Dear all, (This e-mail is a reminder of the e-mail previously sent to you on 26 July) As part of its Affirmation of Commitments (AoC) requirements, ICANN is seeking applicants to serve on the Second Security, Stability, and Resiliency of the DNS (SSR2) Review Team as a volunteer member. SSR2 Review - How to Apply? Interested individuals are invited to provide the following: • A resume (maximum three pages), detailing relevant work and/or academic experience, as well as subject matter knowledge; • A letter of motivation detailing your interest in serving on the Review Team and what you will bring to the team. Please include any experience participating in previous ICANN reviews; • A Statement of Interest; • Specify the Supporting Organization or Advisory Committee with which you are affiliated; Email application materials to reviews(a)icann.org<mailto:reviews@icann.org>. More information on the scope of, and expertise expected of volunteers to serve on this Review Team is specified in the Call for Volunteers: https://www.icann.org/news/announcement-3-2016-06-30-en This call is intended for individuals interested in applying for a position of Review Team Member, in representation of a Supporting Organization (S0) or Advisory Committee (AC), or as an independent expert. ICANN has recently adopted new Bylaws that are not yet effective that introduce new selection processes for AoC review teams. Accordingly, this Call for Volunteers, as well as the timelines described below, may be updated by ICANN during this application period to reflect these new procedures, if and when they become effective. We will keep you updated as needed. Update Wg EPSRP

Dear all, Following the ccNSO meeting in Helsinki, the EPSRP opened a public comment forum to seek feed-back and input on its proposed guidelines for and refinement of the methodology on the second string similarity review process, including the interpretation of a so-called split recommendation. As required under the Board resolution which started this process, the chair of the GAC and SSAC were asked to provide feed-back. Current Status The Public Forum will close on 31 August 23.59 UTC. To date two comments were received, one from Verisign and one from ALAC. Next Steps After closure of the public comment proceeding, the EPSRP Working Group will review the public comments received and revise its proposed guidelines, if they deem it appropriate. The proposed guidelines will then be submitted to the ccNSO Council for approval and submission to the ICANN Board. Background The second Extended Process Similarity Review and the associated Panel and Guidelines were introduced in December 2013 as part of the IDN ccTLD Fast Track process. Among other reasons, the process was introduced as a test bed within the IDN ccTLD Fast Track process to allow for testing and refining, if needed, of the proposed two-panel mechanism and methodology. As part of the third review of the ccTLD Fast Track process in FY 2015, some policy issues pertaining to the guidance of the second string similarity review panel became apparent, in particular how to treat an IDN ccTLD string that is only found confusingly similar in UPPERCASE and not in lowercase. At its meeting on 25 June 2015, the ICANN Board requested<https://features.icann.org/refinement-second-similarity-review-evaluation-i…> that "the ccNSO, in consultation with other stakeholders, including GAC and SSAC, to provide further guidance on and refinement of the methodology of second string similarity review process, including the interpretation of its split recommendations, to be applied to the relevant current and subsequent cases in the IDN ccTLD Fast Track process as well as to inform the proposed policy for the selection of the IDN ccTLD strings." In response to the request, the ccNSO established a working group on 11 September 2015. The ccNSO also sought participation from the GAC and SSAC in the working group in a manner these participants deem to be most appropriate. To date individual members of the GAC have participated. SSAC or individual members of SSAC have declined. Further, to ensure the ICANN Board consultation request is adequately met, the EPSRP Working Group offered an opportunity to provide comments on its observations and proposed guidance and refinement of second string similarity review process. The GAC and SSAC have been invited to, at a minimum, express no objection to submitting the EPSRP Working Group recommendations to the ICANN Board. On behalf of the EPSRP Bart

Update CCWG Use of Country and territory names

Cross-Community Working Group on Use of Country/Territory Names as TLDs Following the very successful cross-community session at ICANN56 in Helsinki, the co-chairs asked staff to draft a strawman paper to be circulated with the WG for discussion. Purpose of the paper was to lay-out the Group’s discussion to-date, and provide a basis for discussion on the working group’s progress to date of the group in relation to the WG’s main objectives, in particular with respect to question about the feasibility of a harmonized framework on the use of country and territory names as TLDs. The goal of such a framework would be to provide a common (across cc’s and g’s) basis for use of country an territory names, which could then included in policies through the respective (ccNSO and GNSO) policy development processes The strawman paper was circulated to the group with aim to generate a discussion among the group and discussed during the call last Monday (29 August) and seems to get support, i.e. a harmonized framework is not feasible. The WG observed an incredible level of complexity associated with and divergence in interest between and within communities. These factors and also the fact that currently many different initiatives are on-going with respect to Geographic names across the ICANN community, make it impossible to come up with a harmonized framework that is supported by the community at large. Next steps The WG will prepare a progress report and start drafting its final report. These documents will go out for public comment first. Only after the comments have been processed, the ccNSO and GNSO Councils will be informed formaly about the conclusions and recommendations of the CCWG (foreseen at or post Hyderabad) On behalf of the ccNSO appointed co-chairs

Regards Patrick Myles ------------- GNSO Activity Update for ccNSO Council: August 2016 Prepared by Patrick Myles (CENTR) IST: Selection of Customer Standing Committee The motion<https://community.icann.org/display/gnsocouncilmeetings/Motions+for+Electro…> to approve the liaisons and members of the Customer Standing Committee (CSC) was passed unanimously in the vote that closed on 09 August. The GNSO members (representing the Registry Stakeholder Group) are Elaine Pruis and Kal Feher. The council also approved James Gannon as CSC Liaison. Changes to procedure on WHOIS conflicts with national laws There is a review of procedures to address conflicts<https://www.icann.org/resources/pages/whois-privacy-conflicts-procedure-200…> between a contracted party's Whois obligations and local/national privacy laws or regulations. An Implementation Advisory Group (IAG) has recommended<https://gnso.icann.org/en/drafts/iag-review-whois-conflicts-procedure-23may…> a modification to allowing a party to trigger the procedure by obtaining a written statement from the government agency charged with enforcing its data privacy laws indicating that a particular Whois obligation conflicts with national law. The recommendation is due for a vote at the GNSO council meeting on 1 September 2016 - once passed all affected parties will be notified. Board letter on new gTLD round Steve Crocker wrote<https://gnso.icann.org/en/correspondence/crocker-to-bladel-05aug16-en.pdf> to the GNSO on new gTLD subsequent rounds noting "...it would be helpful to understand whether the GNSO believes that the entirety of the current Subsequent Procedures PDP must be completed prior to advancing a new application process under the current policy recommendations...". The GNSO will discuss a response shortly. Early thoughts from SG/Cs: BC: "..if there is to be a subsequent round or a permanently open application window, it should not be unnecessarily delayed so as to permit the timely submission of .brand applications..". There are two phases, 1. review of all new gTLD RPMs and 2. review of the UDRP. Expect to complete review of RPMs by mid-2017 and deliver final report by late 2017. Then commence the UDRP review in early 2018. BC sees no reason why a subsequent application round would need to await completion of the UDRP review. GNSO review of Helsinki GAC communique The GNSO have reviewed and made comments<https://gnso.icann.org/en/drafts/review-gac-communique-27jul16-en.pdf> on the previous ICANN meeting GAC Communique in relation to items considered relevant to gTLDs. Key items are, future round of new gTLDs, privacy/proxy accreditation, 2 letter country/territory names at second level, use of 3 letter codes as future new gTLDs and protection of IGO names/acronyms. Recommendations on GNSO new roles under revised ICANN Bylaws A drafting team will work with ICANN staff to identify all new or additional rights and responsibilities that the GNSO has under the post-transition Bylaws, including but not limited to participation of the GNSO within the Empowered Community, and to develop new or modified structures and procedures to fully implement these new or additional rights and responsibilities. The Team is expected to provide Council with an implementation plan, no later than 30 September 2016. Dear All, The ICANN 2016 Nominating Committee announced its selections for seven leadership positions within ICANN. https://www.icann.org/news/announcement-2016-08-29-en Jian Zhang was appointed as ccNSO NomCom Councilor. Those selected will take up their positions after the end of ICANN's Annual General Meeting, which will take place during the ICANN Public Meeting scheduled for 3 – 9 November 2016 in Hyderabad, India. The Nominating Committee is charged with recruiting and selecting a portion of ICANN's leadership. The Nominating Committee is mandated to ensure that ICANN's overall leadership is diverse in geography, culture, skills, experience and perspective. The basic criteria are: · that selectees are people of integrity, objectivity, sound judgment; · support decision-making within groups; · work effectively in English; · understand ICANN's mission and operation; · are committed to its success; · have experience in world affairs; · contribute to cultural, professional and geographic expertise; · and can work long and hard, generally as volunteers, for the global public trust. The 2016 Nominating Committee received 105 applications from candidates all over the world (20 women and 85 men) during its open nomination period from 17 December 2015 to 20 March 2016. Dear All, In order to meet the 15 August deadline, the ccNSO Council has appointed its chair Katrina Sataki (.lv) on an interim basis as member of the Root Zone Evolution Review Committee (RZERC), the group that will be reviewing issues relating to the architecture and operational systems for the DNS Root Zone as it evolves. Once the ccNSO Council has adopted the relevant guideline - which is limited to describing the ccNSO's responsibilities with respect to its representative on the RZERC - as prepared by the ccNSO Guideline review committee (GRC), a call for volunteers will go out to seek a qualified member from the community.
