Keith Davidson Updates for call

Hi all, Re FOIWG: 1. The updated charter for this WG is submitted for Council approval. The initial charter included options for the GAC to select its method of engagement with this WG (observers, full participation etc). The GAC has elected to be full participants in the WG, so the revision to the charter encapsulates this, and deletes the alternatives. 2. The Work Plan and Time Line has been agreed by the WG after 2 conference calls and on list discussion. 3. The GAC have asked us to consider not adopting the Work Plan until Singapore, until the full GAC have had an opportunity for input. My view is we should agree, but that we will need to clarify the decision making process with the GAC in Singapore, if we are to ensure our work will continue in step with the time line 4. The first draft of the Terminology topic for the WG has been circulated to WG members, and will be the topic of focus for the 3 hour meeting of the WG in Singapore 5. There has been some interesting discussion on the WG list and last conference call, relating primarily to pre-RFC1591 delegations, and their status regarding "ownership" (vs custodianship). I believe the discussion is out of scope for the WG to consider, but nonetheless of extreme interest to the topic of delegations and redelegations of ccTLDs. I therefore suggest that the ccNSO Council enable a small ad-hoc group for formulate a draft letter from the ccNSO to ICANN seeking legal advice on this issue, but I think too this will need discussion with the ccNSO membership and their endorsement before we could send any such letter. The ad-hoc group could work towards a presentation to ccNSO members at the Senegal ICANN meeting. Re GAC / ccNSO Liaison There has been contact between GAC and the ccNSO Liaison folks, thanks to Martin Boyle for being instrumental in this, and we have a draft agenda for the joint meeting in Singapore, specifically: 1. Overview of the ccNSO and its workplan (Lesley Cowley) 2. Framework of Interpretation WG - Scope, Membership and Workplan (Keith Davidson and Bernie Turcotte) 3. ccNSO Perspectives on ICANN operating plan & budget and the security & stability strategy (Byron Holland) 4. Names of Countries and Territories Study Group Update (Not sure who???) 5. (time permitting) Impact of new Territory (Geo) gTLDs on ccTLDs (Martin Boyle) Can ccNSO Council confirm the lead participants for each of these topics on todays call? Cheers Keith

ccNSO Members Dinner Singapore

Dear ccNSO members, I am pleased to invite you to the ccNSO dinner in Singapore. The dinner will take place on Tuesday 21 June, starting around 19.00. The restaurant is the Indochine http://www.indochine.com.sg/home/locsingapore-wfwaterfront.php which is an about 10 minute bus ride away from the meeting venue (shuttle buses will be provided). As tickets are limited, you need to register in order to obtain a ticket. To be able to include as many registries as possible, we must unfortunately limit the number of tickets to three participants per registry. Should you wish to bring more people, we will ask you to contribute towards the dinner costs. Alternatively, the extras will be put on the reserve list and will obtain a ticket in case we will have some spare ones (please, indicate which option you prefer). Touray to Lesley. Dear all, I am writing to invite you to send two representatives from your SO/AC/group to attend a preparatory meeting to help organize a proposed ICANN Summit on Developing Countries. A number of ICANN stakeholders, and myself, have been having online discussions since early last month about having an ICANN Summit on Developing Countries. The attached file is the original proposal for the Summit, which is aimed at providing the ICANN community an opportunity to have an in-depth discussion on developing countries, their role in ICANN, and the way forward. In view of the fact that the Oct. 2011 ICANN annual public meeting will be held in Dakar, Senegal, the aim is to have the Summit there. The Summit will include presentations and discussions on the following topics: 1. A backgrounder on developing countries (what is a "developing country" or "least developed country," socio-economic development in these countries, Internet and ICT development in these countries) 2. ICANN and developing countries (ICANN's relationship with ccTLDs, international organizations of developing countries, governments, NGOs, and businesses in developing countries, etc) 3. Participation of Developing Countries in ICANN: Challenges, Opportunities, and the Way Forward The meeting in Singapore will have about 20 or so invitees from the SOs, ACs, liaisons, other stakeholders, as well as some ICANN board members and staff. The tentative agenda for the Singapore meeting will consist of the following: 1. What the proposed Summit will discuss? 2. Who will be on the panel of presenters? 3. The format for the Summit 4.
