Time constraints and a lack of a clearly defined process upfront have led to the considerable confusion surrounding the selection criteria for the five CWG members. Having recently just selected our members for the ICG a process in which we announced before things got going that the choice would be largely made by a small special committee of Council, thus allowing the nuanced discussion of who could best represent the ccTLD community to be weighed against the many diversity¹ related factors e.g. geographic region, size of registry, etc. we also wish to achieve. In the current CWG selection process we never defined beforehand what the selection process would be and what criteria would be applied. Many of us have brought different filters to making the decision, none of which are incorrect, but they have not to my mind resulted in a clean, transparent, objective outcome. So, the best path forward would be to hit re-set¹ and call for another poll from Council, but with the criteria¹ clear at the outset: the top five candidates will form the ccNSO choice for CWG membership. Hi Byron & fellow Council Members, I think this is a pragmatic way forward, in view of the urgency. I¹m sure that there are lessons to be learnt from this situation & request that we spend some time in LA (do we have a Council workshop on the Sunday?) to reflect and to develop a process we could use for any similar situation in the future. CWG IANA Stewardship transitions - member selection

Dear Colleagues, After reflecting on our call last week, the difficult discussion, and having heard back from our RO colleagues, I am of the strong opinion that we will have to move forward with the candidates as selected by order of rank in voting. Our RO colleagues will not be able to put forward member and have therefore asked us to proceed with selecting all 5 members. Given there was little appetite or agreement on any type of qualitative selection and that most spoke in favour of simply allowing the vote to stand, this will be that path forward. No selection of 5 people will ever be a perfect representation of our broad community, however the top 5 to provide a widely diverse cross section of cc operators, both ccnso member and unaffiliated, as well as gender, size, business model, and geography. The top 5 ranked candidates are: Erick Iriarte (.pe, LAC, member ccNSO) 12 out of 13 Lise Fuhr (.dk, EU, non-member) 11 Vika Mpisane (.za, AF, member) 11 Paul Kane (.ac, EU, non-member) 7 Staffan Jonson (.se, EU, member) 6 Unless there is a strong objection with equally strong supporting rationale, I propose we move forward with the members we most strongly voted for. Dear ccNSO Representatives to the Cross-Community Working Group on Use of Country/Territory Names as TLDs, Recently, the GAC turned to the community leaders, with a request to ask their respective community to deliver input to a draft document, developed by the GAC sub-group on Geographic Names (which is a sub-group of the GAC Working Group on Future New gTLDs) for future New gTLD rounds, outlining several public policy aspects related to geographic names. The document is available at http://tinyurl.com/kzt8kbg. A previous version of this draft was presented in a public session during the London ICANN/GAC meetings and a similar session is planned for the October ICANN/GAC meetings in Los Angeles. The ccNSO Council decided to turn to the ccNSO Representatives to the Cross-Community Working Group on Use of Country/Territory Names as TLDs, to ask you to consider to draft an input to this document (see Decision on Request for Input 51-2104 at http://ccnso.icann.org/about/council/decisions.htm) The last day to deliver in put is 31 October 2014. On behalf of the Council, I would be grateful if you could review the document and consider whether it would be useful to provide input.
