In consideration of the input we still need to review and further dialogue necessary to resolve a number of outstanding issues, we regret to inform you that we will not be in a position to deliver our Work Stream 1 Recommendations for your consideration at ICANN54 in Dublin. Given the current situation, the CCWG-Accountability's goals for Dublin are to refine the 2nd Draft Proposal based on conclusions made from the public comment results and to continue to engage with the community. To ensure that we can utilize ICANN54 to continue to address issues and iron out details, we are currently working to adjust our meeting schedule to allow for more opportunities for discussion and engagement, including within the SOs and ACs. The CCWG-Accountability Work Parties (WPs) are actively evaluating comments and preparing materials for robust discussions and measures are being taken to ensure we are obtaining outside expertise for consideration. Depending on the outcome of our meetings in Dublin, the group will assess where we stand and will determine whether a third public comment period is needed to corroborate our conclusions, or whether we may proceed with the finalization and delivery. Our current assessment indicates that should we need to go through an additional call for input, we would send our Work Stream 1 Recommendations in February 2016. If no call for input is required, we could be in a position to deliver in November 2015. We are cognizant that the CCWG-Accountability report is the last piece of the puzzle to enable transmission of a proposal to NTIA. Rest assured that we are strongly committed to delivering our recommendations as soon as possible and will keep you apprised of our progress. The CCWG-Accountability welcomes the opportunity to meet with you to discuss our recommendations, share updates and to answer any questions. We are happy to join any existing discussions you may already have planned for Dublin, or please advise whether you are in a position to add this to your ICANN54 agenda. Changes to the ccNSO secretariat

Dear all, As some of you will have heard Kristina Nordstrom will leave the ccNSO secretariat. Effectively 31 October 2015 Kristina will leave ICANN to endeavour a career in an other area not related to ccNSO, broader ccTLD community or ICANN. Kristina will be attending the meeting in Dublin, so there will be plenty opportunity to meet her once more and for the final time. Thanks, Gabi == Topic: 40-2015: IAG Initial Report and Proposed Revisions to the ICANN Procedure for Whois Conflicts with Privacy Laws Originator: ICANN/³Implementation Advisory Group² (IAG) Summary of request: In November 2005, the Generic Names Supporting Organization (GNSO) concluded a policy development process (PDP) on Whois conflicts with privacy law <http://gnso.icann.org/en/issues/whois-privacy/council-rpt-18jan06.htm> , which recommended the creation of a procedure to address conflicts between a contracted party's Whois obligations and local/national privacy laws or regulations. A contracted party that credibly demonstrates that it is legally prevented from complying with its Whois obligations can invoke the procedure, which became effective in January 2008. The procedure defines a credible demonstration as one in which the contracted party has received "notification of an investigation, litigation, regulatory proceeding or other government or civil action that might affect its compliance." The procedure has never been invoked. ICANN launched a review of the procedure in May 2014. An Implementation Advisory Group (IAG) was formed and began its work in January 2015. The IAG devoted most of its time discussing whether additional triggers to invoke the procedure should be incorporated and if so how to ensure that they remain consistent with the existing policy. The IAG now submits its initial report for public comment and to the GNSO Council. Purpose of the group is to update the IDN Guidelines 2011 to take into account the changes in for example the terminology around IDN's and language tables. Those interested in participating should have expertise in one or more of the following areas: * DNS and IDNA protocols * IDN language or script tables, including variants and label level rules * IDN policy * IDN implementation * IDN label registration process and registration data * IDN related SSR issues, including string similarity * IDN usability challenges and universal acceptance You can view the ICANN announcement/call for volunteers here<https://www.icann.org/news/announcement-2015-07-20-en>. In the event more than two volunteers put their name forward during the call for volunteers, the ccNSO Council will select the two members by an email decision making process. Background The IDN Implementation Guidelines address the IDN registration policies and practices, designed to minimize the risk of cybersquatting and consumer confusion, and respect the interests of communities using local languages and scripts. These Guidelines are for registry operators to implement IDNs at the second level. An overview of the Guidelines can be found at: https://www.icann.org/resources/pages/implementation-guidelines-2012-02-25-… The Guidelines may be relevant for relevant for all ccTLD who allow IDN's and in particular IDN ccTLDs who are encouraged to follow the Guidelines through the IDN ccTLD Fast Track process, but are not obliged to do so.
