The ICANN60 Public Meeting will be held in Abu Dhabi, United Arab Emirates, from 28 October – 3 November 2017. To be eligible for the NextGen@ICANN Program, you must live in the region, be between the ages of 18 and 30, and be interested in Internet governance. Approval Actions process

Dear Colleagues, According to the ICANN Bylaws, the Empowered Community has the right to approve so called Approval Actions. As you know, the ICANN Board proposed changes to the Fundamental Bylaws. This is one of the things that trigger Approval action process. In Johannesburg there will be a Community Forum. During the Comunity Forum everybody can ask their questions. Right after the end of ICANN59, a 21-day period, during which the ccNSO Council has to decide whether to support, object or abstain from the Approval Action, will start. It means that we need to have a guideline in place in order to be ready to take a decision. The Gudelines Review Committee have developed a draft guideline on Approval Actions (Draft Guideline Approval Actions v6.docx). The plan is: 1) The ccNSO Council reviews the draft and discussed it during the upcoming call this Thursday. The most important thing we need to discuss concerns the decision taking process. According to the Rules of the ccNSO from 2004, 10% of ccNSO members may object a Council decision and call for a members' vote. It is quite clear that we cannot squeeze our process into a 21 day period. The GRC proposes two alternative solutions that we are going to discuss on Thursday. 2) After our initial discussion we send the draft to the community for feedback. 3) The GRC analysis the feedback and proposes the finalised guideline to the ccNSO Council. 4) We need to adopt the guideline during our f2f meeting in Johannesburg at the latest! The Approval Actions process is relatively simple. The NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN), as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition. IANA also said that the transition proposal must have broad community support and address the following four principles:   · Support and enhance the multistakeholder model;   · Maintain the security, stability, and resiliency of the Internet DNS; · Meet the needs and expectation of the global customers and partners of the IANA  services; · Maintain the openness of the Internet. The NTIA also said that it will not accept a proposal that replaces the NTIA role with a government-led or an inter-governmental organization solution. Accountability in this context is defined, according to the NETmundial multistakeholder statement (http://netmundial.br/wp-content/uploads/2014/04/NETmundial-Multistakeholder…<https://urldefense.proofpoint.com/v2/url?u=http-3A__netmundial.br_wp-2Dcont…> ) as the existence of mechanisms for independent checks and balances as well as for review and redress. Statements made by various stakeholders, including the ccNSO Council, suggest that current accountability mechanisms need to be reviewed and, if need be, improved, amended, replaced, or supplemented with new mechanisms (see for instance ATRT recommendations) in light of the changing historic contractual relationship with the U.S. Government. Reviewing ICANN’s accountability mechanisms was considered to be crucial for the transition process. The CCWG-Accountability, which charter was adopted by the ccNSO Council, has delivered proposals that have to be in place or committed to before the IANA Stewardship Transition, in light of the changing historical contractual relationship with the U.S. Government (Work Stream 1). The CCWG will now be focusing on addressing accountability topics for which a timeline for developing solutions and full implementation extend well beyond the anticipated IANA Stewardship Transition (Work stream 2). Dear all, ICANN will be holding an informational webinar. This four-day meeting will be focused on policy and advice development work, as well as outreach activities. ICANN will be holding an informational webinar on Tuesday, 16 May 2017, at 1600 UTC to provide the community with a full update on ICANN59, including information on logistics, accommodations and travel. Details on the meeting schedule for Johannesburg will also be shared during the webinar, as well as being posted on the ICANN59 meeting website<https://meetings.icann.org/en/johannesburg59>. The Supporting Organizations and Advisory Committees (SO/ACs) have taken the lead in organizing the meeting's program. As a reminder, there will be no official opening ceremony and no public forums, but networking receptions held each night will allow participants to interact outside of work sessions. Mornings will be dedicated to individual and joint sessions of the Supporting Organizations and Advisory Committees, and afternoons will feature cross-community sessions exploring a variety of topics, including ongoing policy development efforts. It should be noted that Specification 13 has been granted for .PIONEER on 16 July 2015, .FUJITSU on 30 July 2015, .OBI on 25 September 2014, .SHARP on 03 September 2015, and .TOYOTA and .LEXUS on 23 April 2015.
