger event, the IANA Functions Operator sends a notice of retirement to the ccTLD Manager, with an invitation to discuss a retirement plan. The removal of the ccTLD from the root zone is foreseen to happen 5 years after the retirement notice. The ccTLD manager - together with PTI - can potentially agree to extend this deadline, with an additional 5 years. FAQ#5. Does this policy apply to all ccTLDs? The policy is directed at ICANN, and is within scope of the ccNSO policy development process, as stated in Annex C of the ICANN Bylaws. FAQ#6. The SSR Review is one of four Specific Reviews anchored in the ICANN Bylaws and relates to key elements of the ICANN Strategic Plan. Online decision: ccNSO ICANN Learn Course

Dear Councilors, During ccNSO Council Meeting 175, held on 22 July 2021 (noon UTC), it was decided to defer the resolution regarding agenda item 11 to an online decision. I am now sending you the resolution for your consideration. If you have any questions or comments, please respond to the ccNSO Council mailing list by Thursday, 5 August 2021, 23.59 UTC. If there are no objection by that time, the resolution is considered to be accepted. Draft Resolution Decision The ccNSO Council supports the OISC suggestion to undertake an extensive review of the ccNSO Course on ICANN Learn before translating the course in the various languages ICANN provides translations. The Council requests the Chair of the Council to inform ICANN Org accordingly and defer further communication and decisions around the review and translation to the OISC. The OISC is requested to take all steps necessary to start and complete the review as soon as possible, including but not limited to seeking volunteers to assist in the review, and developing a work plan and report to the Council on a regularly basis. Background The ccNSO Council previously asked ask ICANN Org to translate the current ccNSO Course on ICANN Learn into the various languages in which ICANN provides translations, following one of the recommendations coming out of the 2nd Organizational ccNSO Review. In response, ICANN Org suggested a course revision, to ensure it is up to date and aligns with other online courses on the ICANN Learn platform. The ccNSO Outreach and Involvement Standing Committee (OISC) reviewed the course and ICANN Org’s suggestions. Going over the document and ICANN Org suggestions the OISC identified 2 potential paths forward: * Option 1: First, make minor adjustments to the course, such as typos and grammar corrections, and have the course translated. As a next step, a more extensive revision of the content is needed. * Option 2: Start with an extensive revision of the current course, addressing both content, accessibility, and other aspects, and then request the translation of the revised course. This would require the Council to inform ICANN Org accordingly as Council requested a translation of the current course. Note that under both options, the ccNSO will need to create a small team to review and update the course. This small group should relate to the OISC. The OISC suggests option 2 as a course of action: do an extensive revision of the current course first, addressing both content, accessibility, and other aspects, and then request the translation of the revised course. Dear ccNSO members, Below is the latest status update regarding the ongoing election on the ccNSO Council's recommendation to adopt the proposed policy on the retirement of ccTLDs. That being said, all votes matter, and this is a final reminder to please cast your vote, in case you have not done so yet. Voting closes Wednesday, 28 July 2021 (23:59 UTC). Below we also added some frequently asked questions and answers about this election. FAQ FAQ#1. What is this vote about? To determine whether the ccNSO Community supports the proposed policy on the retirement of ccTLDs FAQ#2. Who can vote? When will the election close? Voting ends 28 July 2021, at 23:59 UTC FAQ#4. What is the policy about? 1. The trigger event for a ccTLD retirement process. The retirement process starts with the removal of a country code from the ISO3166-1 list of country names. For exceptionally reserved domain names, the trigger event is the fact that the ISO Maintenance Agency makes changes to the reserved 2-letter codes. For IDN ccTLDs, the trigger event will be identified under the ccNSO policy on the (de)selection of IDN ccTLD strings (ccPDP4). Note: · the trigger is the removal of a country code, not the country code Top Level Domain · RFC1591: IANA (the IANA Functions Operator) is not in the business of determining what is and what is not a country. ISO has a process to determine this. 1. Impact of the trigger event on the Root Zone Database. Once a country code is removed from the ISO3166-1 list, the ccTLD MUST be removed from the DNS rootzone database. The rationale for this is that the link between the ISO3166-list and the list of ccTLDs should be maintained. Also, the ISO Maintenance Agency should be able to assign a 2-letter code to a new Territory. 2. ccTLD retirement process. Once there is a trigger event, the IANA Functions Operator sends a notice of retirement to the ccTLD Manager, with an invitation to discuss a retirement plan. The removal of the ccTLD from the root zone is foreseen to happen 5 years after the retirement notice. The ccTLD manager - together with PTI - can potentially agree to extend this deadline, with an additional 5 years. FAQ#5. Does this policy apply to all ccTLDs? The policy is directed at ICANN, and is within scope of the ccNSO policy development process, as stated in Annex C of the ICANN Bylaws. FAQ#6. Where can I read more about the ongoing election? Dear Councillors, The ccNSO secretariat is now initiating the selection process whereby the ccNSO Councillors are required to select a candidate to become a member of the Customer Standing Committee (CSC), which ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. You are now expected to review the applications and rank the candidates, based on how well the candidates meet the set of requirements as listed in the call for expression of interest. Further instructions are included below. = = = Your action is required by Monday, 2 August 2021 (23:59 UTC) = = = Please find the additional materials as submitted by the candidates attached, as well as the information they submitted in the application form (see excel file enclosed). 2 candidates applied to become a CSC member (in chronological order): * Hank Nussbacher (.il) – AP region * Frederico Augusto de Carvalho Neves (.br) – LAC region Note: * Hank selected the AF-region in the application form, but ICANN lists Israel as part of the AP region. * Frederico Neves (.br) was appointed in June 2021 for the remainder of Alejandra's term. He now submitted his application for the term starting 1 October 2021. Next term start: 1 October 2021. A member may be re-appointed for two additional terms (in total 3 terms). Selection Process After closure of the call for volunteers, the materials submitted will be sent to the ccNSO Councillors eligible to select the members for the roles of CSC member. Based on each of the individual Councillor’s rankings, the Secretariat will prepare the overall ranking of all candidates and report the ranking to the ccNSO Council on Tuesday, 3 July 2021. Candidate qualification requirements ccNSO candidates are expected to have the support of a ccTLD manager (whether members or non-member of the ccNSO). CSC members will be selected based on how well they meet the following set of skills and experience: * Direct experience and knowledge of the IANA naming function * Analytical skills, ability to interpret quantitative and qualitative evidence, and capacity to draw conclusions purely based on evidence. * Experience in managing and/or participating in committees (e.g. meeting coordination, reporting, and escalation) in order to contribute meaningfully to CSC processes * Demonstrated ability in relationship management to support diplomatic discussion, consensus driven decision making, and productive negotiation * Excellent communication skills in order to represent ccTLD interests and to keep the ccNSO and broader ccTLD community informed on progress * Ability to work and communicate in written and spoken English. Further a candidate: * Should commit to actively participate in the activities of the CSC on an on-going basis * Should be employed or have active backing by a ccTLD manager and should demonstrate the support by the ccTLD manager in respect to the required time commitment to participate actively in the CSC. In addition, and in accordance with the charter of the CSC, only if a candidate is considered to meet the above criteria the following diversity criteria should be taken into account: * Geographic regions; * Gender diversity; * Type, experience and size of ccTLD manager. The CSC analyzes performance reports provided by PTI and publishes its findings. The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO.
