Dear all, As you will have noted, the CWG IANA and CCWG Accountability have met in Istanbul last week. The co-chairs of both WG have published a communique which in case of the CWG includes a reference to an updated timeline. Accordingly the CWG intends to publish its draft proposal for public comment on 20 April. In order to keep the Council abreast of the developments, also in light of the letter send by Byron, Katrina and Keith on behalf of the Council to the co-chairs of the CWG IANA and CCWG Accountability, it is suggested to have an informal council meeting with the cNSO appointed co-chairs of the Wgs on either 16 or 17 April around noon UTC. Forwarded on behalf of the SECIR Working Group Chair, Cristian Hesselman. == Summary SECIR Conference Call #12 The ccNSO working group ³Secure Email Communication for cccTLD Incident Response² (SECIR) held its twelfth conference call on Fri Mar 20. We discussed the following topics: (1) TLD-OPS status. The number of ccTLDs that have subscribed to the TLD-OPS list has grown to 77 from 29 since our last conference call on Feb 24. As before, the ccNSO Secretariat will continue to invite ccTLDs and the WG therefore again requests all IANA Admin Contacts to regularly check their admin email address. (2) Rules of engagement. We first discussed the feedback we received during and after our two webinars of Wed Mar 11on the TLD-OPS ³rules of engagement², which the community thought could be improved in terms of clarity. We decided to refine the draft set of rules in the coming weeks, for instance by adding an example for each of the TLD-OPS color levels. (3) Sharing of incident information. During the webinars, several members of the community indicated they would like to share incident information on the list, for instance pertaining to botnets. While the main purpose of the TLD-OPS list is to act as a contact repository for ccTLDs, we decided that sharing incident information on the list would likely to be useful if the information is relevant for a relatively large number of subscribed ccTLDs. An example we discussed was a ccTLD wanting to notify its peers of an ongoing dictionary attack on the ccTLD¹s name servers because the attack might soon ³hop² to another ccTLD. If a ccTLD wants to share incident information with one or a few ccTLDs, then that ccTLD should use a different channel and not use the TLD-OPS list. We will incorporate these guidelines in the in the TLD-OPS overview document and in the TLD-OPS rules of engagement. Our next conference call will take place in the week of Apr 8. Action 103-02: The Secretariat to inform Giovanni about his appointment as SOP chair and invite him to the Council calls on a regular basis. Action 103-03: The Secretariat to inform the nominees (Young-Eum Lee and Celia Lerman Friedman) and appropriate ICANN staff of the appointments to the Ethos panel. Action 103-04: The ccNSO Council to provide the Framework of Interpretation as an input to both the CWG-Stewardship and CCWG-Accountability working groups. Action 103-05: Keith Davidson to recommend the Final Report of the FOIWG to the ICANN Board of Directors, and to copy the chair of the GAC in the submission of the report. Update CWG Stewardship (Lise Fuhr)

Dear all, Please find included the written update from Lise re CWG Stewardship. Kind regards, Bart --------- Update to the ccNSO council Status on CWG work: After Singapore the work methods have changed. Instead of having teams structured after the RFP from the ICG, the CWG has agreed to start drafting a proposal with the parts that are agreed upon. The missing parts will be placed in design teams that are small groups working with a narrow scope and preferably finish their work within two weeks. The design teams will feed their work directly into the draft proposal, and the actual draft proposal has linked the different design team into the actual chapter where it will be placed. Face to face meeting in Istanbul The co-chairs will meet with the CCWG chairs Wednesday 25 March in order to ensure that the work of the groups is not overlapping. There is an expectation that hopefully 8 of the design teams will have some output ready for the face to face meeting in Istanbul in 26 and 27 March. Furthermore there is an expectation of the legal advice will be at such a stage that it can start being a guidance for the group. Legal advice: The CWG has formed a Client Committee with the co-chairs and Greg Shatan, GNSO and Maarten Simon, ccNSO. The committee has chosen Sidley Austin as the legal firm that will give advice to the CWG. Sidley Austin was presented for the group Tuesday 10 March, at the CWG call. The client Committee will have weekly meetings with Sidley Austin, and a couple of lawyers from Sidley Austin will be present at the meeting in Istanbul in late March. Timeline According to the revised timeline the draft proposal is to be sent out for public consultation in early April. There is a lot of work that needs to be done in order to reach this target. If the design teams are delivering and the legal advice is substantial enough this can be fulfilled. This is what the co-chairs are aiming for but we will have a better understanding of where we are after Istanbul.
