Dear All, CWG-UCTN: Progress Report and Draft Interim Report on use of country and territory names as TLDs now available. In preparation of the Hyderabad meeting, the Cross-Community Working Group on the Use of Country and Territory Names as TLDs (CWG-UCTN: https://ccnso.icann.org/workinggroups/ccwg-unct.htm ) has prepared two reports: a Progress report<https://ccnso.icann.org/workinggroups/ccwg-ctn-progress-25oct16-en.pdf> and its draft Interim report<https://ccnso.icann.org/workinggroups/ccwg-ctn-draft-interim-report-25oct16…>. Based on the discussions to date, community input and the discussions in Helsinki (ICANN55), the Working Group concluded that for various reasons a harmonised framework for the use of country, territory and other geographic names is not feasible. The CWG will discuss further steps at its f-2-f meeting in Hyderabad<http://sched.co/8czS>. ICANN commissioned the study, conducted by Analysis Group, to inform the Competition, Consumer Trust and Consumer Choice Review Team[community.icann.org]’s analysis of the New gTLD Program. The baseline findings published in the September 2015 Phase I Assessment established competition metrics for the domain name marketplace and also evaluated how the introduction of new generic top-level domains (gTLDs) affected legacy gTLD registrations. We take those concerns very seriously. In response, we wanted to share with you our current approach. We understand that this will remain a topic of discussion with the Board. Nevertheless, we thought you should know our approach. If you wish to share this explanation, please feel free to do so as it may help the discussion in Hyderabad. As a global organization and community, ICANN needs to conduct meetings in all parts of the world to interact with our existing stakeholders, and to attract new ones. One of the objectives of ICANN Meetings is to ensure free and open access to and participation in the ICANN multistakerholder model of governance. ICANN’s operation of its public meetings – open to all stakeholders interested in our activities and demonstrating respect for all participants – is one of the best ways to showcase our values of transparency, openness, inclusiveness and global direction. The community-led Meeting Strategy Working group reaffirmed ICANN’s commitment to regional rotation of ICANN Meetings: Continue regional rotation for all meetings and coordinate rotation to balance global coverage on a multi-year cycle, but evolve the rotation strategy to take advantage of the smaller mid-year meeting (Meeting B) to rotate through new geographic locations previously unavailable to ICANN Meetings due to the attendance and logistical requirements of the current meeting structure. It is the recommendation of the MSWG that ICANN not restrict rotation of any meeting to specific locations. Dear Vinciane, Thank you for your message! The ccNSO Council would like to suggest the following topics: 1. How locations for ICANN meetings are selected? Given all the trouble with visa and similar logistical issues for ICANN57, considering the choice of Abu Dhabi where women do not enjoy the freedoms of other places and where the females attending may have issues walking the streets by themselves, how will the Board try to avoid these and similar issues in future? 2. The use of Country and Territory names in future gTLD rounds. The CCWG dealing with this topic is preparing their final report and will conclude that it is not feasible to develop a harmonised framewpork supported by all interested stakeholders. Is the Board inclined to keep the status quo (from the applicant guidebook) or will it yield to the wishes of the GNSO? 3. ccNSO Submission Guidance on how to deal with split decision Extended Process Similarity Review Panel. The ccNSO WG EPSRP has submitted its recommended course of action. The ccNSO Council will take a decision in Hyderabad whether to adopt and provide guidance to the Board on how to deal with "split decision" as requested by the Board. Background: In June 2015 the Board requested the ccNSO to provide guidance on a very specific issue following the 3rd review Fast Track process. Request was also to consult with community and in particular GAC and SSAC. WG developed and submitted its advice to the ccNSO Council. GAC, ALAC and Verisign support the advice. SSAC suggests that the Board does not adopt the advice, but intitiate another review instead. We also welcome the topics raised by the Board 1.
