Review Mechanism

Greetings fellow councilors, For those not paying attention, today marks 552 days since the ccNSO Council, after two plus years of policy development by a dually constituted Working Group of which I had the privilege of chairing, , the issuance of the appropriate Issues report to the Community, a vote by the Community as per our Guidelines for policy development, a subsequent vote by the Council confirming the Community's approval of the proposed policy, that the policy recommendation was formally submitted to the ICANN Board for its consideration. By way of contrast, construction of the Eiffel Tower began on 28 January 1887 and was completed on 31 March 1899. It's construction thus took 428 days. That's 124 fewer days than the ICANN Board has been sitting on its collective arse regarding the Review Mechanism. Annex B, Section 15(a) and 14(b) state that: [---START---] a. The Board shall meet to discuss the ccNSO Recommendation as soon as feasible after receipt of the Board Report from the Issue Manager, taking into account procedures for Board consideration. b. The Board shall adopt the ccNSO Recommendation unless by a vote of more than 66% the Board determines that such policy is not in the best interest of the ICANN community or of ICANN. [---END---] The Board, either via its in-house legal tortoise, or its external legal tortoise, Jones, Day, is of the opinion that they are in compliance with Annex B, Sections 15(a) and 15(b) of the ICANN Bylaws. I do not share that opinion. My patience with the Board's inaction has been exhausted. The Board's continued in-action (the next scheduled get-together with the Board's "ad-hoc" Committee considering this policy is not scheduled until 30.01.2025, making it 582 days since the ccNSO Submitted the proposed policy) is frankly an insult to the ccNSO Community as a supporting organisation within the ICANN Multi-stakeholder model, and an insult to the ccNSO Community volunteers who gave up their time, over more than 60 in-person and tele-conference meetings, to labour on and develop, via consensus, the proposed policy. I do not use the word "insult" lightly. What the Board is doing via their in-action is an insult to the ccNSO Community, the overall ICANN Community, and the Council writ-large. I believe that their continued inaction is also placing the entire mutli-stakeholder model in jeopardy. When we hashed out how the entire "post transition" model should work in Santa Monica all those years ago now, it was not the intent of the CCWG membership to hand to the ICANN Board essentially unlimited power to ignore policy proposals put forward by the ICANN Community. It was the opposite. Yet this is what they think they have. My question for my fellow Council members is as follows: Do you wish to continue to be led around by the ICANN Board via the nose ring that they have metaphorically inserted into all of our nostrils, or do you wish to collectively stand up and say "enough is enough" to the Board? As I said earlier, my patience with the Board's continued in-action regarding their consideration of the Review Mechanism is exhausted. Best Regards, //Stephen The Board's "ad-hoc" group

Election Results: ccNSO Council 2025 – Latin America/Caribbean Region https://ccnso.icann.org/en/about/elections/council.htm Voting for the position of one (1) ccNSO Council member representing the Latin America/Caribbean region closed on Wednesday, 18 December 2024, at 23:59 UTC. This announcement shares the election results. Thanks to all who participated. Election Results Two candidates were nominated, seconded, and accepted their nominations in accordance with the established rules and timeline. An election was therefore conducted among ccNSO members from the region. Voting Outcome: * Total votes cast: 16 Emissaries (55 % turnout) * Everton T. Rodrigues: 13 votes * Diego Ernesto Luna Quevedo: 3 votes The quorum was successfully met, and the candidate with the majority of votes cast, Everton T. Rodrigues, has been elected. Voting Eligibility and Process Only ccNSO members from the Latin America/Caribbean region, through their designated Emissaries, are eligible to vote for candidates representing their region on the ccNSO Council. At the time of ballot distribution, there were 29 members from the Latin America/Caribbean region, corresponding to 29 Territories and 29 Emissaries. Each Emissary received one (1) unique ballot. Per the relevant guidelines: A quorum is achieved when a majority of all eligible Emissaries in the region cast votes. The elected candidate must receive the majority of votes cast, with the winner determined by a plurality of votes. Next Steps The Election Report, prepared by the Election Process Manager, will be submitted to the ccNSO Council for review and approval. The appointed Council member will take office at the conclusion of the ICANN82 Community Forum in March 2025. The Chair of the ccNSO Council will notify the ICANN Secretary of the election outcome. Background * The ccNSO Council consists of 18 Councillors, representing 5 ICANN geographical regions. This announcement shares the election results. Thanks to all who participated. Election Results Two candidates were nominated, seconded, and accepted their nominations in accordance with the established rules and timeline. An election was therefore conducted among ccNSO members from the region. Voting Outcome: * Total votes cast: 32 Emissaries (57 % turnout) * Jordan Carter: 24 votes * Nguyen Thi Thu Thuy: 8 votes The quorum was successfully met, and the candidate with the majority of votes cast, Jordan Carter, has been elected. Voting Eligibility and Process Only ccNSO members from the Asia/Australia/Pacific region, through their designated Emissaries, are eligible to vote for candidates representing their region on the ccNSO Council. Update on my participation in ccNSO affairs

Greetings fellow Council members, First, let me apologize for missing the last Council call, which as you know I rarely do. Second, thank you to those who have reached out to me regarding my well-being; that is greatly appreciated. I am glad to report that I am fine, having recently had a lovely holiday in Berlin with an old University mate, and planning to attend the APTLD meeting in Hong Kong in February, as well as the ICANN meeting in Seattle in March. My inattentiveness of late to Council/GRC matters has been due to a family matter which I will share with you as a wakeup call for all of us. Three weeks and two days ago, my wife's Great Aunt, a vibrant, 86 year old, 50+ year Manhattan New York City resident, was on her way from her residence to the Subway to attend a play, when she became the victim of a hit and run automobile accident (an illegal left turn), which left her with a skull fracture, severe brain damage, a broken tibia, a broken ankle, a broken clavicle, and severe bodily bruising. Three weeks in since this incident, she has no idea who she is, where she is, why she is where she is, who her great aunt is, nor who I am. This situation is most unlikely to improve much... She was meticulously organized with her affairs, up to a point. I am her executor, which gratefully I am not in that role at the moment, but expect to be in the not too distant future. She left meticulous details regarding her funeral service, which I transmitted to the Rectors of her Church on Saturday She left meticulous details regarding her end of life care decisions, which my wife has transmitted to the Hospital caring for her. She left less than precise details regarding her daily financial operations (mostly on-line, but no login or password credentials, and only a vague notion of who her banker or financial provider are.) She left less than meticulous details regarding what her long-term disability health care insurance situation is; although after a weekend of research, I think it looks OK. I realise that this is an incredibly personal correspondence to pop up on the Council list, but I share all this with you as to (a) let you know that I am OK, and (b) issue you all a wake-up call to document everything for your heirs for when you are gone. God knows it's a wakeup call for me. You just cannot leave behind too much documentation for your heirs. I thank you for your understanding of my recent lack of participation in ccNSO Council affairs. I hope to re-engage soonest, and look forward to seeing you all again in Seattle.
