Honduras´s Government has been taken down, and there is a dictatorship that started one month ago. The dictators now claim for the administration of the .hn and LACTLD supports the current administrator which is "RDS-Hn: Red de Desarrollo Sostenible de Honduras http://www.rds.org.hn, A Civil Society Network for Sosteinable Development). So I believe LACRALO will be approoving this statement tomorrow (if nothing happens) and LACRALO´s statement is also asking for ALAC, ccNSO and Board´s support. May I ask your special attention for this case ? This is a first case where ALSes demonstrate an enhanced relationship with ccTLD operators. Posicion de LACTLD ante la situacion del ccTLD .hn

A la Comunidad Internacional Por medio de la presente informamos a la comunidad internacional de la situación que se esta presentando con el ccTLD .hn [1], que es administrado por la RDS-HN[2], miembro asociado de LACTLD[3], y quien nos ha informado sobre dicha situación. El actual gobierno de Honduras ha informado al ccTLD que debe hacer entrega de la operación del ccTLD basado en el artículo 79B de su Ley de Telecomunicaciones (del año 2002). Dicha norma indica " Es facultad de CONATEL[4] la regulación y administración de los dominios y direcciones IP dentro del territorio nacional. CONATEL podrá tomar providencias necesarias para que la administración de los dominios y las direcciones IP puedan efectuarse a traves de otras instituciones públicas o privadas, para lo cual suscribirá convenios y emitirá las regulaciones correspondientes". El viernes pasado y utilizando el artículo antes mencionado se presentaron en las oficinas del ccTLD .hn indicando: "Que a la fecha CONATEL no ha suscrito convenio alguno con ninguna institución de carácter público o privado, por lo que se hace necesario ordenar a la institución que ha venido administrando y delegando los dominios .HN la suspensión inmediata de dicha gestión, pues la misma se está realizando al margen de lo dispuesto en el articulo 79B del Reglamento General de la Ley Marco del Sector de Telecomunicaciones." De igual manera ordenan 1. que se suspenda de inmediato toda actividad relacionada con el registro y delegación de nuevos nombres de dominio bajo el dominio .hn; y 2. ordena a RDS que entregue a CONATEL una lista de dominios .HN y registros que han sido otorgados. La Red de Desarrollo Sostenible ( http://www.rds.org.hn) mantiene la operación del ccTLD .hn desde abril del 1993, fecha en que recibió la delegación y en julio del 2006 firmó un Marco de Responsabilidad (Accountably Framework) con el ICANN [5]( http://www.icann.org/en/cctlds/hn/hn-icann-af-20jul06.pdf) donde se reconoce de manera expresa dicha relación y labor. Asimismo la RDS es una destacada organización de la sociedad civil que facilita la conectividad a Honduras asi como proporciona diversas herramientas y servicios a la comunidad de Honduras y de Centro America siendo reconocida como pionera en la región. La gestión y operación de los DNS sigue unos procesos internacionalmente aceptados y reconocidos, fundamentalmente basados en el RFC 1591[6]. Debido a la importancia de la estabilidad del sistema global de internet y el trabajo de un ccTLD se debe a su comunidad local e internacional de Internet. Igual indicamos que la acción que intenta realizar el CONATEL es vulneratorio de las garantias constitucionales así como las garantías del Pacto de San José de Costa Rica, en la medida que vulnera una relación que se ha venido realizando de manera pacífica y técnicamente eficiente, y que está basado en acuerdos y relaciones contractuales vigentes. LACTLD expresa su más fuerte preocupación respecto a los hechos que han desencadenado en la solicitud que hace el Gobierno del Honduras para tomar de forma repentina y abrupta la operación del .HN ya que esto perjudicará finalmente a los usuarios del sistema de nombres de dominio en Honduras que ante todo requieren de estabilidad este sistema para el adecuado acceso a los recursos de Internet. LACTLD mantiene un compromiso con sus asociados y afiliados CONATELpero ante todo procura que se mantenga la estabilidad del Sistema de Nombres de Dominio para el adecuado funcionamiento de Internet, confiamos en que privará la sensatez de las partes para resolver esta delicada situación. Release of root-scaling study Interisle

Dear all, ICANN announced the publication of the root-scaling study commissioned to Interisle The report itself can be found here: http://www.icann.org/en/committees/dns-root/root-scaling-study-report-31aug… [PDF, 1,340K] Background: In February 2009, with Resolution 2009-02-03-04, the ICANN Board requested the Root Server System Advisory Committee (RSSAC), the Security and Stability Advisory Committee (SSAC), and the ICANN staff, including the IANA team, to study the potential issues regarding the addition of IDNs, IPv6 addresses, DNSSEC and substantial numbers of new TLDs to the root zone. The Terms of Reference for this study are at http://www.icann.org/en/committees/dns-root/root-scaling-study-tor-05may09-…. Interisle was selected to perform this study. In the course of their study, they recommended that a modeling effort be undertaken with the assistance of TNO. TNO produced a model and a companion report.
