Call for Volunteers for the Third Review of ICANN Accountability and Transparency (ATRT3)

Dear all, ICANN is seeking volunteers to serve on the Third Review of ICANN Accountability and Transparency (ATRT3). The specific objectives for the Accountability and Transparency (ATRT3) Review are to review ICANN's execution of its commitment to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making reflect the public interest and are accountabile to the Internet community. ICANN's Accountability and Transparency Review originated under the Affirmation of Commitments in 2009. Effective 1 October 2016, ICANN's obligation to conduct this review was incorporated into ICANNBylaws. The composition of the Review Team will be determined by the ICANN community. Dear All, ICANN is pleased to remind community members that the nomination period for ICANN's Multistakeholder Ethos Award will be open until 20 March 2017. Launched in 2014 at ICANN50 in London, the Multistakeholder Ethos Award recognizes ICANN participants who have deeply invested in consensus-based solutions, acknowledging the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community. https://www.icann.org/news/announcement-2017-02-07-en The ideal recipient(s) will have served in roles in multiple ICANN working groups or committees and collaborated with more than one Supporting Organization and/or Advisory Committee in a significant capacity. Candidates for the award will demonstrate at least five years of participation in the ICANN Community. Candidates will be evaluated by a panel of community members appointed by the Chairs of each Supporting Organizations and Advisory Committees using a merit-based point system evaluated against three criteria: 1. Demonstrated ability to work across community lines with both familiar and unfamiliar ICANNStakeholders with the aim of consensus building and collaboration that substantiate ICANN's multistakeholder model; 2. Facilitator of dialogue and open discussion in a fair and collegial manner, through the spirit of collaboration as shown through empathy and demonstrating a sincere desire to engage with people from other backgrounds, cultures, and interests; and 3. Demonstrated additional devotional factors exhibited by time spent supporting ICANN's multistakeholder model and its overall effectiveness through volunteer service via working groups or committees. Dear All, The Policy Development Support Team is pleased to announce two sessions for the Pre-ICANN58 Policy Open House on Monday, 6 March 2017 at 10:00 UTC and 19:00 UTC. The focus of each open house session is an active question and answer session with the Policy Development Support Team. The new format will feature: * Decreased Duration | Two 60-minute sessions, rather than two 90-minute briefings * Interactive Format | A question and answer exchange with the Policy Team * Preparatory Materials | The Pre-ICANN58 Policy Report<https://www.icann.org/resources/pages/presentations-2012-08-27-en> and Generic Names Supporting Organization Policy Briefing ICANN58 Edition<https://gnso.icann.org/en/issues/background-briefings> This improved structure will allow the ICANN community to ask questions about policy and advice development work taking place at ICANN58. These draft recommendations were developed by the CCWG-Accountability as required by Annex 12 of the final report of the Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability, Work Stream 1). · Current Status: The CCWG-Accountability reviewed these draft recommendations at its 8 February 2017 plenary meeting and approved their publication to gather public comments. · Next Steps: Following the public comment period the inputs will be analyzed by the CCWG-Accountability WS2 who will consider amending its recommendations in light of the comments received and will publish a report on the results of the public consultation. Dear All, From today onwards, it is possible to apply for ccNSO travel funding for the ICANN59 public meeting, taking place between 26 and 29 June 2017 in Johannesburg (ZA). The application window opens today, 23 February 2017, at 12:00 UTC (noon) and closes 9 March 2017 23:59 UTC. No early/late submissions will be accepted. Funding to attend and participate in ICANN59 is made available to a small set of travelers, who meet the following requirement: They actively participate in the work of the country code Name Supporting Organisation, and make a special contribution to its projects and meetings. Examples of contributions to the work of the ccNSO: an active engagement in a ccNSO working group, a presentation at the ccNSO member meeting, or other engagements that strengthen the activities of the ccNSO. Important: Applications which do not clearly state an active contribution, are not eligible and will not be taken into consideration. The funding covers an economy class ticket to the travel destination, the hotel costs for the time of the meeting and a per diem (either full funding, or partial funding). Dear All, Please find below some notes taken earlier today, during the ccNSO Review webinar (Tuesday, 21 February at 17:00 UTC) These high-level notes are designed to help members navigate through the content of the call. Best regards, Joke Braeken Apologies: Hong Xue, Margarita Valdés NOTES Welcome by Bart. Purpose of this webinar: To introduce the councillors and members on the WP to the ccNSO review, before the Copenhagen meeting. The review will kick off in FY18 (post 1 July). The Working Party (WP) will be extended post-CPH with community members. At least 1 member from every region (non-councillor) This webinar serves also as a preparation for the meeting with the Board Organisational Effectiveness Committee (OEC). The meeting with the OEC will take place at ICANN58 on Tuesday, at lunch time, to discuss the scope of the review. = = = = Lars Hoffman (MSSI), will work together with Larisa Gurnick (MSSI) on the ccNSO review, together with the independent examiner. Possible Road Map ccNSO Review Orange flag on the slides: more intense work phase, by WP. ICANN58: meeting with the OEC chair (Rinalia). Important to keep everyone involved informed on the expectations, and clarify possible issues. Scope, and aspects mandated by the bylaws to be discussed during that meeting. Also looking back at previous reviews May: Request for Proposals (RFP) to be published. Independent party will contract with ICANN. June: RFP launches September: start of the review (vague date - response period could be extended, maybe the scope needs extra attention, etc.) Working Party will be asked to provide feedback on factual issues and analysis provided by the independent examiner. only afterwards it will go out for public comment. Once the public comment closes, the WP will work closely with the examiner on the final report. Once the final report is submitted (July 2018), the WP will receive the OEC report with their own assessment. Helpful: have a look at the At-Large review process. = = = = = Roles and Responsibilities 4 parties: 1- Review WP 2- Independent examiner 3- OEC 4- ICANN org. 1 - Key is the relation between WP and the independent examiner. The WP is the outreach committee of the community and the review. e.g. concerns regarding the right people to be interviewed. The conduct of the WP is left to the community under review. How often to meet? Change cadence? 2 - Independent examiner might observe during F-2-F meetings, look at documents online, conduct interviews with the wider community. An online survey might be made available. 3 - OEC is oversight body of organisational reviews. Will define the scope. Will accept the report in the end, and approve the implementation plan. 4 - ICANN org is support staff from MSSI. will make procurement for the RFP, assist logistically. = = = = Next Steps RFP = call for independent examiner. Draft a strawman to be circulated among WP after Copenhagen. Could be done within 3 days, or could drag out couple of weeks/months, depending on the refinements. Info on last ccNSO Review (2009) available online. = = = = RFP from the first ccNSO review. Chris was at the time chair of the ccNSO, Bart was support staff. Conversations with External reviewers, and support staff. Why is scope so important? Sets the frame of the reviewers to look into. Excluded from the scope at the time: · PDP process itself was looked into. The PDP can only change through a PDP. The PDP itself was excluded from the scope. Issues that could be addressed: were excluded too. ccNSO was created to do policy development process (PDP). is it effective? That is up to the ccNSO Members to decide. · 2nd contentitious area: financial contributions of the ccTLD community. including the funding of the ccNSO. This was excluded from the final report. Definition of scope will be part of the discussion with OEC in Copenhagen. = = = = Result of the first review Based on the review and discussion with the OEC at the time, and the work of the ccNSO itself, it started with 12 recommendations that needed to be implemented. ccNSO implemented all recommendations at the time. The review itself was completed in 2011. Some of the recommendations were already implemented during the review process itself. = = = = Webinar later today at 23 UTC: on the Operating Standards. CCWG-Accountability Work Stream 2 Issues Jurisdiction Questionnaire

Dear All, The newly-adopted ICANN Bylaws created several Work Stream 2 accountability subgroups. One of these subgroups, the Jurisdiction Subgroup, is addressing questions related to ICANN's jurisdiction, including how choice of jurisdiction and applicable laws for dispute settlement impact ICANN's accountability and the actual operation of policies. The Jurisdiction Subgroup has put out a questionnaire seeking responses to several jurisdiction-related questions. The Subgroup is asking you to consider and respond to these questions with concrete, factual submissions. The questionnaire can be found at https://community.icann.org/x/UpXRAw and is available in each of the 6 languages supported by ICANN. You may respond to the questionnaire in any of these languages. Thick WHOIS Registration Data Directory Services Requirements to Take Effect

Dear all, ICANN announced that all ICANN gTLD contracted parties must update their registration data directory services to comply with the Thick Whois Transition Policy for .COM, .NET and .JOBS[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…> and Registry Registration Data Directory Services Consistent Labeling and Display Policy[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>. The policies require all gTLD registrations to be Thick with a consistent labeling and display of WHOIS output. gTLD registry operators currently providing Thin WHOIS services – .COM, .NET and .JOBS – must submit all new domain name registrations as Thick WHOIS by 1 May 2018. These registries must also migrate all data required for Thick WHOIS services for existing domain names by 1 February 2019. These changes are required by the Thick Whois Transition Policy for .COM, .NET and .JOBS. In addition, registries and registrars are required to implement the data specifications defined in the Registry Registration Data Directory Services Consistent Labelling and Display Policy by 1 August 2017. Thank you and kind regards, Joke Braeken SELECTION PROCESS Introduction As decided on the most recent Council meeting (9 February) you are requested, to select the ccNSO appointed liaison to the GNSO. As agreed the selection will be done using the standard selection process. The ccNSO Secretariat will track and publish for each council member its participation in an election process. The applicants The list of applicants and their application material are included in attachment. As none of the applicants is a member of the ccNSO Council, all Councillors are eligible to participate in the nomination process. You are all requested to send the name of your preferred candidate. Selection and procedure Based on the material provided, you are requested to assess which candidate you find most suited as liaison to the GNSO. To assist you in your assessment, the description of the liaisons’ role as included in the call for volunteers is included (see below). Once you completed your assessment you are requested to mail your preference to Joke (joke.braeken(a)icann.org<mailto:joke.braeken@icann.org>), or the ccNSO secretariat (ccNSOsecretariat(a)icann.org)<mailto:ccNSOsecretariat@icann.org)> with subject line: Selection GNSO liaison. On Monday 20 February 2017, we will circulate an email to the list, which will include an overview in the following format: - Ballot number, - Date ballot was received, - preferred candidate per ballot. This email will also include the total level of preference per candidate. As agreed by Council resolution and in accordance with the relevant ccNSO Guideline the candidate receiving most supportive votes, is selected. In the event the two candidates are equally preferred; a run-off selection will be needed. The roles and responsibilities of the ccNSO Liaison to the GNSO are * To participate diligently and actively in the meetings and activities of the GNSO on an ongoing and long-term basis * To communicate and advocate the positions of the ccNSO to the GNSO; * To report to the ccNSO on current and upcoming activities of the GNSO that may be of relevance to the ccNSO and broader ccTLD community. * If feasible and considered relevant ask to the ccNSO for advance guidance, if any, on matters that are going to be discussed by the GNSO. * Participate in GNSO-ccNSO Council meetings agenda committee to prepare the f-2-f meetings, if any.
