Dear all, The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking a provider to conduct an independent assessment of the Root Server System Advisory Committee (RSSAC). The provider should have technical knowledge in domain name or Internet server operations, or have experience working with the Root Server System Advisory Committee (RSSAC) or Root Server Operators. The provider should also have an understanding of the root server ecosystem and/or DNS protocol knowledge. The objective of this Request for Proposal (RFP) is to identify an independent examiner that can conduct a comprehensive assessment of RSSAC. ICANN59 Multistakeholder Ethos Award recognized Hiro Hotta and Patricio Poblete

Dear all, This year, the community evaluation panel of the 2017 Multistakeholder Ethos Award recognized two long-time members of the ccNSO community: Hiro Hotta and Patricio Poblete. The awards were presented during day 1 at ICANN59 in Johannesburg, South Africa. The Multistakeholder Ethos Award honors members of the ICANN community who have made outstanding contributions to ICANN's multistakeholder model of Internet governance. Hiro Hotta and Patricio Poblete were selected from a list of 14 nominees as those who best demonstrate the spirit of collaboration, strongly promoting consensus. These recipients have proven their commitment to ICANN's multistakeholder model through decades of active participation and dedication. Hiro Hotta, based in Japan, was recognized for his unwavering commitment to volunteer service, serving in ICANN's community for over 18 years. Starting in 1999, he spent 2 years as a member of the Names Council of the ICANN Domain Name Supporting Organization (DNSO). He is one of the most long-standing members of its successor body, the Country Code Names Supporting Organization (ccNSO) Council. Hiro embodies the spirit of the Multistakeholder Ethos Award through his keenness to engage at all times with fellow councilors and other community members to mobilize consensus on critical policy decisions that affect the names community and ICANN. Hiro also played a pivotal role in developing and deploying Internationalized Domain Names (IDNs), including IDN country code top-level domains (ccTLDs). He spearheaded and contributed to multiple exercises to help communities across the Asia Pacific region to build meaningful Label Generation Panels. These panels ultimately led to the creation of IDN ccTLDs – making the global Internet truly multilingual, accessible, and available to all. Hiro's contributions to this effort cannot be overstated. Chile's Patricio Poblete is recognized for his participation in the ICANN process before the incorporation of ICANN itself. Like Hiro, he was also a member of the DNSO. Patricio was instrumental in moving this diverse community forward to create what today are called the ccNSO, Generic Names Supporting Organization (GNSO), Business Constituency, and Intellectual Property Constituency. He was then one of the original councilors of the ccNSO, on which he served until 2011. Throughout his time in the ICANN community, Patricio has worked both with individuals and across communities to maintain a secure, stable, and trusted Internet that continues to evolve. His commitment to equity, access, and freedom of participation in the digital world has been unwavering. The ability to achieve consensus is the foundation on which the multistakeholder model is built, and Patricio epitomizes this aspect of the multistakeholder environment. Patricio is unique in his ability to think globally while acting locally. Patricio was a driving force in building the Latin American and Caribbean TLD Association (LACTLD). He has worked tirelessly to ensure that the unique needs and views of the Latin American and Caribbean Internet community are represented globally. He served as an effective bridge between the policy and technical communities in Latin America, ICANN, and the Address Supporting Organization (ASO) – leading to the creation of the Latin America and Caribbean Network Information Center (LACNIC). Dear All, ccNSO travel funding is available for a limited set of travelers for the ICANN60 public meeting, taking place between 28 October and 3 November 2017 in Abu Dhabi. The application window opens 29 June 2017 12:00 UTC (noon) and closes 12 July 2017 23:59 UTC. No early/late submissions will be accepted. Funding to attend and participate in ICANN60 is made available to a small set of travelers, who meet the following requirement: They actively participate in the work of the ccNSO, and make a special contribution to its projects and meetings. Examples of contributions to the work of the ccNSO: an active engagement in a ccNSO working group, a presentation at the ccNSO member meeting, or other engagements that strengthen the activities of the ccNSO. Important: Applications which do not clearly state an active contribution, are not eligible and will not be taken into consideration. The funding covers an economy class ticket to the travel destination, the hotel costs for the time of the meeting and a per diem (either full funding, or partial funding). Background, history, work of this WG was discussed extensively during several past meetings. Do we adopt the final paper of the CCWG? Resolution is drafted as follows: to defer decision to next meeting – in July, to wait for outcome of today’s cross-community session. In that case the CCWG will not be closed yet. 2 options: 1. to adopt the paper now 2. defer the decision to next meeting in favour of option 2: unanimously deferred 8.2 request continued exclusion country and territory names in subsequent new gTLD round: letter to the Board in favour of deferring the letter as well: unanimous 9) ccNSO Procedure for the Exercise of the Empowered Community’s rights to Approve Specified Actions 9.1 ccNSO Guideline: ccNSO Procedure for the Exercise of the Empowered Community’s rights to Approve Specified Actions three alternatives: 1. Rejection Action Guideline will be worked on further as soon as the Approval Action Guideline has been finalized. Young-eum With regards to rejection petition, pre-supposed that we have been actively involved in that process. We need to make people aware that a rejection acton petition is imminent, before the community is officially informed. Debbie: abstention. 9.2 ccNSO as Decisional Participant: Approval Action Fundamental Bylaw change supporting the approval action abstention: Stephen Deerhake, since the EC representative should not take position. 10) Participation of the ccNSO in the Abu Dhabi meeting council decides to participate in ICANN60 moved by Abdalla and Alejandra Alejandra: how the ICANN team selects the venue, should take into account other factors in selecting the venue. Katrina: David Olive sent email to SO/AC chairs, where he proposed to discuss the possible need to update the meeting strategy and, and discuss the procedure regarding the selection of venues. Meeting strategy to be reviewed most likely in Abu Dabi. Bart: council to instruct secretariat with chair of the ccNSO meeting programme WG to start review teams, who look into: * Selection venue * Meeting strategy By next meeting (July). 1 abstention by Peter Vergote. Ben Fuller provides oral report on what happened here in Johannesburg. 2 items struck his attention: 1. CCWG on internet governance. The GNSO is opposed on keeping it going as a CCWG. Believe the structure is not appropriate. Main argument: group has a limited timeframe, but it should be an open timeframe 2. meeting with ICANN administration on community engagement. significant amount of discussion on how to measure effectiveness of newcomers and fellows. They want to see a better process on how you measure the effectiveness of both programmes. Alejandra: Suggested the ccNSO to select people who want to be mentors. Empowered Community Powers Triggered: FY18 Operating Plan and Budget, and Updates to Five-Year Operating Plan

Dear all, On 24 June 2017, the ICANN Board adopted ICANN's FY18 Operating Plan and Budget, the FY18 IANA Budget, and updates to the Five-Year Operating Plan. Under ICANN's post-IANA Stewardship Transition Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en>, the Empowered Community has the power to consider and, if they choose, to reject these documents before they go into effect. ICANN's FY18 Operating Plan and Budget, the FY18 IANA Budget, and updates to the Five-Year Operating Plan are the result of 11 months of collaborative work by the organization, community, PTI Board, and ICANN Board Finance Committee. They include: * Highlights of all ICANN Operations * Overview of ICANN's FY18 Budget * Detailed FY18 Operating Plan * Detailed descriptions of portfolios of activities to support the goals and objectives described in the ICANN Strategic Plan for Fiscal Years 2016 –2020, and the updated Five-Year Operating Plan * Detailed lists of projects for each portfolio, with project-level budgeted costs * Summary of changes from the Draft FY18 Operating Plan and Budget The community's continuously increasing participation in the planning process is a cornerstone of ICANN's transparency and accountability to the global multistakeholder community. ICANN thanks all community members who contributed to the development of the budget. In accordance with the ICANN Bylaws Annex D, Section 6.2<https://www.icann.org/resources/pages/governance/bylaws-en/#article6>, the Empowered Community now has the opportunity to trigger the following three actions: * Rejection of the ICANN FY18 Operating Plan and Budget * Rejection of the FY18 IANA Budget * Rejection of updates to the Five-Year Operating Plan Each of these documents will come into effect only after giving the Empowered Community time to consider whether it will raise a petition rejecting the budgets and/or operating plans. Decisional Participants of the Empowered Community have 28 days to bring forth a petition to reject any of these documents. To address concerns raised by a representative of the Empowered Community Administration on the explanation of timing, for clarification, under Annex D, Section 2 of the Bylaws, there is a 21-day period for any Decisional Participant to raise a petition to reject the documents, followed by a 7-day period to obtain support for that petition. For more information on the Petition Process, refer to the ICANN Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en#AnnexD-Section2.2>. If the Empowered Community does not raise a petition, both budgets will go into effect on 22 July 2017. In accordance with the ICANN Bylaws Sections 22.4(a)(ix) and 22.4(b)(ix)<https://www.icann.org/resources/pages/governance/bylaws-en/#article22>, until the budgets are adopted, including throughout an Empowered Community Petition Process, both IANA and ICANN will operate under separate Caretaker Budgets during the period of FY18. With the FY18 Caretaker Budget in effect, the ICANN organization will manage with limited operational impact. As noted in the FY18 Operating Plan and Budget, the ICANNFY18 Caretaker Budget prohibits ICANN from posting new positions and reduces travel and professional fees by 10%. The IANA Caretaker Budget is equal to the FY18 IANABudget to ensure the stability of the IANA functions.
