Dear SOP members, Please find below Xavier Calvez's email, introducing the revised Report of Public Comments on the Draft FY14 Ops Plan and Budget. For your convenience (it is not that easy to find), I attach ICANN's summary comments on the community's comments. Under reference #99 to #112, you will find ICANN's reaction to the comments the SOP submitted in June. And a frustrating summary, it is. Two examples of what you will come across reading the document: * On our comment that the FY 14 ops Plan & Budget lacks measurable goals (a comment that was widely echoed by the community during the Durban meeting and that we have made repeatedly in the past), ICANN reacts with the statement that "metrics and deliverables are continuously being developed". I can only qualify that as a silly response: how can the budget and ops plan have been approved (last month) if deliverables and metrics are still being developed? * On our comment that the rationale behind a 23.8% increase in expenses for ICANN operations has to be clarified, the reaction is a two sentence reference to a new strategic planning process. Which comes not even close to a rationale.. It is quite clear to me that we as SOP WG spend more brainpower and time on our comments, than ICANN spends on its reaction. Faced with that conclusion, I cannot help wondering if there's any point in continuing to call on you all to spent that brainpower and time on future ICANN Ops Plans, Budgets and Strategic Plans. I intend to send Xavier a message containing roughly the above, but would welcome your thoughts first. FOR CONSIDERATION: Triage recommendation IANA ccTLD Delegation and Redelegation User Instruction Consultation

Dear Councillors, Below is the Triage Committee recommendation on how to move forward with ICANN's Consultation on ccTLD Delegation and Redelegation User Instructions and Source of Policy and Procedures. The recommendation is that beyond posting it to the relevant ccTLD lists (done), we should also revive the IANA Consultation Drafting team, which has drafted statements in the past to IANA consultations and ask them to draft an input document. In order to keep the various requests for input separated, we have started with a numbering system. This request is nr 15-2013 (as it was the 15th request we received since the start of this process in May). In case you object to this recommendation, please, post this to the Council email list by Monday, 16 September at the latest. If no objection is received by then, we understand that this recommendation has been approved. Status of Council Actions Durban

Action 86-01: The Secretariat to send a final reminder to the Olivier-Crepin Leblond regarding the possible ccNSO-ALAC liaison group, and copy the ccNSO Chair in the message. Done Action 86-02: The Secretariat to, immediately following this ICANN meeting, send a call for volunteers to the Quorum Study Group in order to appoint the members at its next meeting. Done Action 86-03: Young-Eum Lee to share a summary of thoughts and concerns of the GNSO regarding the JIG recommendations at the next Council telephone conference. Done, the information was sent out by Bart Action 86-04: The Secretariat to inform the Joint ccNSO/GNSO IDN Working Group and chair of the GNSO about the appointment of Young-Eum Lee as the new co-chair for the JIG. Done Action 86-05: The Secretariat to send out a call for volunteers to draft a statement to the report from the Geographic Regions Working Group. Two-Panel String Similarity Review Process implemented in IDN ccTLD Fast Track
