Dear all, ICANN is seeking volunteers to serve on the Third Review of ICANN Accountability and Transparency (ATRT3). The specific objectives for the Accountability and Transparency (ATRT3) Review are to review ICANN's execution of its commitment to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making reflect the public interest and are accountabile to the Internet community. ICANN's Accountability and Transparency Review originated under the Affirmation of Commitments in 2009. Effective 1 October 2016, ICANN's obligation to conduct this review was incorporated into ICANNBylaws. The composition of the Review Team will be determined by the ICANN community. Dear Manuel, First, please accept my apologies for the late response and let me thank you for raising this issue. I know from conversations with others and discussion at the Copenhagen meeting, the topic of use of country and territory names in domain names in general is getting more and more attention from our community. However, to my knowledge the ccNSO does not have a position with respect to the use of the country and territory names (as two letter codes or in any other way) as second level domains under new gTLDs. As you know the practices across ccTLDs vary significantly with respect to the use of country and territory names at second level: some ccTLDs do not allow registration of any country or territory name, while others are completely liberal. This difference in views has also been expressed by the members particpating in dicussions with respect to the use of the country and territory names as SLD for new gTLDs in metings with the GAC (see for example: http://archive.icann.org/meetings/buenosaires2013/en/schedule/tue-gac-ccnso…) . Given the diversity of views, the ccNSO has not come up with a ccNSO opinion or position on this matter. As to you other question if anything can be done with the Board decision, I assume all the usual and new mechanims are in principle available and should be checked. However if and to what extend they can be succesfully used is something I do not know and do not want to speculate on. I think your approach to ask this question during the Public forum was the right way to move forward. Finally, I know this topic will come again as part of the discussion around the use of Geographic names in the subsequent procedures and could be part of an anticiapted cross-community session at ICANN 58 in Johannesburg. We feel that our concerns were not properly attended during the comment period, we don’t see any substantial concern properly reflected on the Board’s decision. Our main concerns are (you can read the full LACTLD position here[lactld.org] <https://urldefense.proofpoint.com/v2/url?u=https-3A__www.lactld.org_en_news…> ) * The resolution increases complexity as national identification shall be done within the ccTLD and not below a ngTLD. * The measures to avoid confusion don’t offer any deterrent to avoid confusion. They are sole priority “sunrise” offerings that will imply the ccTLD protecting the 2 char. cc . * We had concerns over ngTLD Registry Operators communicating with the Government and the ccTLD manager and opening-approval. That is actually not happening, neither the Government nor the ccTLD are proactively being seeked after (we second-handedly got notice of a contact to our Mexican Government from a Registry that operates 40 ngTLDs. Fortunate enough, we have good relations with our representative but that clearly shows our concern of not being contacted materialized). We explicitly proposed that if the Registry doesn’t had explicit approval from both parties, then it was not allowed to. What’s the stance on ccNSO on this issue? Have we stated any position on this?. So far I have not been able to properly apprehend the discussion within ccNSO, I would love to have a little bit of guidance on this issue. By any chance do you know if anything that can be done to rollback this Board decision, or at least mitigate/regulate it?. Consequently, are there any guidelines for this Board decision to be operationalized? There are some concerns of lack of guidelines to operationalize, in case a rollback aint’ possible. Neither, we are not aware of what are the obligations derived of the priority offering if we do accept it. I am aware that the GAC has a list of contacts of who to engage for any kind of this options. Do you know if the ccNSO has something similar?. That way we won’t be off-the-hook. I would like to stress that we are against that Board Decision, and we feel our expressed concerns have not been taken into consideration. Call for volunteers drafting team: seeking an increase in the number of ccNSO traveling slots. Deadline is tomorrow, Tuesday 28 March (23:59 UTC).

Dear council members, During the council meeting in Copenhagen, the following was decided: “The ccNSO Council initiates the ccNSO Council procedure to prepare a submission to the ICANN FY 2018 Budget and/or Operational Plan seeking an increase in the number of ccNSO traveling slots. The ccNSO Council designates Nigel Roberts as lead of the drafting team and request the secretariat to send out a call for volunteers to take part in the drafting team. In preparing the Council Statement the drafting team is requested to propose a reasonable number of traveling slots and the rationale for the proposed number.” This email serves as a call for volunteers for the drafting team that will draft the statement for the increase of the number of slots for ccNSO funded travellers. Deadline to respond to this call for volunteers is tomorrow, Tuesday 28 March (23:59 UTC). ICANN Launches Testing Platform for the KSK Rollover

Dear all, ICANN is offering a testing platform for network operators and other interested parties to confirm that their systems can handle the automated update process for the upcoming Root Zone Domain Name Systems Security Extensions (DNSSEC) Key Signing Key (KSK) rollover. The KSK rollover is currently scheduled for 11 October 2017. "Currently, seven hundred and fifty million people are using DNSSEC-validating resolvers that could be affected by the KSK rollover," said ICANN's Vice President of Research, Matt Larson. "The testing platform is an easy way for operators to confirm that their infrastructure supports the ability to handle the rollover without manual intervention." Internet service providers, network operators and others who have enabled DNSSEC validation must update their systems with the new KSK. This can be done in one of two ways: * An operator can configure a new trust anchor manually by obtaining the new root zone KSK from the iana.org website athttps://www.iana.org/dnssec/files[iana.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.iana.org_dnssec_fi…>. * An operator can enable a feature available in many validating resolvers that automatically detects and configures a new root zone KSK as a trust anchor, in which case they need take no action. * Check to see if your systems are ready by visiting go.icann.org/KSKtest[go.icann.org]<https://urldefense.proofpoint.com/v2/url?u=http-3A__go.icann.org_KSKtest&d=…>. The KSK has been widely distributed and configured by every operator performing DNSSEC validation. If the validating resolvers using DNSSEC do not have the new key when the KSK is rolled, end users relying on those resolvers will encounter errors and be unable to access the Internet. A careful and coordinated effort is required to ensure that the update does not interfere with normal operations. Successful Candidates Announced for ICANN59 Fellowship

Dear all, ICANN announces 55 individuals from 43 countries selected to participate in ICANN's Fellowship program at the 59th Public Meeting in Johannesburg, South Africa from 26-29 June 2017. As ICANN59 is a Policy Forum, only alumni of the Fellowship Program were eligible to apply. These successful candidates represent all sectors of society including; civil, government, ccTLD operations, academia, facets of the business community, technical, security and end user groups. The Fellowship program seeks to create a broader and more diverse base of knowledgeable constituents with priority given to candidates currently living in underserved and underrepresented communities around the world, those who represent diversity of gender, sector, region, experience, expertise and/or have established financial need. An independent selection committee assessed the 72 Fellowship applications received for this meeting.
