Follow up on the CSC process

Dear Councillors, During our call we adopted the ccNSO Guideline on selection of the CSC. The core idea is that all the Councillors who have not put their name forward as a candidate will select the top candidates as ccTLD representatives on the CSC. We also agreed to establish a Selection Committee of 6 (six) Councillors - one from each of the five regions and one NomCom appointed Councillor. We agreed that the Selection Committee will: 1) consult with the RySG on the CSC members (as described in the CWG proposal and the CSC charter) and 2) consult with the GNSO on the full slate (members + liaisons) of the CSC (as described in the CWG proposal and the CSC Charter). At this stage the additional mandate of the group is still under discussion. The issue is whether: 1) the ccNSO Council votes on the final two candidates and on the full slate (as agreed between the Selection Committee and the RySG and Selection Committee and GNSO) or 2) the ccNSO Council authorises the Selection Committee to agree on the candidates with the RySG and on the full slate with the GNSO - AND - to adopt the full slate on behalf of the ccNSO Council. If the ccNSO Council mandates the Selection Committee to finalise the selection of the two (2) ccTLD representatives on the CSC after consultation with the RySG, the Selection committee should consult by email with the other Councillors who were eligible to vote before the names of the ccTLD representatives need to be sent to ICANN (22 July 23.59 UTC). As to the selection of the ccTLD representatives, note that it was agreed that the strongest candidates should be appointed. The diversity of the CSC should be considered through the candidates to the positions of liaisons. In practical terms it means, that the top 2 candidates should be considered to be selected. As to approval of the full slate (by the GNSO Council and the ccNSO Council) note that it will not be the role of the Councils to question the validity of any recommended appointment. The only consideration is the overall composition of the CSC in terms of geographic diversity and skill set. The SO/AC, who will be appointing liaisons to the CSC, were asked to select two (2) candidates from different geographic regions. Please also note that if we decide that the full ccNSO Council votes on the full slate, we will most probably need to set up a call somewhere between 28 July and 9 August - depending on how coordination between the Selection Committee and the GNSO goes - and we will need to be quorate on that call, even if one or two (more?) Councillors put their name forward! Please do not take that lightly! Failure to be quorate on this call could seriously impact the timing of the IANA Stewardship transition. One of the concerns in the event the Selection committee would be mandated to approve the full slate is that a Councillor may know something about a candidate that could influence the approval decision. To deal with such a concern the Selection committee should consult with the other Councillors who are eligible to vote by email before the coordination conversation with the GNSO starts. Finally, a technical item we did not discuss was how to select Councillors to the Selection Committee. I see two possible options: 1) the Councillors from each region and the three NomCom appointed Councillors agree among themselves who will serve on the Selection Committee. If the region cannot decide and there is more than one volunteer within a region, we do a lottery. 2) whoever applies first from the region/NomCom gets appointed to the Selection Committee. Please note that people on the Selection Committee must be available for intense consultations (including calls) between 20 July and 8 August and further that Selection Committee members must be eligible to vote. Which of the options you think would work the best? Maybe another suggestion? Something to think about while you travel to Helsinki. Safe travels and see you all next week! Thank you! Dear all, The Development and Public Responsibility Department has embarked on a full review of the ICANN Fellowship Program to ensure that the program continues its original purpose of strengthening the Multistakeholder Model through capacity building. This 45-day Public Comment period has been undertaken in order to gain community insight and recommendations on the Projected FY17 Improvements to the ICANN Fellowship Program as it relates to Fellowship application criteria and assessment process. https://www.icann.org/news/announcement-2016-06-14-en Current Status: Stakeholder feedback is requested on documents in Section III only, concerning the Projected FY17 Improvements. Section IV documents are for your information; updates to the Terms of the Program and Selection Committee have remained intact as far as content with only wording and layout changes. Next Steps: At the close of the Public Comment Period on 29 July, ICANN staff will assess and analyze the feedback provided in order to finalize and implement the improvements in the Fiscal Year 2017. Update on the call for CSC volunteers

Dear Colleagues, Following my email to you on 6 June 2016 I would like to update you on the progress made to date with respect to the call for Expression of Interest for the Customer Standing Committee (CSC). I am pleased to tell you that yesterday the ccNSO Council adopted the ccNSO Guideline for the selection and appointment of the ccTLD representatives on the CSC. The Guideline can be found at: <http://ccnso.icann.org/workinggroups/guidelines-ccnso-csc-16jun16-en.pdf> http://ccnso.icann.org/workinggroups/guidelines-ccnso-csc-16jun16-en.pdf Further, during the ccNSO meeting in Helsinki more detailed information on the entire process will be presented to the community and the formal call for Expression of Interest will be issued on or around 30 June. This will, unfortunately, provide a very limited application window (two weeks). The ccNSO Council will need to have selected the two ccTLD representatives by 22 July 2016. If you are interested and would like to start working on your application before the official call opens on 30 June 2016, please find all the requirements (skills, experience and documentation that needs to be provided) and information on the selection process in the Guideline mentioned above. Candidates should be further aware that NO travel funding will be provided and that there is time commitment involved: CSC members must be able to participate in monthly meetings. It is expected that members must attend a minimum of nine meetings in a one-year period, and must not be absent for more than two consecutive meetings. Failure to meet this requirement may result in the Chair of the CSC requesting a replacement from the respective organization. Outside of the monthly meetings, members may also be asked to participate in other CSC processes such as: * Providing updates, no less than three per year, to the direct customers of the IANA naming function. These updates may be provided to the RySG and ccNSO during ICANN meetings. * Providing updates to any group/constituency regarding the IANA Function Operator's performance at their request. On an annual or as needed basis, conduct a consultation with the IANA Functions Operator, the primary customers of the naming services, and the ICANN community about the performance of the IANA Functions Operator. * Carry out required work related to CSC procedures and processes (e.g., review drafts of communications to the ccNSO/GNSO Councils, interact with IANA Function Operator to investigate an issue/problem, work with IANA Function Operator to finalize remedial action procedures, draft CSC operational procedures). Members may also be selected to represent the CSC on any IANA Function Review Team (IFRT) or Separation Cross Community Working Group (SCCWG) if formed. Finally, members must be available starting 15 August 2016 to perform pre-work such as working with the IANA Function Operator to finalize remedial action procedures, drafting CSC operational procedures, and collaborating with ICANN to create an online portal/workspace for the CSC.
