Attention Adobe Connect Users: Service Change

Dear all, Adobe Connect, ICANN's remote participation tool, is moving over to an ICANN-hosted server. The transition will occur on a rolling basis between 26 September and 14 October 2016. After 14 October, all Adobe Connect meetings will use the new server. ICANN made this change to address the performance and reliability problems you have been experiencing. Having the server under ICANN's management means that Adobe Connect will be more stable than in the past. You should experience increased call quality and better customer service. In addition, we will be able to create custom pods – for example, multilingual chat, multilingual scribe streams and timers. What Exactly Is the Change? Old server: icann.adobeconnect.com New server: participate.icann.org What Do I Have to Do? Because the change is happening in phases, not all meetings will move over to the new server at the same time. During the transition period, check your meeting invitation for the correct URL. If you have any questions, contact the meeting organizer. If you are a meeting attendee, you don't have to do anything. Your meeting organizer should be updating the meeting request with the new URL. The call will focus on how ICANN has implemented community policy for the Quarter ending 30 September 2016 as well as provide an APAC update. This is the first Quarterly Stakeholder Call to use a new regional focused format which aims to increase participation and understanding of ICANN's regional efforts. We've also added a Board update for greater accountability and transparency. Personally, I saw it many times in Russia and across ex-USSR 3) in light of the above, if ICANN is to deliver whatever capacity building TA projects, that will mean creating more administrative jobs at ICANN and multiplying the number of "engagers", communicators, etc. who will effectively eat away the resources even before their litle chunks reach the recipient. Plus so far ICANN has not been particularly efficient in delivering this kind of projects and there are no reasons to suggest it would drastically improve the performance. 4) should ccTLDs become one and only recipient of such assistance, some other communities may become truly frustrated and request their piece of cake, which would lead to alienation, rather than consolidation of the broad community. Wouldn't it be wiser to think of establishing an endowment to fund local initiatives/foster gifted individuals on the local level managed by a small board representing all the stakeholders which would be able to pick and fund projects, and select their operators on the basis of competition? That would enable the community to exercise a due control over the funds and ensure a much-needed level of transparency coupled with an equal treatement of all the multistakeholder community Pls feel free to share the above with the Council members if you deem it appropriate Thank you, L. I understand that there could be workload issues for ccTLDs that would mitigate against participating but I do think it is important to remember that an ICANN wide Foundation or or Fund is a possible/likely outcome and ccTLD input into the scope of such an entity would be extremely valuable. The ccNSO Council is asked the following questions: - Whether it has any pertinent issues with the proposed charter (attached) - Whether it intends to adopt the charter and hence become one of the chartering organizations. In March 2015 we decided NOT to participate in the cross-community working group. The main reason is that ccTLDs did not contribute to the proceeds of the auction, and hence participation is considered out of scope (see attached letter dated 21 May 2015). At the same time the ccNSO Council did acknowledge that some ccTLDs have extensive experience in dealing with funds such as the auction proceeds and this experience could be beneficial to the process. We agreed that, once the charter was adopted, we would convey an invitation to individual ccTLDs and those related to ccTLDs with an interest and experience in this area. In my view the reasons not to participate as a chartering organization still stand, and therefore there is no need to reconsider the decision we made in 2015. Any other thoughts? If you do not object, I suggest that we stick to our original decision and inform the co-chairs accordingly. Inauguration of the Centro de Emprendimiento e Internet in Paraguay, Center Calls for Applicants for the First Training Course

Dear All, The Centro de Emprendimiento e Internet is an open initiative from Paraguay’s National Secretariat for Information and Communication Technologies (SENATICs<https://www.senatics.gov.py/>), the Latin American and Caribbean Country Code Top-Level Domain Association (LACTLD<https://www.lactld.org/>) and ICANN<https://www.icann.org/>. The goal in establishing the Center is to contribute to the evolution of the Internet ecosystem in Latin America and the Caribbean region. The Center will serve as a knowledge repository and networking point for acquiring and sharing expertise, resources, training and support for the implementation of initiatives and projects in digital environments. Initially, the Center’s focus will be on regional capacity building on the topic of the Domain Name System (DNS) industry ecosystem. The training and education will provide opportunities to team up with relevant partners to share experiences, build a network of experts and find new avenues to advance and strengthen the sector. The idea for the Center came from discussions between SENATICs and ICANN. These discussions resulted in an agreement to support the development of the Internet DNS industry in Paraguay and in the region. LACTLD joined the efforts to create synergies among the regional country code operators. The Center is now open and is seeking a wide range of partnerships from the industry. Regional stakeholders from the Internet governance community formed an Advisory Committee to guide the implementation and strategies of the Center. The committee is composed of Andres Piazza (General Manager of LACTLD), Antony Harris (Executive Director of CABASE), Ernesto Bojorquez (Commercial Director of NIC.mx), Gabriela Szlak and Celia Leman Friedman (eInstituto), Gonzalo Navarro (CEO at ALAI), Leon Sanchez (Partner at Fulton & Fulton SC), Mark King (Caribbean Region, Barbados), Rubens Kuhl (Manager NIC.br) and Vanda Scartezini (Polo Consultores Associados). The Center’s inauguration event will be on 12 October 2016 in Asunción, Paraguay. This celebration will coincide with the first day of the Center’s first training course. The Center seeks community participation: • Call for applicants for the first training course. The Center asks candidates from the region to apply for the Center’s first course. The course, to be held on 12–14 October, will cover the business, marketing and legal aspects of the DNS industry. The Center will grant travel support for the 10 candidates who best demonstrate an interest in developing the domain name industry in the region, sharing what they learn in their local communities, developing business models and contributing for the further development of the Center. Call for volunteers and Selection procedure of ccNSO representative on Empowered Community Administration Committee

Dear all, As you know, assuming the IANA Stewardship Transition will be take place as expected and the 27 May ICANN Bylaws become effective on 1 October 2016) the ccNSO will be one of the Decisional Participants as envisioned in the 27 May 2016 Bylaws. As part of th envisioned structure, the ccNSO, as Decisional Participant, shall act through its chair or such other person as may be designated by the ccNSO. At its meeting on 1 September the Council adopted the ccNSO Guideline: Appointment of the ccNSO Representative on the Empowered Community Administration. At the meeting Katrina expressed that she would strongly prefer that another Councillor would take on the role as member of the EC Administration. So if you are interested to take on this role for at least the upcoming year ( at least until February/March 2018), please send an email to the list or to me by Friday 30 September 2016 17.00 UTC. If two or more Councillors put their name forward, the Council will be requested to select the member, using the usual method to express your preference. Kind regards, Bart Background on Empowererd Community Administration Committee and the cccNSO appointed member According to the ICANN Bylaws Section 6.1.a, the ccNSO as defined in section 10.1 of the Bylaws is one of associates or Decisional Participant of the Empowered Community (hereafter, “EC”), a non-profit association formed under the laws of the State of California (USA). The sole purpose of the EC is to exercise its rights and perform its obligations under ICANN’s Articles of Incorporation and the ICANN Bylaws, and the EC shall have no other powers or rights except as expressly provided in the ICANN Bylaws. The EC may only act as provided in these Bylaws. Any act of the EC that is not in accordance with these Bylaws shall not be effective. The ccNSO, as Decisional Participant, shall act through its respective chair or such other person as may be designated by the ccNSO (collectively, such persons from all communities are the “EC Administration”). Each Decisional Participant shall deliver annually a written certification from its chair or co-chairs to the ICANN Secretary designating the individual who shall represent the Decisional Participant on the EC Administration. The ccNSO representative shall act solely as directed by the ccNSO Council in accordance with this and other related ccNSO guidelines. Subject to the direction by the ccNSO Council as just specified, the ccNSO representative on the EC Administration shall: · actively participate in the work of the EC Administration · regularly, at least once per month, inform the ccNSO Council on the discussions on the EC Administration · provide all communications and notices required or permitted to be given under the ICANN Bylaws by the ccNSO as Decisional Participant. · in representing the EC Administration, act as required for the EC to follow the applicable procedures in Annex D, and to implement EC decisions made in accordance with such procedures. Further, ICANN shall be entitled to rely on notices from the ccNSO representative or an individual serving on the EC Administration delivered in accordance with Section 21.5 as evidence that the actions set forth therein have been approved by or are the actions of the ccNSO, the EC or the EC Administration, as applicable, pursuant to and in compliance with the requirements of the ICANN Bylaws (including Annex D). ccNSO appointed member on the RZERC : selection procedure after closure EoI

Dear All, As you will recall Katrina, is the interim member of the Root Zone Evolution Review Committee (RZERC), which has been established a part of the IANA Stewardship Transition. Following adoption of the ccNSO Guideline, the CCNSO Council launched a call for Expression of Interest (EoI) to seek one (1) ccNSO appointed member on the RZERC from the ccTLD community. This person will replace Katrina. At closure of the call for volunteers (Friday 23 September, 23:59 UTC), 3 community members put their name forward, in alphabetical order: · Jaap Akkerhuis · Luis Diego Espinoza · Peter Koch Please note that both Jaap and Luis Diego are not directly involved with a ccTLD, but have received support from a ccTLD (see their applications). In a separate email I will forward the applications to you individually. These will be sent to you individually. Next steps? You are invited to compile a list of the candidates, based on the Selection Criteria and in order of preference. The most preferred candidate will receive 3 points, the second 2 points and your least preferred candidate 1 point. (https://ccnso.icann.org/workinggroups/ccnso-rzerc-guideline-01sep16-en.pdf) At the same meeting, the Council launched the call for Expression of Interest (EoI) to seek one (1) ccNSO appointed member on the Root Zone Evaluation Review Committee ("RZERC") from the ccTLD community (independent of membership of the ccNSO). This person, when appointed will replace the interim ccNSO appointed member. The term of appointment will be three (3) years. A member may be re-appointed for two additional terms (in total 3 terms). Candidates should be aware that NO travel funding will be provided. Candidates were requested to submit their application to the ccNSO Secretariat (ccNSOsecretariat(a)icann.org<mailto:ccNSOsecretariat@icann.org>). The application process closed on Friday 23 September, 23:59 UTC. After having received the applications, the Secretariat will send the information received to non-conflicted Councillors individually. It is the intention that by Tuesday 4 October 2016 the ccTLD representative on the RZERC will be appointed. + + + + + BACKGROUND INFORMATION ON RZERC, and ccTLD PARTICIPATION IN THE RZERC + + + + + ICANN has established a Root Zone Evaluation Review Committee to review and provide input regarding proposed architectural and operational changes to the root zone and as determined necessary by the RZERC, propose architectural and operational changes to the root zone for consideration by the ICANN Board. The RZERC will consider issues raised to the RZERC to identify any potential security, stability or resiliency risks to the architecture and operation of the root zone. The RZERC will coordinate with the committee's respective organizations and communities, and if appropriate, external experts, to ensure that relevant bodies were involved in decision-making and ensure that relevant expertise was available. The RZERC will coordinate a public consultation process for operational and architectural changes that impose potential risk to the security, stability, or resiliency of the root system (as identified by one or more committee members and agreed by a simple majority of members). This public consultation process regarding the proposed changes, including the identified risks, will be organized via the ICANN public comment forum. The RZERC will act as a consultation body for ICANN during the issuance and consideration of an RFP for the Root Zone Maintainer, if needed. The RZERC will coordinate with the Customer Standing Committee (CSC) as needed. In accordance with the adopted charter of the RZERC (https://www.icann.org/en/system/files/files/revised-rzerc-charter-08aug16-e…) , the ccNSO shall select 1 member to the committee.
