Formal request of GAC Opinion or Advice per Annex B Section 8 of the ICANN Bylaws

Dear Thomas, As we have indicated during our joint meeting in Copenhagen, the ccNSO Council has initiated one (1) ccNSO Policy Development Process (ccPDP) to develop and recommend both a policy on the retirement of ccTLDs and on a review mechanism for decisions pertaining to the delegation, transfer, revocation and retirement of ccTLDs. The decision of the ccNSO Council is published and can be found at: <https://ccnso.icann.org/workinggroups/minutes-ccnso-council-meeting-15mar17 -en.pdf> https://ccnso.icann.org/workinggroups/minutes-ccnso-council-meeting-15mar17- en.pdf (Resolution 127-03 under agenda item 11). Please also find attached the Issue Report. After careful consideration of the Issue Report, the ccNSO Council decided to focus the attention first on the retirement of ccTLDs and then on the review mechanism. The work under the ccPDP will be organized through working groups. Their charters are included in the Issue Report. In a separate letter the members of the GAC will be invited to get involved in the effort in a way most convenient to them, with the understanding that participants from the GAC will not represent views of the GAC. As this Policy Development Process is organized through working groups and hence no Task Force, as foreseen in Annex B of the ICANN bylaws, is formed, I formally request you on behalf of the ccNSO Council, to offer opinion or advice on the Issue Report. The purpose of the webinar is to summarize policy activities across the ICANN policy development community and to brief the community on the Empowered Community consultation and cross-community sessions taking place in Johannesburg. Proposed Implementation of GNSO Consensus Policy Recommendations for the Protection of IGO & INGO Identifiers in all gTLDs

Dear all, A public comment forum is intended to gather community feedback on the proposed implementation of consensus policy recommendations governing the protection of identifiers for International Governmental Organizations (IGOs) and International Non-Governmental Organizations (INGOs) in all generic Top Level Domains (gTLDs). Specifically, this proposed implementation is limited to those Consensus Policy recommendations adopted by the ICANN Board on 30 April 2014, which were not inconsistent with the Governmental Advisory Committee (GAC) advice received on the topic. These recommendations relate to protection at the top- and second-level for certain specific names of the Red Cross/Red Crescent Movement (RCRC), the International Olympic Committee (IOC), certain IGOs, and INGOs. Empowered Community Power Triggered: Approval of Amendments to ICANN's Fundamental Bylaws

Dear all, 26 May 2017 – On 23 May 2017, the ICANN organization sent a notice[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_en_syste…> [PDF, 238 KB] to the Empowered Community that the ICANN Board has approved[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…> amendments to ICANN's Fundamental Bylaws to move the Board Governance Committee's reconsideration responsibilities to another Board Committee. This notice triggered a series of events that have been set in place for the Empowered Community to consider and approve the amendments before they can go into effect. These events include a Community Forum that will be held on 27 June during ICANN59 for the community to convene and discuss the amendments. Following the Community Forum, each of the groups participating in the Empowered Community will have until 06:59 UTC on 21 July 2017 to provide notice to the Empowered Community Administration of its decision regarding approval of the amendments. Dear all, As you will recall the CSC charter will need to be reviewed by the RySG and ccNSO one year after the CSC has become operational, so starting at or around 1 October 2017. In Copenhagen, the ccNSO Council and RySg agreed to form a small light weight working party that would prepare the Charter review, the agreed timeline is: May- June 2017: draft terms/parameters review (ccNSO and RySG team). - mid – June 2017: Propose terms of reference review to RySG and ccNSO - June agreement/adoption terms of review at ICANN 59. - October 2017 kick-off review - Annual meeting (ICANN 60). Public consultation - Preparation final report, include proposed changes charter - Adoption Final report RySG and ccNSO January/February 2018 - Submit updated charter to GNSO and ccNSO Council for adoption by ICANN 61 The preparatory team is supposed to be very small, preferably 2-3 persons from the ccNSO and 2-3 from RySG. In to prepare the review properly one or two Councilors are invited to participate as well as one person who was involved in the discussions that led to the creation of the CSC. Could you be so kind to consider whether you would be available and willing to participate in the preparatory group? It is expected that it will take 1-2 hours per week for the upcoming weeks leading up to Johannesburg meeting. FYI: Maarten Simon and Martin Boyle have also been asked, as former members/ people close to the initial discussions on the CSC and development of its charter. Please note thatthis small group is about defining the terms of reference for the review it will NOT lead the actual review, which will be conducted by another group, following a call for volunteers to the community.
