At the meeting it was decided to defer decision to an email decision. Included is background section and draft resolution. Following the usual email decision procedure, could you be so kind to express your support, objection(s) to adopt the draft resolution or raise questions if you have any regarding the decision/resolution by 29 April 2016, 13.00 UTC. Thank you and kind regards, Bart Draft Decision Background Transparency requires that, ICANN¹s constituent bodies operate in an open and transparent manner. This does not only imply that recordings, transcripts of meetings, if made, and notes and minutes are made publicly available after meetings, but also that face-to-face meetings are open to observers, and will be listed as such. However, some matters do justify confidentiality and excluding the public, such as (example list): · Employment matters · Discussion on persons · Contractual matters · Any proceedings of the Ombudsman · Consideration of any legal advice that would involve a risk of waiver of privilege if the meeting were not closed · Any item where there has been a request to deal with it in confidence and where that request is granted Further, it is self-evident that for meetings of Council, WGs, Committees, only appointed members or others, listed as liaisons or other form of formal participant may actively contribute, but the presumption has to be, that all meetings, including Council prep, WG meetings, have to be open to observers i.e. to people who want to listen to and watch the proceedings of the meeting in real time, without participating. Draft Resolution 1. All face-to face ccNSO, ccNSO Council or ccNSO chartered Working group meetings shall be open to observers, unless a majority of the voting members present at the meeting resolve to close the meeting due to the confidential nature of the topic being dealt with. If so, that part of the meeting shall only be closed to observers for the duration of the deliberations of the confidential item. 2. The ccNSO Guideline Review Committee is requested to update the relevant Guidelines accordingly, and submit them to Council for adoption. 3. The chair of the Council is requested to inform the chairs of the ccNSO chartered WG’s of this Council decision.

Dear all, As a general comment (and being a newcomer to the ccNSO Council) I would like to express that I’m very impressed with the presented Work plan for 2016-18. It is not only an ambitious plan (not sure how we will end up realizing all of this this) but I find the level of detail extremely helpful. It provides a very precise roadmap what the ccNSO is going to do for the next couple of years. So, I would like to express my thanks to the secretariat and to all who have contributed in putting this together. That being said, I’ve noticed that for many projects/tasks the priority has not been filled in yet. I would advise that this gets done rather sooner than later. If no priority is attached to a certain item, it probably will be considered even less than LOW priority ;-) I don’t mind putting a number of things in a lower priority (we can only do as much of the work we’re capable of doing) but at least it would give the whole work plan a definitive perspective. Obviously, priorities can be altered as we follow up the work plan on a regular base + due to circumstances a natural shift in priorities might/will occur. Secondly, it comes to my mind that we are putting a lot of weight on the shoulders of our chair and vice-chairs as they are the cluster owners. Would it be an idea that individual councillors are also added to certain clusters? Not to take over or to replace the role/responsibility of the chair and vice-chairs of course but merely of getting more teeth into the matters at hand. I’ll demonstrate this with an example. Alejandra has been elected as chair of the Programme WG. I’m sure that she will feed in a lot of input with regards to cluster 4 and maybe 5, so it would only be logical to link Alejandra closely to the activities within those clusters. Kind regards, Bart ________________________________ ccNSO Work Plan 2016-2018 Clustering of Activities of the ccNSO At its workshop meeting in Marrakesh (6 March 2016) , the ccNSO Council discussed and established the activities the ccNSO is expected to undertake and/or anticipated to be involved in over the next 2 (two) years, 2016-2018. The activities as identified have been categorised and included in one of the following clusters: · IANA Stewardship and Accountability · ccNSO Policy and policy related work · ICANN Focused work · Administration of the ccNSO and ccNSO Council · Outreach and Engagement As a next step each cluster has been assigned to a “cluster owner”(for lack of a better term) e.g. to the chair or one of the vice-chairs. This has been done to strengthen collective leadership, ease the workload for the chair and ensure continuity of activities on going basis in the different areas. A “cluster owner” will act as point of contact with respect to the ccNSO activities in the cluster, both internally and externally. The overview of clusters, “cluster owner”, main activities also in relation to ICANN/and or community processes or projects and the ccNSO groups, if any, involved have been listed in the work plan document Table 1. Another view has been presented as a mind map and is included as Annex A: ccNSO Portfolio 2016-2018 (mind map). Detailed Work plan 2016 -2018 In addition to the clustering and introducing “cluster owners” of the main work items, for each of these additional details have been identified. They are listed per work item In Table 2-6 of the Work Plan 2016 -1018 document and the following data points are provided: · Activity. The term used to identify the activity or project · Description. A brief description of the activity or projects · Launch date. Date a project or activity is expected to be launched. If on-going it is either described as such or with starting date March 2016. · Target date. Anticipated end-date / date of closure. Note that in some cases the activity may be on going ( for example triaging request form other SOs or AC by the Triage committee. · Owner. The ccNSO group or ccNSO appointed chair or person managing/administrating the project or activity · Priority. Priority, if any, assigned to the project or activity by the ccNSO Council · Actions/Status/dependencies. Additional remarks, which may be useful for management of the project or activity GANTT chart To provide a more holistic overview of all activities, in particular if they are undertaken concurrently, the following details per activity have been listed in one schedule (ANNEX B: ccNSO Portfolio 2016-2018, GANTT view): · Activity · Launch date · Target date · Owner · Dependency, if any, in terms of predecessor The reason is to enable Council to track progress and administrating the activities of the ccNSO easier. To track progress the full overview will be updated regularly (monthly) as part of the monthly work plan and included on the Council wiki.

Greetings, FYI Sidley Austin and Adler & Colvin have given their blessing to the Proposed Draft ICANN Bylaws, dated 20 April 2016 ("Proposed Draft Bylaws"). The lawyers, Holly J. Gregory and Rosemary E. Fei, state: "We believe that the Proposed Draft Bylaws are consistent with the Cross Community Working Group on Enhancing ICANN Accountability ("CCWG-Accountability") Supplemental Final Proposal on Work Stream 1 Recommendations (23 February 2016) relating to the IANA Stewardship Transition. Accordingly, we recommend that the Proposed Draft Bylaws be posted to the community for review." FYI, the proposed Bylaws run to 216 pages. Of immediate interest to us are Article 10 ("Country-code Names Supporting Organization"), Annex B ("CCNSO Policy-development process"), and Annex C ("The Scope of the ccNSO"). Additionally, we will have to at a minimum also review Articles 18 and 19 ("IANA naming function and review" and "IANA naming function separation process"), as well as Article 12 ("Advisory Committees"). At the end of the day, we have a lot of reading ahead of us, as in my opinion at the very least we owe our Community a close and comprehensive scrutiny of the entire document during a proper review period. Lastly, I wish to express my sincere appreciation for all the incredible work that our CCWG members (and rapporteur) did to get us to this day, and most especially, a big thank you to Becky who has done so much, over so many years, to get us to this moment. Dear All The ccNSO Meetings Programme WG is looking out for presenters for the next ICANN meeting in Helsinki, specifically to join the following sessions: 1. *Marketing*: use of social networks, partnership with registrars, marketing strategies, customer surveys, campaigns, added customer services, advertising, promotions, etc. 2. *Legal*: changes of policies, court cases, lawsuits, adaptations to new national laws, etc. 3. *ccTLD news*: any new development, ccTLD activities, your way of managing your ccTLD, any experience worth sharing (what worked and what didn't work), etc. If your registry would like to participate, please send an email either to me or Joke Braeken (joke.braeken(a)icann.org) with this information: 1. *Session*: Marketing, Legal or ccTLD news 2. *Exact title of presentation*: 3. *Name of presenter*: 4. *Short summary of presentation* (2-3 sentences): 5. *Estimated time needed*: This information is crucial for the Programme Working Group, in order to be able to plan the sessions. Dear All Thank you for filling out the post-Marrakech survey and for sharing your views and ideas on how to improve ccNSO meetings. Please find attached a summary of the comments received and the replies from the Meetings Programme Working Group. Let me highlight one note from the document: "As you know the upcoming ICANN meeting in Helsinki will be the first meeting B. One of the recommendations formulated by the working group that made proposals for changes to ICANN Public Meetings, was to continue to allocate adequate time for SO/AC work, but evolve the format of the meetings to afford greater opportunity for cross-community engagement and outreach. The Programme Committee is looking forward to drafting the schedule that meets the expectations of the community."
