Call for volunteers: Quorum Interpretation Committee

Dear all, We are now looking for 3-5 volunteers to a new Committee - the Quorum Interpretation Committee - which will look into recommendation 2 of the now closed Quorum Study Group. The Quorum Study Group's final report is available at: ccnso.icann.org/workinggroups/quorum-final-04dec13en.pdf Recommendation 2 in this report suggests: "/The ccNSO to/ Develop a mechanism where ccNSO members can indicate how their ³non-vote² should be interpreted during a voting Abstain/Will not subscribe to policy/Do not count me as quorum (the latter meaning that the member does not consider itself having enough insight on the matter, but does not want to hinder the issue to pass a voting)." The ccNSO Council did not want to approve this recommendation before its meaning and implications had been studied in detail and therefore decided to set up the Quorum Interpretation Committee to do the necessary research. The committee's task is to: 1) Clarify what the various options of ³Abstain² are to mean; 2) Analyse what implications the suggested model could have; 3) Find out the community sentiments on recommendation 2; 4) Based on the outcome - make a final recommendation to the Council; 5) Depending on Council decision: Prepare and manage process A purpose statement with some more details is attached. The Study Group members are expected to participate in bi-weekly conference calls and to actively participate in online discussions between the calls. Legal and organisational experience would be an asset. The Group aims at finishing its main work by the London meeting (22-26 June 2014). Katrina Sataki has been appointed by the ccNSO Council to chair this group. Please, let me know if you wish to participate by Tuesday, 29 April, at the latest. Kind regards, Gabi

It is proposing internationalisation requirements for fourteen categories of data elements currently outputted by the various gTLD registration data directory services. Draft ccNSO Council Statement on ICANN's draft proposal for process to transition key Internet domain name functions

Dear all, Included is the initial draft for a ccNSO Council Statement on ICANN's draft proposal for process to transition key Internet Domain Name Functions. Two amendments are already included: * The suggestion from Peter and Don, that affected parties should include two representatives from the ccTLD community (was: ccNSO) * The ccNSO members present, as one of the groups of direct consumers (was: The ccNSO, a direct consumer of IANA services) As you know the public comment period closes on 8 May 2014. In order to invite the community to provide comments as well, the Council Statement needs to be submitted as soon as possible. If you have any comments, suggestions etc. please send it to the Council list by 24 April 2014. I would like to make the following suggestions: Where Becky say ³... selected by the ccNSO² this is replaced by ³ selected by the ccTLD community² This may be slightly more effortful but it will be more inclusive, and the ccNSO will already have a nominee in th AC/SO group. APTLD is also considering the following: Under Principles, we believe Multi-Lingual should be as much an explicit principle as the others. Under Principles, we don¹t understand what Do No Harm¹ is doing there. Perhaps someone on the council could explain. Under Mechanism, we would like an explicit inclusion of engagement with existing community gatherings Under Mechanism, we would like an explicit inclusion of traditional and new media. We also believe that the scoping document doesn¹t include the critical decisions around the allocation of the contract for the provision of the IANA functions, including its allocation and operational criteria. We also don¹t understand why ISOC is one of the directly affected parties (particularly when TLD operators are not). As part of the agenda, Becky will be providing an overview of some of the IG issues related to the oversight of IANA transition. As part of the process that ICANN has recently proposed, the initial comment period on the process will end May 8th. This is a very short period, too short in fact to go through a regular ccNSO process to achieve full consensus on input into the comment period. As such, I believe it would be in our best interest to have a Council comment, which should be helpful to the rest of the ccNSO. Becky will walk you through the attached "strawman" statement that builds on the statement we made in Singapore as well as a number of previous public statements the ccNSO has made.
