Dear all, As Bart wrote last week, today is my last day with the ccNSO. Many thanks for all kind words and wishes you've sent me I¹m really touched! And now it¹s time for me to thank you and say good bye. After more than 8 1/2 years with this community, I felt it is time to move on and I¹m grateful to get the chance to take up a new exciting position within ICANN. However, whilst I am happy about my new job opportunity, I am also very sad to leave a community that I have really loved working with. I would like to thank all of you for all these years we spent together and for everything you taught me. Without the experience I gained thanks to you, I wouldn¹t be able to move on. I would also like to take this opportunity to thank my wonderful working colleagues Bart and Kristina for the past years you have been the best colleagues one could imagine! As Bart mentioned, I will still stay on to run the ccNSO Council nominations/elections (throughout September/October/November), so you will see my name pop up on the members email list now and then - but my other tasks will be shared by Bart, Kristina and Kim until a replacement has been found. As I am staying with ICANN, I will still be ³around", so I am sure we will meet again sooner or later and you all know where to find me! Thank you all, once again and Kind regards, Gabi

May I suggest you express your concern, if any, to the list and/or indicate if you can support the resolution by Friday 4 September 2015. Kind regards, Bart Draft Council resolution on Appointment ccNSO Candidate on ICANN's Nominating Committee Background In November 2008 the ccNSO Council adopted the Guideline on Appointment of Delegate to the Nominating Committee. Over time the practice for the call for nominations and appointments of the candidates for the NomCom has deviated from the procedure described in the Guideline for various reasons, such as an impractical and bureaucratic nomination procedure, and related time lines. This problem and others, related to this Guideline and others, prompted the ccNSO Council to look at the issue and appointed the ccNSO Guideline Review Committee, including members from and Council and community. The Guideline for Nomcom selection are being reviewed and will, if needed, be updated and submitted to the ccNSO Council for adoption. On 10 August 2015 the secretariat sent out a call for volunteers to the ccNSO community, calling for volunteers to serve on ICANN's nominating Committee. The closing date of the call was 17 August. The ccNSO Council has been made aware that some members of the community commented on the procedure, in particular the concern about the non-conformity of the procedure with the established Guideline. Draft Resolution The ccNSO adopts the following procedure for the call for nominations and for the appointment of the ccNSO candidate on the ICANN Nominating Committee: 1. The ccNSO secretariat is requested to send out a renewed call for nominationsto ccTLD community by sending an email to the ccNSO members list and ccTLD community list. The call should include a reference to this Council resolution, and clearly state that representatives from ccTLD managers may self-nominate. This call for nominations should close one (1)week after the day it has been sent. Nominations, which have already been submitted, will remain valid and added to the set of nominations from the additional call for nominations. 2. One day after closure the secretariat will send the list of candidates and their CVs to the Council, requesting each member of Council to select one (1) candidate within a week after the secretariat submitted the list of candidates by email vote. The candidate receiving the majority of votes will be appointed. If two or more candidates receive the same number of votes, there will be additional rounds of voting, until one candidate has received a majority of the votes. The email vote is to be conducted by sending an email to Bart Boswinkel, ccNSO Senior Policy Advisor, indicating their preferred candidate. 3. After completion of the vote, the candidates, the chair of the NomCom and community will be informed accordingly. Further, the ccNSO Council requests its chair to inform the chair of the ccNSO Guideline Review Committee of the matters that have arisen in the context of the ccNSO Guideline on Appointment of delegate of the Nominating Committee, and to request the Review Committee advise Council on a practical and sustainable procedure for the nomination and selection of delegates/candidates before the next appointment to the NomCom is expected to be due (August 2016) .

CCWG - Accountability - IMPORTANT

Dear ccTLD colleagues, As you would all be aware, we are coming to a critical point in deliberations regarding the IANA transition and, in particular, work on accountability that will underpin the post-transition model. I am writing to implore all of you to devote whatever time and resources you have available to analysing and providing your considered views on the draft report that has been released for public comment. The CCWG on Accountability called for input <https://www.icann.org/public-comments/ccwg-accountability-2015-08-03-en> on 3 August and comments close on 12 September. To date, nine comments have been received and none of them represent the ccTLD community. The changes currently being considered are the most significant in the history of ICANN and it is critical that the voices of ccTLD managers are heard. In order to allow us to have meaningful input, I encourage you to formulate and convey your comments now and not wait until a final draft is tabled when we meet in Dublin. Whether we agree or disagree on the principles and substance of the CCWG’s work, we must participate actively in the process. To support your deliberations, I would like to draw your attention to three conference calls that will be held very shortly. The first is a CCWG meeting with advisors that will be held today (31 August) at 13:00 UTC. The second is CCWG briefing to the ICANN Board that will be held today at 22:00 UTC. The third is a CCWG/Board Dialogue that will be held between 22:00 and 01:00 UTC on 2 September These calls are open to all and information about participating via Adobe Connect are available <https://community.icann.org/display/acctcrosscomm/CCWG+on+Enhancing+ICANN+A…> on the CCWG-Accountability’s wiki page. Please try to attend these calls and become better acquainted with the most immediate points of agreement, discussion and disagreement regarding the CCWG’s proposals. Effectively 1 September 2015 Gabi will be working for another ICANN department as Global Stakeholder Engagement Manager Central & Eastern Europe. She will therefore be no longer directly involved in ccNSO and broader ccTLD community matters, with exception of the process for the ccNSO Council Elections 2016.
