Hi Councillors - Below (and attached) is the September brief on GNSO activities and discussions. The GNSO council meeting is the same day as yours - I'll forward any information at that time if considered of high importance for ccNSO. Regards Patrick Myles New gTLD subsequent Procedures - Prelim issue report published<https://www.icann.org/news/announcement-2015-08-31-en> (31 Aug) with a 40 day comment period. - Report aims to help council determine if a PDP is warranted as well as sufficient background information, suggestions on how to organise work etc. - Report includes a set of subjects and analysis including foundational questions such as whether or not the program should even continue. Others are more specific such as IGO/INGO protections, closed generics, global public interest etc. - Discussion on possible extension of the comment period due to time issues as well as the fact that the close date is shortly before ICANN54 (not considered ideal) - extension will be voted on at the next GNSO council call (late Sep). - Final report expected in November 2015 (assuming no extensions of comment period). Exclusive Registry Access for gTLD Terms representing Generic strings - ICANN Board requested<https://www.icann.org/en/system/files/correspondence/crocker-to-robinson-27…> GNSO to include issue of exclusive registry access for generic strings serving a public interest goal as part of policy work on new gTLD subsequent rounds. - GNSO are drafting a letter noting that the issue is covered in the prelim issue report (see above) - GNSO raised questions to the Board on context/definition of 'public interest' and sought further information. - Background: The topic is due to the fact that some applicants in current round have sought to operate closed generic TLDs (exclusive registry access). GAC advice resulted in these applications being deferred and they are now essentially blocked in the system. Protection for IGO Acronyms at the Second Level in All gTLDs - Limited update on this topic since ICANN Buenos Aires meeting - Last issue to resolve is understanding of accepted scope of sovereign immunity for IGOs. The group are waiting on legal expertise in the area (ICANN funded) - Co-chairs were invited to a meeting between IGOs, GAC and Board to discuss IGO issues however could not attend (no travel support). Limited details on what was discussed there and concerns on outcomes which may be at odds with those from the normal PDP. CCWG on Enhancing ICANN Accountability - GNSO briefed by Thomas Rickert on progress and all encouraged to file comments. Thomas will provide further update to council once Board has given their inputs to the CCWG. Final Report from the Data & Metrics for Policy Making - Overview<http://gnso.icann.org/en/correspondence/presentation-dmpm-03sep15-en.pdf> of expected timeline on Final Report anticipated sometime in September. Translation and Transliteration of gTLD data - Council approved transmission of Recommendations Report to ICANN Board following public comments<https://www.icann.org/public-comments/transliteration-contact-recommendatio…> on the Council's recommendation that Board adopt the Final Report<http://gnso.icann.org/en/issues/gtlds/translation-transliteration-contact-f…>. Next Council meeting on 24th will discuss (selected) - CWG on use of country and territory names as TLDs - ICANN meeting format particularly in regard to meeting B - Progress on Development and Implementation of a Global Public Interest Framework bounded by ICANN's Mission - New gTLD auction proceeds: In early September ICANN published for public comment, a discussion Paper on proceeds from ICANN-conducted auctions for contested new gTLDs. Several councilors have raised questions about the scope and timing of the paper on the Council mailing list.

Call for volunteers - WG EPSRP

Dear all, At the request of the ICANN Board of Directors, the ccNSO is in the process of creating the WG EPSRP. The ccNSO Council has just adopted the charter of this Working Group, and in accordance with the Board request, the GAC and SSAc will be invited to participate as well. We are now looking for volunteers to serve on the WP EPSRP. The work of the WG EPSRP is limited to the review of the Extended Process Review Process as defined in the Implementation Plan and the Guidelines for the Extended Process Similarity Review Panel<https://www.icann.org/en/system/files/files/epsrp-guidelines-04dec13-en.pdf> and as part of the overall proposed policy for the selection of IDN ccTLD strings, including the definition of confusing similarity. Giovanni Seppia (.eu) has already been appointed as chair. In addition to Giovanni we are looking for four (4) additional volunteers from the ccTLD community, in particular people who: * Have sufficient expertise to participate in the applicable subject matter; * Commit to participate actively in the activities of the WG EPSRP on an ongoing basis; and * Where appropriate, solicit and communicate the views and concerns of individuals in the organisation that appoints them. Draft Resolution and draft charter WG EPSRP

Dear all, Please find included draft resolution and draft charter for the creation of the WG EPSRP. Background for the WG is the Board request of 25 June 2015 to provide further guidance to provide further guidance on and refinement of the methodology of second string similarity review process. As indicated on the last Council call (20 August), staff would prepare a draft and send it to Council for adoption by email. Please let me know if you have any comments, reservations please respond by 11 September, noon UTC. If no objections or abstentions by that time, staff will send out a call for volunteers on Friday 11 September 2015. Kind regards, Bart Resolution on establishing WG EPSRP Background and introduction At its meeting on 25 June 2015 the ICANN board of Directors requested "the ccNSO, in consultation with other stakeholders, including GAC and SSAC, to provide further guidance on and refinement of the methodology of second string similarity review process, including the interpretation of its split recommendations, to be applied to the relevant current and subsequent cases in the IDN ccTLD Fast Track process as well as to inform the proposed policy for the selection of the IDN ccTLD strings"[1] . As discussed at its meeting on 20 August staff and affected parties have drafted charter as requested. As part of that process Giovanni Seppia (.eu) has indicated his willingness to become chair of the WG. As the scope of the WG is very limited, membership will be limited. In order to meet request that in particular the GAC and SSAC will be consulted, it is suggested that the GAC and SSAC will become participating organisations and as such will, at a minimum, not-object to submitting the recommendations of the WG to the Board of directors. Draft Resolution The ccNSO Council adopts the proposed charter for the Working group to provide guidance on aspects string similarity review - (WG EPSRP) and request the secretariat to send out a call for volunteers, which should takes into account the requirements listed in the charter. The ccNSO Council appoints Giovanni Seppia (.eu) as chair of the WG. The closing date of the call was 17 August. The ccNSO Council has been made aware that some members of the community commented on the procedure, in particular the concern about the non-conformity of the procedure with an established cNSO Guideline on Appointment of Delegate to the Nominating Committee (2008). In order to meet the concerns raised and according to the power vested in the ccNSO Council by the Guideline, the ccNSO Council has established a procedure for the 2016 NomCom Appointment (the Council resolution of 4 September 2015 will be posted shortly at: http://ccnso.icann.org/about/council/decisions-resolutions.htm) In accordance with the Council resolution we are now looking for a volunteer to serve on ICANN's Nominating Committee (NomCom) on behalf of the ccNSO. Candidates may self-nominate. Those of you who have already self-nominated during the previous round will remain candidates. If you are interested in serving in this position, please, let me, Bart Boswinkel, know by sending me an email (bart.boswinkel(a)icann.org<mailto:bart.boswinkel@icann.org>) which should include a short motivation why you wish to serve on the NomCom. Last day for nomination is 15 September 2015, 17.00 UTC. The list of candidates and will be presented to all ccNSO Councillors, who will then take a decision by email vote. The NomCom is an independent committee tasked with selecting eight members of the Board of Directors and other key positions within ICANN's structure. For the last two years, this position has been filled by Juhani Juselius (.fi), who is not eligible to serve another term any more. The 2016 NomCom will select 3 Directors of the ICANN Board, 2 members of the ALAC, 1 member of the GNSO Council, and 1 member of the ccNSO Council. Persons who are able to work and communicate in written and spoken English. All 2016 NomCom members should be able to attend the first formal meeting of the 2016 NomCom in Dublin, Ireland which is anticipated to be held at the conclusion of the ICANN 54 meeting, 18 - 22 October 2015. Travel and hotel accommodation will be provided. * NomCom delegates should have a high level network of contacts essential to candidate recruitment * Eligibility Exception - No person who is an employee of or paid consultant to ICANN (including the Ombudsman) shall simultaneously serve in any of the Nominating Committee positions as described in Article VII, Section 2 of ICANN's Bylaws (https://www.icann.org/resources/pages/bylaws-2012-02-25-en#VII-2) * The person should be able to join monthly teleconferences (typically 13:00 or 14:00 UTC).
