Although I have been advised that my selection is still in effect and there is nothing prohibiting me from taking this position, it would be far too difficult to establish a positive working relationship in the negative environment that has developed around my selection. This is regrettable as I think I have a lot to contribute to the work of ccNSO. However, I am withdrawing at this time so the nomcom can select another candidate before the Abu Dhabi meeting. I do want to take this opportunity to express my feelings about the events of the last few weeks. For a volunteer community-based participant in this still evolving multi-stakeholder model, this has been a difficult time. I believe in the model and I was offering to contribute a considerable amount of my personal time and resources to the effort. Suddenly I was caught in the cross-fire of a rapidly escalating dispute between the ccNSO and the nomcom. The furor which erupted around my selection apparently resulted from different understandings on candidate eligibility between these two parties. This confusion needs to be addressed before anyone else is caught in the middle of such a dispute. It is also unacceptable that I was not informed about the conflict for an entire month after my selection was announced, a full month in which not one person contacted me to explain the situation. It was not until a few days ago, on Sept. 29, that I received an e-mail from the ccNSO chair informing me about the letter sent to the nomcom denouncing my appointment. I was shocked. Before I had a chance to think about it, the letter in question rapidly circulated and, within a few days, a situation that could have been contained and resolved early on became a news story on the Internet. At this point I contacted ICANN Ombudsman Herb Waye and I am very grateful for his steady guidance in helping me work through this process. Finally, I hope both parties will agree that I am owed a full and public apology for the way this dispute was handled, allowing it to spiral out of control. I know it was never my fault, but it obviously affects me as I am the candidate in question. It contains guidelines and best practices for ICANN's four specific reviews. ICANN Releases Findings from a Community-Wide Survey on Gender Diversity and Participation

Dear all, ICANN published the detailed report containing data and analysis from the recent Gender Diversity and Participation Survey[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_news_ann…>. The survey was open to the ICANN community from 9 June – 8 July 2017. A total of 584 individuals participated in the survey. The survey report provides a question-by-question analysis of the survey data and gives proposed data-driven recommendations for the community to consider. The findings offer insights into current perceptions of gender diversity in the community, potential and perceived barriers to participation, and the community's support for initiatives to enhance gender diversity. ICANN Announces Successful String Evaluation for Mauritania IDN ccTLD

Dear all, ICANN announced the successful completion of String Evaluation of the proposed Internationalized Domain Name (IDN) country coded top-level domain (ccTLD) string for Mauritania. Read more here: https://www.icann.org/news/announcement-2017-10-03-en The IDN (Internationalized Domain Name) ccTLD Fast Track Process was approved by the ICANN Board at its annual meeting in Seoul, South Korea on 30 October 2009. First requests were received starting 16 November 2009. The process enables countries and territories to submit requests to ICANN for IDN ccTLDs, representing their respective country or territory names in scripts other than Latin. IDN ccTLD requesters must fulfill a number of requirements: * the script used to represent the IDN ccTLDs must be non-Latin; * the languages used to express the IDN ccTLDs must be official in the corresponding country or territory; and * a specific set of technical requirements must be met (as evaluated by an external DNS Stability Panel comprised of DNS and IDN experts). The request and evaluation processes entail three steps: * Preparation (by the requester in the country / territory): Community consensus is built for which IDN ccTLD to apply for, how it is run, and which organization will be running it, along with preparing and gathering all the required supporting documentation. Requests are submitted through an online system together with additional material supporting the process athttp://forms.icann.org/idn/apply.php[forms.icann.org]<https://urldefense.proofpoint.com/v2/url?u=http-3A__forms.icann.org_idn_app…> * String Evaluation: Requests are evaluated in accordance with the technical and linguistic requirements for the IDN ccTLD string(s) criteria described above. * String Delegation: Requests successfully meeting string evaluation criteria are eligible to apply for delegation following the same ICANN IANA process as is used for ASCII based ccTLDs. Requesters submit string delegation requests to IANA root zone management: root-mgmt(a)iana.org<mailto:root-mgmt@iana.org>. With this announcement, 58 string requests for a total of 40 countries/territories have successfully passed through the String Evaluation. Of these, 56 IDN ccTLDs representing 38 countries/territories are delegated in the DNS root zone, with the remainder either readying to apply, or actively applying for delegation of the string. Individuals are elected in their personal capacity and serve the ccTLD community. Councillors do not represent the views and interests of their employers. Candidates need to be neither resident in the region nor a citizen of a country within the region in which they stand for election. A valid candidate is one that has been nominated and seconded according to the ccNSO council Election Guideline, and that has accepted the nomination. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. Accepting nominations After closure of the nomination period, the Election Manager will ask the candidates that are nominated to accept their nomination. Self-nominations are understood to have accepted their nomination. The Election Manager will provide a list with the name(s) of the candidate(s) who have accepted their nomination. Otherwise, an election shall be held for that geographic region, to select the ccNSO Councillors from among the valid candidates.
