DECISION NEEDED: (Triage 17-2013) ATRT 2 Recommendations

Dear Councillors, As you may know, the ATRT 2 has published a report + has listed a number of recommendations, which they wish to receive input to by 22 November 2013. Whilst it is an important document, it is also massive and the recommendations many - and the time frame to reply to it is very short. The Triage group has therefore been thinking of how to most efficiently gather input from the Council and community and is suggesting following: 1) Extract those topics that are of interest to the ccTLDs 2) Get Councillors to volunteer to focus and take the lead on one of the topics during this week - their role would be to coordinate questions/remarks. 3) Make a call for Volunteers from the community to prepare input (which can be questions and/or comments posted by email either before the Buenos Aires Meeting, or during the Buenos Aires Meeting - we have scheduled a session with the ATRT 2 team on Tuesday afternoon) To point 1 - The topics have already been extracted: * Section/recomendation 1-3 on quality of the Board * Section/Recommendation 4: mechanism for SO/AC consultation on executive and administrative issues to be addressed at Board level * Section/Recommendation 7: explore mechanisms to improve public comment through adjusted time allotments * Section/Recommendation 8: capacity of language services to increase participation * Section/Recommendation 9, and it sub recommendations ( consideration of decision-making inputs and appeal processes * Section/Recommendation 11: effectiveness of Review Process and its sub-recomendations * Section/Recommendation 12: Financial Accountability and Transparency * Section /recommendation 10: Although focused on GNSO PDP may have some impact on ccNSO. Dear Councillors, We have been asked by the ICANN Board Support to provide a list of items to be discussed with the Board at the Buenos Aires meeting. Some of the items could be: * Conclusion finacial contribution discussions * Letter from SOP WG to the chair of the Board and CEO, on planning processes ( Strat and Ops plan) * Montevideo Statement and what is expected from the ccTLD ( bearing in mind we do have it as an item on our own agenda) * Extension of the current rule in Applicant Guidebook re country and territory names in all languages to be excluded from second an consecutive rounds until ccWG concludes its work Please, let me know if you wish to add any items by Friday, 8 November at the latest. Dear all, ICANN has posted a "Draft Vision, Mission & Focus Areas for a Five-Year Strategic Plan" http://www.icann.org/en/news/public-comment/strategic-29oct13-en.htm for public comments. It has been written based on brainstorming that occurred April September 2013 and reflects input from ICANN's Board of Directors, community and staff. The comments received to this draft are meant to support the creation of ICANN's Vision and Five-Year Strategic Plan, scheduled to be posted and up for public comment in February-March 2014. Comments on this document are welcome until 31 January 2014. A session on Strategic Planning will held at the ICANN Buenos Aires meeting on Monday, 18 November 2013 at 17:15-18:45. "Revocation" refers to the process by which the IANAOperator rescinds responsibility for management of a ccTLD from a manager. The ICANN Policy Staff will provide a briefing on: Thursday 7 November at 12.00 UTC (for other places see:http://tinyurl.com/mygn6xx <http://tinyurl.com/mygn6xx> ) and Thursday 7 November at 19.00 UTC. (for other places see: http://tinyurl.com/lj8jqep) summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) and Address Supporting Organization (ASO). Amongst other topics, updates will be provided on: * Privacy & Proxy Services Accreditation * Thick Whois * Protections of IGO/INGO Identifiers in gTLDs * Policy & Implementation * Draft Guidelines on ccTLD's Financial Contribution The two sessions are duplicates, scheduled to accommodate different time zones.
