As usual membership of the CCWG is open to all ccTLDs, both ccNSO members and non-ccNSO members. The CCWG-Accountability will now be focusing on addressing accountability topics for which a timeline for developing solutions and full implementation extend beyond the anticipated IANA Stewardship Transition (Work stream 2). The ccNSO Council will appoint the members to the CCWG as soon as possible after closure of this call for volunteers. ccTLD Participation in the Cross-Community Working Group In accordance with the adopted charter of the CCWG Accountability, the ccNSO (as well as each of the other chartering organizations) shall appoint a minimum of 2 and a maximum of 5 members to the working group. As two of the five members have stepped down, the ccNSO is seeking two new volunteers who want to serve as members on the CCWG- Accountability. As usual membership of the CCWG is open to all ccTLDs, both ccNSO members and non-ccNSO members. In addition, the CCWG will be open to any interested person as a Participants, who may be from the ccNSO, from a stakeholder group not represented in the CCWG, or may be self-appointed. Participants will be able to actively participate in and attend all CCWG meetings. However, any consensus calls or decisions that need to be made will be limited to CCWG members appointed by the ccNSO and the other chartering organizations, and members are expected to inform their stakeholder group regularly on progress made and seek engagement in the process. Additional Call for Volunteers The ccNSO Council is now calling on volunteers from ccTLD managers (independent of ccNSO membership), who might wish to serve as one of the two (2) new ccTLD members on the CCWG Accountability. Candidates are expected to have: · A thorough understanding and interest in accountability issues, in particular as they relate to ICANN and from a ccTLD manager’s perspective, · Commit to actively participate in the activities of the CCWG on an ongoing and long-term basis; and · Where appropriate, solicit and communicate the views and concerns of individuals from the ccTLD community. · Effective communication skills in order to represent ccTLD interests on the CCWG and to keep the ccNSO and broader ccTLD community abreast of the state of play in the cross-community group. The ccNSO Council will select and appoint the two new members on the WG, based on the selection criteria mentioned above and taking into account the diversity of the ccTLD community, including geographical diversity. Background On 14 March 2014 the US Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced its intent to transition stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global multistakeholder community. The NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN), as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition. IANA also said that the transition proposal must have broad community support and address the following four principles: · Support and enhance the multistakeholder model; · Maintain the security, stability, and resiliency of the Internet DNS; · Meet the needs and expectation of the global customers and partners of the IANA services; and, · Maintain the openness of the Internet. The NTIA also said that it will not accept a proposal that replaces the NTIA role with a government-led or an inter-governmental organization solution. During discussions around the transition process, the community raised the broader topic of the impact of the change on ICANN's accountability given its historical contractual relationship with the United States and NTIA. Accountability in this context is defined, according to the NETmundial multistakeholder statement<http://netmundial.br/wp-content/uploads/2014/04/NETmundial-Multistakeholder…>, as the existence of mechanisms for independent checks and balances as well as for review and redress. Statements made by various stakeholders, including the ccNSO Council, suggest that current accountability mechanisms need to be reviewed and, if need be, improved, amended, replaced, or supplemented with new mechanisms (see for instance ATRT recommendations) in light of the changing historic contractual relationship with the U.S. Government. Reviewing ICANN’s accountability mechanisms was considered to be crucial for the transition process. The CCWG-Accountability, which charter was adopted by the ccNSO Council, has delivered proposals that have to be in place or committed to before the IANA Stewardship Transition, in light of the changing historical contractual relationship with the U.S. Government (Work Stream 1). The CCWG will now be focusing on addressing accountability topics for which a timeline for developing solutions and full implementation extend well beyond the anticipated IANA Stewardship Transition (Work stream 2). I am not sure how you want us to handle this leading to the next elections, but if it’s not causing any problems to the Council, I would like my resignation to be immediate. Applications ccTLD operators CSC

Dear all, Before closure of the application window (today 15 July, 17.00 UTC) 5 applications were received, including applications from 2 Councillors. As you will recall, these two Councillors will be excluded from the next phase of the selection and appointment procedure. As agreed the following procedure will be used: Selection phase by Councillors On 16 July 2016, Bart will send you all applications received before 15 July 2016, 17.00 UTC to your own email address. Next step is that you select and list your candidates (maximum 5) in order of preference and mail your list to Bart (bart.boswinkel(a)icann.org<mailto:bart.boswinkel@icann.org>), with subject line CSC candidates. To select your preferred candidates you are supposed to take into account and be guided by the selection criteria as included in section 5 of the Guideline (http://ccnso.icann.org/workinggroups/guidelines-ccnso-csc-16jun16-en.pdf ) Please compile your list in order of preference, and assign 5 points to your most preferred candidate, 4 points to the second candidate, etc. PLEASE SEND ME YOUR EMAIL BEFORE WEDNESDAY 20 JULY 2016 17.00 UTC Administrative Procedure After you send me the email with your list of candidates in order of preference, I will acknowledge receipt of your email and include a ballot number and date of receipt. On 20 July 2016 (after 17.00 UTC) I will then circulate a list in the following format: - Ballot number, - Date ballot was received, - candidates voted for and level of preference (5, 4, 3 etc.). This email will also include the total level of preference per candidate. As agreed by Council resolution the two candidate receiving most supportive votes, will be selected. This list will also be included in a report of the selection process.

Dear all, Please find below, the announcement of the Identifier Technology Health Indicators (ITHI) workshop hosted by ICANN: On 7 September 2016, ICANN will be hosting an Identifier Technology Health Indicators (ITHI) workshop in our Washington, D.C. office. This technical workshop will focus on metrics related to DNS operations, such as tracking the numbers of abuse per registry/registrar and comparing the cost of DNS-base attacks vs the cost of defending against such attacks. Call for volunteers ccNSO appointed member of ICANN's NomCom FY 2017

Dear all, In accordance with the ccNSO Guideline: Appointment of delegate to the Nominating Committee (http://ccnso.icann.org/workinggroups/appointment-nomcom-delegate-05nov08.pdf) the ccNSO Council is now looking for a volunteer to serve on ICANN’s Nominating Committee (NomCom) on behalf of the ccNSO. Please note that candidates may self-nominate. If you are interested in serving in this position, please, send an email to the ccNSO Secretariat (ccnsosecretariat(a)icann.org<mailto:ccnsosecretariat@icann.org>), and include a short motivation why you wish to serve on the NomCom. Closing date for nomination is Friday 29 July 2015, 17.00 UTC. The list of candidates will be presented to all ccNSO Councillors, who are eligible to vote and who will then take a decision by email vote. The NomCom is an independent committee tasked with selecting eight members of the Board of Directors and other key positions within ICANN's structure. The 2017 NomCom will select 3 Directors of the ICANN Board, 2 members of the ALAC, 1 member of the GNSO Council, and 1 member of the ccNSO Council. More information on the criteria for serving as appointee on the NomCom can be found at the end of this email and on the NomCom itself at https://www.icann.org/resources/pages/nomcom-2013-12-13-en. Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities; 4. Travel and hotel accommodation will be provided. * NomCom delegates should have a high level network of contacts essential to candidate recruitment * Eligibility Exception - No person who is an employee of or paid consultant to ICANN (including the Ombudsman) shall simultaneously serve in any of the Nominating Committee positions as described in Article VII, Section 2 of ICANN’s Bylaws (https://www.icann.org/resources/pages/bylaws-2012-02-25-en#VII-2) * The person should be able to join monthly teleconferences (typically 13:00 or 14:00 UTC). Call for Volunteers as Member of the Cross-Community Working Group Enhancing ICANN Accountability The ccNSO seeks two (2), new members for the CCWG-Accountability. As chartering organization, the ccNSO has been asked to appoint up to five (5) members of the CCWG. As two of the five members have stepped down, the ccNSO is seeking two new volunteers who want to serve as members on the CCWG- Accountability. As usual membership of the CCWG is open to all ccTLDs, both ccNSO members and non-ccNSO members. The CCWG-Accountability will now be focusing on addressing accountability topics for which a timeline for developing solutions and full implementation extend beyond the anticipated IANA Stewardship Transition (Work stream 2). Topics to be discussed include, but are not limited to, accountability of the supporting organizations and advisory committees, Human Rights, Jurisdiction, and Ombudsman (see: https://community.icann.org/display/WEIA/WS2+Topics ) If you are interested, you are requested to provide the ccNSO (ccNSOsecretariat(a)icann.org<mailto:ccNSOsecretariat@icann.org> ) with the following: · a recent curriculum vitae summarizing background and experience, including that in ccTLD operations, and · a statement of what the candidate sees as being the main objectives that ccTLD operators should be seeking in an IANA transition proposal. The ccNSO Council will appoint the members to the CCWG as soon as possible after closure of this call for volunteers. ccTLD Participation in the Cross-Community Working Group In accordance with the adopted charter of the CCWG Accountability, the ccNSO (as well as each of the other chartering organizations) shall appoint a minimum of 2 and a maximum of 5 members to the working group. As two of the five members have stepped down, the ccNSO is seeking two new volunteers who want to serve as members on the CCWG- Accountability. In addition, the CCWG will be open to any interested person as a Participants, who may be from the ccNSO, from a stakeholder group not represented in the CCWG, or may be self-appointed. Participants will be able to actively participate in and attend all CCWG meetings. However, any consensus calls or decisions that need to be made will be limited to CCWG members appointed by the ccNSO and the other chartering organizations, and members are expected to inform their stakeholder group regularly on progress made and seek engagement in the process. Additional Call for Volunteers The ccNSO Council is now calling on volunteers from ccTLD managers (independent of ccNSO membership), who might wish to serve as one of the two (2) new ccTLD members on the CCWG Accountability. Candidates are expected to have: · A thorough understanding and interest in accountability issues, in particular as they relate to ICANN and from a ccTLD manager’s perspective, · Commit to actively participate in the activities of the CCWG on an ongoing and long-term basis; and · Where appropriate, solicit and communicate the views and concerns of individuals from the ccTLD community. · Effective communication skills in order to represent ccTLD interests on the CCWG and to keep the ccNSO and broader ccTLD community abreast of the state of play in the cross-community group. The ccNSO Council will select and appoint the two new members on the WG, based on the selection criteria mentioned above and taking into account the diversity of the ccTLD community, including geographical diversity. Background On 14 March 2014 the US Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced its intent to transition stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global multistakeholder community. The NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN), as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition. IANA also said that the transition proposal must have broad community support and address the following four principles: · Support and enhance the multistakeholder model; · Maintain the security, stability, and resiliency of the Internet DNS; · Meet the needs and expectation of the global customers and partners of the IANA services; and, · Maintain the openness of the Internet. The NTIA also said that it will not accept a proposal that replaces the NTIA role with a government-led or an inter-governmental organization solution. During discussions around the transition process, the community raised the broader topic of the impact of the change on ICANN's accountability given its historical contractual relationship with the United States and NTIA. Accountability in this context is defined, according to the NETmundial multistakeholder statement<http://netmundial.br/wp-content/uploads/2014/04/NETmundial-Multistakeholder…>, as the existence of mechanisms for independent checks and balances as well as for review and redress. Statements made by various stakeholders, including the ccNSO Council, suggest that current accountability mechanisms need to be reviewed and, if need be, improved, amended, replaced, or supplemented with new mechanisms (see for instance ATRT recommendations) in light of the changing historic contractual relationship with the U.S. Government. Reviewing ICANN’s accountability mechanisms was considered to be crucial for the transition process. The CCWG-Accountability, which charter was adopted by the ccNSO Council, has delivered proposals that have to be in place or committed to before the IANA Stewardship Transition, in light of the changing historical contractual relationship with the U.S. Government (Work Stream 1). The CCWG will now be focusing on addressing accountability topics for which a timeline for developing solutions and full implementation extend well beyond the anticipated IANA Stewardship Transition (Work stream 2). Dear Councillors, Your approval is needed! The ccNSO was requested to appoint its member on ICANN's FY 2017 Nominating Committee (NomCom). The NomCom is an independent committee tasked with selecting eight members of the Board of Directors and other key positions within ICANN's structure. They also select three Councillors for the ccNSO. For FY 2016 this position was filled by Joerg Schweiger (.de), who is eligible to serve another term. As the new to be appointed member needs to be able to attend the NomCom meeting in Hyderabad, the call needs to go this month. The appointee will then be selected by Councillors eligible to vote (i.e., Councillors who self-nominate will be excluded from the vote), using the same process as for the selection and appointment of the ccTLD members on the CSC. As you may recall, last year the ccNSO Council agreed that candidates may self-nominate, and that this should be reflected in the update for the Guideline. Unfortunately the Guideline Review Committee has not been able to update the ccNSO Guideline: Appointment of delegate to the Nominating Committee (http://ccnso.icann.org/workinggroups/appointment-nomcom-delegate-05nov08.pd f) to date, due to its focus on the CWG-Stewardship Implementation work.
