Dear Colleagues, Here is a statement on the status of SSR2 review by SOAC Chairs. As you know, according to the Bylaws, the Board initiates reviews and SOAC Chairs are the ones who appoint review team members but it is not clear what role the Board and SOAC Chairs play (if any) if something goes wrong. We are sailing uncharted waters here and the chairs tried to do their best to address the issue but it is difficult to carry out proper consultations with the community in such a short period (and when the house is on fire). Apparently we will have to discuss the proper and most efficient ways of dealing with situations like this within the Council and with the community. Dear all, ICANN published the ICANN60 By the Numbers report, which includes technical, demographic, and attendance statistics. This report summarizes our findings from ICANN's second Annual General Meeting of the new meeting strategy<https://meetings.icann.org/en/future-meeting-strategy>. This report is part of ICANN's commitment to transparency. By the Numbers Report highlights include: * 1,929 checked-in participants, with 718 listing their region as APAC * 23% of attendees participating for the first time * 407 sessions held, for a total of 696 hours * 84,955 schedule website page views * 116.6 terabytes of data as network traffic * 13% of network traffic was Internet Protocol version 6 (IPv6), a 3% increase from ICANN58 Copenhagen ICANN’s goal is to improve on the statistics we collect, and to look for trends by comparing meeting data over time. SSR2-RT update

Dear Colleagues, More update on the recent developments around SSR2-RT. The SO/AC chairs launched a survey in order to gather feedback from SSR2-RT members. After analysing the feedback, it was proposed to cancel the f2f meeting previously scheduled mid-January. I reached out to our appointed menmbers to the review team. Two of them agreed that at this point it would be a waste of resources to hold that meeting, so they support the cancellation. The third members has not responded yet. It seems that RT members endorsed by other communities also believe that it is the right thing to cancel the meeting. So, currenlty the plan looks like this: Cancel the f2f meeting Ask RT members if they are willing to contiunue the work or want to step down (two of our members agreed to stay on the team at least until more clarity around the parth forward) When it is clear who is staying on the team, SO/ACs will have to look for more people with the right skill-set. Dear All, ICANN announced that Kim Davies<https://urldefense.proofpoint.com/v2/url?u=https-3A__icann.org_profiles_kim…>, Director of Technical Services, Internet Assigned Numbers Authority (IANA), has been appointed to the position of Vice President, IANA Services and President, PTI. Public Technical Identifiers (PTI) is responsible for the operational aspects of coordinating the Internet's unique identifiers and maintaining the trust of the community to provide these services in an unbiased, responsible and effective manner. Following Elise Gerich's departure announcement<https://urldefense.proofpoint.com/v2/url?u=https-3A__icann.org_news_blog_el…>, the ICANN organization, in conjunction with the PTI Board, conducted an extensive and exhaustive search for a replacement. The opening attracted a wide array of applicants, many of which were well qualified. As VP of IANA Services, Davies will be reporting to the President of ICANN's Global Domains Division (GDD), Akram Atallah. "Kim was a natural choice for this position. He has a deep and wide understanding of both IANA and PTI, which he has cultivated during his long tenure as Director of Technical Services," said Atallah. "I'd also like to extend our gratitude to Elise, who was pivotal in establishing the IANA Department as an example of reliability and customer service." In this role, Davies will be responsible for ensuring that the IANA functions are performed in a secure, stable, and efficient manner with a commitment towards operational excellence. As President of PTI, he will also serve as one of the five directors on the PTI Board. "The IANA team has worked hard to establish themselves as a leader within the technical community," said Davies. "As we move forward, I want us to focus on continuing to optimize our business process and solidifying the community's confidence in our ability to deliver on the services we provide." Davies will be assuming the role starting 1 January 2018, following Gerich's official departure from the organization. Davies joined the organization in 2005, serving as Manager of Root Zone Services and Technical Liaison prior to his role as Director of Technical Services. Prior to joining ICANN, he worked as Technical Policy Advisor at the Council of European National Top Level Domain Registries, and has been involved in various facets of the ICANN community since the mid-1990s. Dear All, Another request. This time we can appoint two (2) people to take part in ICANN Academy Leadership Programme before the meeting in Puerto Rico. This programme does not cover flight tickers, only accomodation between 6 March and 8 March, as well as stipend. Alejandra and I participated in leadership training in 2015 before ICANN Dublin meeting. I must say it was a very interesting and useful experience. Among many other things, I fully realised what a great, efficient and reasonable community we (the ccNSO) are! Again, we have not much time. We need to appoint two people by 22 December. As you can see, the program is designed for current and incoming leaders. However, from my own experience I can say that those people need to have good knowledge about the ccNSO as participants are (at least were) requested to present their respective communities and answer many questions. Any suggestions? Anyone would like to volunteer? It is worth it! We do not have a formal process for selecting participants to this program. In the past there was a selection Committee that selected participants (see attached Itam 9 Report selection leaders training.pdf). I propose we do the same this time. Dear all, ICANN announced that ICANN published an update to the gTLD Marketplace Health Index (Beta), which presents statistics and trends related to generic top-level domains (gTLDs). ICANN Organization Publishes Reports on the Review of the Community Priority Evaluation Process

Dear all, ICANN published three reports on the review of the Community Priority Evaluation (CPE) process (the CPE Process Review). The CPE Process Review was initiated at the request of the ICANN Board as part of the Board's due diligence in the administration of the CPE process. The CPE Process Review was conducted by FTI Consulting Inc.'s (FTI)[fticonsulting.com]<https://urldefense.proofpoint.com/v2/url?u=http-3A__www.fticonsulting.com_&…> Global Risk and Investigations Practice (GRIP) and Technology Practice, and consisted of three parts: (i) reviewing the process by which the ICANN organization interacted with the CPE Provider related to the CPE reports issued by the CPE Provider (Scope 1); (ii) an evaluation of whether the CPE criteria were applied consistently throughout each CPE report (Scope 2); and (iii) (iii) a compilation of the reference material relied upon by the CPE Provider to the extent such reference material exists for the eight evaluations which are the subject of pending Reconsideration Requests that were pending at the time that ICANN initiated the CPE Process Review (Scope 3). Nomination Period Opens For ICANN Multistakeholder Ethos Award | Award Targeted for ICANN62 | Nominations Close 19 March 2018

Dear all, ICANN is pleased to announce the opening of the nomination period for ICANN's Multistakeholder Ethos Award. Launched in 2014 at ICANN50 in London, the Multistakeholder Ethos Award recognizes ICANN participants who have deeply invested in consensus-based solutions, acknowledging the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community. The ideal recipient(s) will have served in roles in multiple ICANN working groups or committees and collaborated with more than one Supporting Organization and/or Advisory Committee in a significant capacity. Candidates for the award will demonstrate at least five years of participation in the ICANN Community. Candidates will be evaluated by a panel of community members appointed by the Chairs of each Supporting Organizations and Advisory Committees using a merit-based point system evaluated against three criteria: 1. Demonstrated ability to work across community lines with both familiar and unfamiliar ICANN Stakeholders with the aim of consensus building and collaboration that substantiate ICANN's multistakeholder model; 2. Facilitator of dialogue and open discussion in a fair and collegial manner, through the spirit of collaboration as shown through empathy and demonstrating a sincere desire to engage with people from other backgrounds, cultures, and interests; and 3. Demonstrated additional devotional factors exhibited by time spent supporting ICANN's multistakeholder model and its overall effectiveness through volunteer service via working groups or committees. 4. DECISION NEEDED: Jay Daley on CSC and Tech WG

Dear Councillors, I believe you've seen Jay's email and issues he raised. 1. The most important is around the CSC. As you remember, we appointed two Members to the CSC. One member was appointed for 2 years and another - for 3 years term. Jay proposed the following: 1) He stays on the CSC until July when a two-years term expires and we have to run a process to nominate a member anyway, If he stays, it ensures that CSC remains efficient and fully operational. 2) He has support from a ccTLD Manager for the rest of his term (.nz), 3) Apparently, he has support from other members of the CSC. Proposal for Council's decision: we thank Jay for his commitment and support him as a member of the CSC for the remaining term. Anyone against? 2. Jay's membership on the Tech WG The Tech WG has evolved and has members from other constituencies as well. Eberhard - the Chair of the WG - has expressed his support for Jay's participation. Dear All, On 18 December 2017, the Competition, Consumer Trust, and Consumer Choice Review Team (CCT) will host a webinar on the new sections of its Draft Report.
