Just issued for community feedback, the proposal was prepared by ICANN org based on initial suggestions from the SO/AC chairs. It proposes a strategy that emphasizes partnership and collaboration between the ICANN community and ICANN org in order to ensure a measured and safe return to large-scale physical meetings and is intended as a basis for further conversations with the ICANN community. ICANN org will continue to provide up-to-date assessment reports for each potential meeting location for community review and update the framework as needed. The draft proposal can be read here. ICANN org welcomes the comments that were made by many community members during the plenary session and hopes that the community will continue to provide its views to the various SO/AC leaders, who will be meeting again with ICANN org after ICANN68 as part of their regular cadence of intersessional calls. NEW: Webinar Invitation: CCWG Auction Proceeds Final Report From: David Olive, Senior Vice President, Policy Development Support The co-chairs of the Cross-Community Working Group (CCWG) on New gTLD Auction Proceeds will be hosting a 60-minute informational webinar for its chartering organizations about its Final Report on Tuesday, 7 July 2020 at 12:00 UTC. All Supporting Organizations and Advisory Committees are chartering organizations of the CCWG. The primary purpose of this webinar is to provide information to the chartering organizations about CCWG recommendations and Final Report, as well as answer questions that they may have as they consider CCWG outputs. However, anyone who is interested in this topic is welcome to attend, even if they are not affiliated with the chartering organizations. Additional information can be found here. Dear All, This is a final reminder about the ongoing call for nominations for Board Seat 12, which will close tomorrow, on Tuesday, 30 June 2020 (23:59 UTC). The term of Nigel Roberts, the ccNSO nominated Director fulfilling ICANN Board Seat 12, will expire at the ICANN72 Annual General Meeting. By October 2021, Nigel will have served 1 term on the Board: He is eligible for reappointment. The ccNSO Council is required to select a candidate in accordance with the relevant ICANN Bylaws, and internal rules of the ccNSO applicable at the time of the call for nominations. To ensure that the ccNSO meets the ICANN Bylaws requirement of appointing a Director by 28 April 2021, the ccNSO Council will open a call for nominations to fill ICANN Board Seat number 12, starting Tuesday, 9 June 2020 (00:01 UTC) and closing 3 weeks later, on Tuesday, 30 June 2020 (23:59 UTC). Elections by the ccNSO members will start in November 2020, after completion of the background check process of the candidate(s) and a Q&A session with the candidate(s) during ICANN69 in October 2020. Accepting nominations and due diligence verifications After closure of the nomination period, the Nomination Process Manager will ascertain whether the nominee(s) formally accept their nomination(s). The deadline to accept nominations is Wed, 8 July 2020 (23:59 UTC). On Thursday, 9 July 2020 (latest by 23:59 UTC), the Nomination Process Manager shall provide a list with the name(s) of the candidate(s) who have accepted their nomination. Candidates need to be aware that they will be approached by the external due diligence provider to sign a consent form before the actual due diligence will begin. In the event a candidate does not provide consent or rescinds the consent to undergo the due diligence process, the Council will be informed, and the candidacy of that person will be ended. After completion of the due diligence process, the Chair of the ccNSO Council will be informed of the outcome and inform the Council (with the exception of a potential candidate who is still a Councillor), i.e., only whether concerns have surfaced, which warrant further consideration and decisions. Candidate Statements The Nomination Process Manager will ask candidate(s) to provide a written candidate statement. A Q&A session will be held at the ccNSO Members Meeting at ICANN69, in October 2020. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates. In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website. Elections Bylaw Article 10 – Section 10.3 (i) [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…> states: "(i) The ccNSO Council shall nominate individuals to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such nomination must have affirmative votes of a majority of all the members of the ccNSO Council then in office. Notification of the ccNSO Council's nominations shall be given by the ccNSO Council Chair in writing to the EC Administration, with a copy to the Secretary, and the EC shall promptly act on it as provided in Section 7.25." Even if there is only one candidate that accepted nomination for ICANN Board seat number 12, an election will be held, to allow the ccNSO members to either cast their vote for the candidate, or to select the option “none of the above”. The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council. Dear All. The Internet Corporation for Assigned Names and Numbers (ICANN) announced the FY21-25 Operating and Financial Plan and the FY21 Budget will take effect on 1 July 2020. ICANN's Empowered Community did not raise a petition to reject any of the approval decisions. The Empowered Community is the mechanism through which ICANN's Supporting Organizations (SOs) and Advisory Committees (ACs) can organize under California law to legally enforce community powers. Session duration: Max 1 hour is ideal, breaks were good in between. Lots of efforts were put into the prep work for these sessions. Alejandra Reynoso: good idea to have sessions prior to ICANN68, to not overload ICANN68. Biyi Oladipo agreed. We adjusted well to the zoom room settings. ccNSO Cocktail was great: Video participation was good. Pablo: useful and interesting that we picked content relevant to others, outside of the ccNSO. Polling during the session on Tuesday was helpful. Katrina: being a panelist and seeing the participants in the webinar zoom room (versus regular attendees, not listed as panelist) was helpful. Adoption of RWP’s proposed assessment & initial Implementation Plan ccNSO Review ccNSO organisational review. 14 final recommendations. RWP reviewed the recommendations and decided what to do. Completed a report, which needs to be submitted to the Board. RWP fully supported 4 recommendations, considered some already implemented (e.g. 4 and 12), and supported the issues as identified by the independent reviewer, but did not support the recommendations. 6 recommendations: revised approach suggested. Discussion regarding term limits for ccNSO Councillors. Currently there are no term limits. Good governance: something needs to be done. To be discussed with the community. Better to have this discussion face-to-face. Not just whether to have term limits, but also how to implement it. Bart produced a table, to see how many years Councillors served. Being displayed in the zoom room. Median length of service: probably less than 9 years, 7 or 8. Move? Alejandra Second? Pablo Comments or questions? Council to inform RWP, RWP should submit the results of the review to the Board OECD. Young-eum: agrees with recommendation number 5. We need new blood on the Council. Part 1 Retirement – Update The third ccNSO Policy Development Process (ccPDP3-RET) Working Group, tasked with developing and proposing policy for the retirement of country code Top-Level Domains, is seeking input and feedback from the broader community on its proposed process to retire ccTLDs, when the country code is removed from the list of country codes in the ISO3166 standard. After closure of the public comment period, the working group will review the comments received and take into account while developing a final set of policy recommendations. Close date for public comments is 10 July 2020 (23:59 UTC). Read more here<https://www.icann.org/public-comments/ccnso-pdp3-retire-cctlds-2020-05-05-en>. * Part 2 Review Mechanism –Update The ccPDP3-RM Working Group focuses on the development of a review mechanisms pertaining to decisions regarding the delegation, transfer, revocation and retirement of ccTLDs. The group decided on a 3-step approach to identify decisions that should be subject to review: 1. Decision points As part of the development of the retirement process, the ccPDP3-RET WG compiled a list of 6 decisions taken by the IANA Function Operator (IFO) and the ICANN Board of Directors. PTI staff presented an overview of the delegation and transfer process<https://www.iana.org/help/cctld-delegation>, to identify decision points. 2. Scope As a next step, the WG needs to determine whether the decisions are within scope of the policy on the proposed review mechanism. 3. IDN ccTLD related work items a. ccPDP4 This fourth-ever ccNSO Policy Development Process aims to develop policy recommendations for the ICANN Board. In time, the results of this ccPDP will replace the IDN ccTLD Fast Track Process, which currently guides the selection process of IDN ccTLD strings. During its meeting on 21 May, the ccNSO Council adopted the Issue Report<https://community.icann.org/download/attachments/132088151/Item%205%20a-%20…> on Internationalized Domain Name (IDN) country code top-level domain strings. With the adoption of this report, the fourth policy development process (ccPDP) for the ccNSO is initiated. Mid-July 2020, the ccNSO Secretariat will send out a call for volunteers and will invite stakeholders as listed in the group’s charter, to join the Working Group. Prior to this call for volunteers, the secretariat will organise 2 editions of a webinar, on 8 and 9 July, to inform the community about the topics to be addressed and the working methods of the ccPDP4 WG. Review ccNSO Council Workshop: Format, results and next steps Consolidated overview of the weaknesses and strengths. Action on how to address them. Bart will share that next week, post ICANN68. Review this at the next meeting. Bart also started looking at the ccNSO recommendations around the purpose of the ccNSO, but also its operations and structure. Major one: updating the ccNSO website (one of the major weaknesses of the ccNSO). Actionable items. Results of the polling around the purpose and value of the ccNSO. Clear that the vast majority of the Council strongly agrees with it. A minority agrees, but not in full. No shift over time. The poll (same question) was repeated twice: first at the start of the workshop, and then also at the end. Katrina: we used to have 1 Council Workshop per year. We could hold workshops 4 or 5 times per year. Topic foreseen for ICANN67: how to make ccPDPs more efficient and effective? Still to be discussed. Feedback regarding number of workshops? Stephen thinks we should be more conservative. 13. Update ECA & CSC a. ECA * CSC * Update from CSC PTI performance over May 2020: 100% met thresholds ccTLD delegation and SLAs approved by ccNSO and GNSO Councils. Will become effective 1 June * Appointment ccNSO Appointed Member on CSC, consultation with RySG and approval of full membership Call for volunteers closed last Friday. 1 candidate; Brett Carr Consultation with RySG on slate of members. How to remove entire Board? * Guideline to appoint members to external groups (e.g. NomCom, CSC). have 1 general guideline, and then add the specifics for each group.
