Our intent to conduct such a survey has been consistently mentioned in our communications related to the way forward the DNS-CERT, beginning with our public response to comments in April. And has been part of all the stakeholders discussions on this topic including at the Brussels meeting. Answer to those specific questions below; 1, What is purpose of survey? - See above. 2. How does this survey relate to the survey Rod announced in his letter to the ccNSO in response of DNS-CERT discussion in Nairobi. - Rod's april memo on DNS-CERT to ccNSO and others mentions no survey. Our May summary of analysis on comments states that survey will be conducted in the way forward section. It is clearly addressed in Rod's 11th August memo to the ccNSO, gNSO and ALAC chairs to include the participation of ENISA. 3. What will be role of ENISA role? ICANN role? - ENISA is coordinating the survey within its region as we prepared the survey. ENISA volunteered to do that along with other regional CSIRT organization. 4. Has the initiative on this survey been communicated/announced to ccTLD community? If not, will it be? CAN they influence the process? - Through the processes described above, as well as in the public forum of DNS-CERT at the Brussels meeting. We willing to work with anybody going forward. We will work with them the interpreting the analysis of survey. CENTR is free to work with ENISA as they desire. 5. What is current status? Has the survey been conducted? If not, when - CERT/CC sent out the survey and messages to all the National CSIRTs last week. 6 Where ccTLD community members involved in drafting - We are not sure why this is concerned here. Staff was acting to answer the specific questions raised by the community, and had announced publicly the intend to conduct such survey back to May. 7. How does this relate to the activities of the ccNSO Incident Response WG? Have they been informed/involved? - It does not relate to WG's discussion directly, they have been informed through the process described above. Thanks, - Yurie ---

Election Procedure to Elect an ICANN Director At its meeting on the 26 June 2003 the ICANN Board adopted the amendments to the bylaws under resolution 03.106 Bylaw Article IX - section 3.9 which states: "The ccNSO Council shall make selections to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such selection must have affirmative votes of a majority of all the members of the ccNSO Council then in office. Notification of the ccNSO Council's selections shall be given by the ccNSO Council Chair in writing to the ICANN Secretary, consistent with Article VI, Sections 8(4) and 12(1)." The ccNSO Council and ccNSO members have decided that before making the nomination of a Director, the ccNSO members shall be entitled to vote for the nominee they would like to see on the ICANN Board. Summary Only ccNSO members will be eligible to nominate or second a candidate for seat 11 on the ICANN Board. Only ccNSO members will be eligible to vote in the election of a candidate. Nominations may be made by a member and seconded by a member. Voting will be by secret email ballot, that is, the ballot is identified only by a code and not by a name. The email voting will be ratified by the Election Manager. An electoral list will be published. TIMELINE * 15 September 2010: Nominations period starts. * 6 October 2010: Nominations Process Closes * 13 October 2010 - 14 October: Acceptance of Nomination by Candidate. Announcement of nominees. If there are two or more candidates, an election will be held. Candidates are invited to submit mission statements. * 20 October 2010: End of period for submitting mission statements. If wished for, a call with Q&A session for candidates and ccNSO members can be arranged. * 25 October 2010: Call for vote, ballots are issued to members of voting electorate. * 15 November 2010: Closure of voting. * 16 November 2010: Announcement of election results. If any ties, run off elections announced (voting only). Call for Nominations Open: 15th September 2010 at 00:00 UTC Close: 6th October 2010 at 00:00 UTC Nominations should be sent by email to the Election Manager at the following email address: ccnso-boardnominations(a)icann.org, in the form described in the Call for Nominations. Archives to be found at: http://forum.icann.org/lists/ccnso-boardnominations Each member can nominate one candidate for seat 11 on the ICANN Board and each member can second one candidate. In order to nominate or second a candidate, a member must be a member of the ccNSO by the 15th September 2010. Nomination procedures with timeline, template, email for posting and URL of archives of nominations will be posted. The Election Manager shall confirm the list of the Nominees before the voting period starts. Procedure for voting by the ccNSO members Each member will be entitled to vote for up to one candidate. Section 2(3) of Article VI of the Bylaws states "In carrying out their responsibilities to fill Seats 9 through 14, the Supporting Organizations shall seek to ensure that the ICANN Board is composed of members that in the aggregate display diversity in geography, culture, skills, experience, and perspective, by applying the criteria set forth in Section 3 of this Article. At any given time, no two Directors selected by a Supporting Organization shall be citizens of the same country or of countries located in the same Geographic Region." The candidate that receives the highest number of votes from members will be nominated by the Council to the ICANN Board. Voting Period and Method The ccNSO members will vote by email Voting will open: 25 October 2010, at 00:00 UTC Voting will close: 15 November 2010, at 00:00 UTC The full record of the number of votes will be published at the end of selection process. Results The election results will be announced by the Election Manager.
