Dear all, Please find included a letter from Tripti Sinha regarding the Community Consultation on PICs/RVCs in response to the Council letter dated 30 January 2024. The Council is requested to reconsider by 12 April 2024 its initial response and “provide input to the questions, particularly regarding the consultation topic 2 concerning the ICANN Bylaws. The purpose of this consultation is twofold: 1. To solicit community feedback on a proposed framework for the implementation of these recommended commitments in the New gTLD Program: Next Round. 2. One area of this important work focuses on evolving Organizational Reviews<https://www.icann.org/resources/reviews/org> that examine the community structures that make up ICANN's multistakeholder model. Historically, these Reviews have been conducted by an independent examiner; however, the last Accountability and Transparency Review (ATRT3) recommended<https://community.icann.org/pages/viewpage.action?pageId=273454168> that Organizational Reviews should be evolved into a Continuous Improvement Program (CIP) led by the ICANN community. The Board made the decision to defer<https://www.icann.org/en/board-activities-and-meetings/materials/approved-r…> upcoming Organizational Reviews until 2025 so that this recommendation and others from ATRT3 could be implemented. To champion the work to evolve Organizational Reviews, the Continuous Improvement Program Community Coordination Group (CIP-CCG) was launched in January 2024<https://www.icann.org/en/announcements/details/icann-launches-the-continuou…>. With 21 out of 22 community groups across ICANN represented in the coordination group, it is clear that the ICANN community is very interested in this effort. We are grateful to these community volunteers for their enthusiasm and commitment. The volunteers have an important role to engage regularly with their community groups throughout 2024 and to solicit feedback on the important work in progress. At the ICANN79 Community Forum in Puerto Rico, CIP-CCG volunteers held their first hybrid working meeting<https://icann79.sched.com/event/1a1F8/continuous-improvement-program-commun…>. During this meeting<https://icann79.sched.com/event/1a1F8/continuous-improvement-program-commun…>, the group made substantial progress toward developing common principles for the ICANN CIP. These principles stem from Article 4.4 of the ICANN Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en/#article4.4> that describe the objectives for Organizational Reviews and will provide a common base for the assessment of the different ICANN community structures. The group's next steps will be to use the principles to build out the draft CIP Framework for Public Comment later this year. The goal of this work is to provide a new framework by the start of calendar year 2025 for ICANN's Supporting Organizations, Advisory Committees, and the Nominating Committee that could replace Organizational Reviews with a more flexible methodology to measure a structure's impact and effectiveness, while allowing groups to focus on improvements that are relevant to their specific purpose and stakeholders. The CIP-CCG meeting held during ICANN79 was positive and productive in laying a solid foundation for the CIP-CCG to advance this mission. We look forward to supporting the work of the ICANN community in this significant task and encourage the community to follow the work on the CIP and provide input to their respective representatives as work progresses. Dear ccNSO members, This is to formally notify you about a ccNSO vote to determine whether the ccNSO membership supports the ccNSO Council recommendation to adopt the proposed ccPDP4-IDN ccTLD policy. VOTE START | Wednesday, 27 March 2024 (00:01 UTC) VOTE DEADLINE | Wednesday, 17 April 2024 (23:59 UTC) ABOUT THE PROPOSED POLICY | This policy will provide a framework to ICANN and the broader community for (i) the selection of IDN country code Top-Level Domain (ccTLD) strings and variants thereof, (ii) the delegation, transfer, revocation, and retirement of the selected IDN ccTLD string and its variants, (iii) the use of the review mechanism pertaining to decisions concerning the delegation, transfer, revocation, and retirement of IDN ccTLDs. The proposed policy does not amend or change the current policies on delegation, transfer, revocation, and retirement of ccTLDs, but rather builds upon them. VOTING PROCEDURE | Voting will take place online. A total of 174 voting ballots will be sent latest by Monday, 25 April 2024 (23:00 UTC), from tally(a)icann.org<mailto:tally@icann.org> to the e-mail address of the Emissaries, as listed in the ccNSO Member database. Each eligible emissary will receive only one unique ballot. Click on the link in the email to cast your vote. When the results are displayed, votes will only be identified by the ballot ID, and not by the voter's email address. You can vote as many times as you like, but only the last vote you cast will be counted. Pursuant to Section 10.4(e) of the ICANN Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en/#article10>, the Emissary is the Representative selected by the ccTLD Manager for the purpose of voting in the specific cases enumerated in Article 10 and Annex B of the ICANN Bylaws and for some votes pursuant to the ccNSO Internal Rules and Procedures. Currently, 176 ccTLD Managers representing 174 Territories are members of the ccNSO.
