I will send them in separate emails. --- Resolution No 1 --- The Board requested the ccNSO to look into the use of Emoji as Second level domains as currently some ccTLDs allow registration (for example, see: http://domainincite.com/22575-emojis-coming-to-another-cctld ). Related, there is a need to ensure that the Fast Track Implementation Plan and the overall IDN ccTLD policy refer to the IDNA 2008 suite and its successor, to avoid misunderstanding about the use of Emoji. Following the Board's request, the Council asked the ccNSO Secretariat to draft Terms of Reference for an Emoji Study Group. The suggestion is to defer the decision on call for volunteers to the face-to face meeting, after presentations and discussions on the topic at the Tech Day and ccNSO Meeting days. Draft Decision The ccNSO Council adopts the Terms of Reference for the ccNSO Study Group on use Emoji as second level domains. The call for volunteers will be revisited at the next meeting of the Council. --- Please let the list know if you have any objections to this decision by Sunday, 25 February 2018, 17.00 UTC. Dear all, Following the letter from the Chair of ICANN Board to the SO/AC chairs on 29 January 2018, posted at https://www.icann.org/en/system/files/correspondence/chalaby-to-so-ac-chair… , ICANN org recently released an announcement at https://www.icann.org/news/announcement-2018-02-08-en for nominations of technical experts from GNSO (2), ccNSO (2), SSAC (2) and ALAC (2) to work on recommendations for application of Root Zone LGR. ICANN is forming a technical group to study how to apply the Root Zone Label Generation Rules (RZ-LGR) for the Internationalized Domain Names (IDN) country code top-level domains (ccTLDs) and IDN generic top-level domains (gTLDs). The study group will be composed of technical subject matter experts on IDNs and the RZ-LGR from the Supporting Organizations (SOs), the Advisory Committees(ACs) and the Internet Architecture Board (IAB). The ICANN Board will consider recommendations developed by this study group to determine next steps. Dear all, The ccNSO seeks volunteers for the ccNSO Review Working Party, to start process of the second ccNSO Organisational Review. The roles and responsibilities of the ccNSO Review Working Party are further detailed below. Closing date of this call for volunteers is Friday, 2 March 2018, 23:59 UTC.  Workload & working method Every member needs to be able to invest a few hours per month towards the work of the group. The group meets through telephone conferences, and potentially in face-to-face meetings during the ICANN meetings. However, most work is done online. Who can join? Membership of the ccNSO Review Working Party is open to all ccTLD managers, whether members or non-members of the ccNSO. Members from the ccNSO Guidelines Review Committee (GRC) are invited to join the Working Party as well. In order to prepare for the webinar, a copy of the draft guideline will be shared with the ccTLD community shortly. Background According to the ICANN Bylaws, the Empowered Community needs to approve certain actions to become effective (“Approval Actions”). The Empowered Community (EC) includes the ccNSO. Immediately following our meeting on 8 January with you and other members of the OEC/SSR2 Board Caucus Group, we met to discuss progress within our various SO/ACs with a view to outlining a clear process towards re-start of the SSR2 Review Team. Specifically, within the SO/ACs we are reviewing the current skills matrix and membership and taking steps to further develop the membership team, in particular where skills gaps may be present. This is an area where we feel the SO/ACs can proactively lead, given that it has been our role from the start to establish the membership of the group. We appreciate that one of the "expected outcomes" of our meeting with you on January 8th was the offer of "any particular help from Board or Org". After further discussion, we wish to request the support of the OEC/SSR2 Board Caucus Group for the involvement of an external facilitator to assist the members of the SSR2 RT in resolving issues of scope, membership, and other issues as raised by the RT members. We believe that an external facilitator would help the group to coalesce around common goals, establish leadership for the work ahead, and transition ASAP to a normal working capacity. The primary aim of the external facilitator would be to facilitate this transition process, with a view to winding facilitation down when RT members and leaders consider that issues are satisfactorily resolved to continue their work. While conscious of the FY19 budget constraints, we believe that the concerns raised by the Board as to the RT's success and the profile and importance of the SSR2 as the first post-IANA transition review amply justify the resource expenditure. We are likewise conscious of the value of SSR2-RT returning to normal status as soon as possible, so consider this request to be our top priority in these final weeks before ICANN61 in San Juan. We are prepared to discuss the matter in San Juan but hope that a decision can be taken prior to the end of ICANN61 to enable a timely progression to next steps. Based on discussions with the SSR2 Review Team (RT) at ICANN60, a confidential survey conducted by the SO/AC Chairs of RT members, and one-on-one discussions between RT members and their respective SO/AC leaders, our understanding is that there are two areas where the RT believes that they could benefit from enhanced MSSI support. 1. Better records of RT meetings, both face-to-face and teleconferences. Currently MSSI support provides a record of decisions made by the RT and Action Items (for both RT members and MSSI staff). In addition to these current efforts, the Review Team requests that high-level notes of discussions be captured during the meetings, similar to the notes that are taken by staff for many CCWG meeting discussions as well as for GNSO PDPs, and comparable to the records of Board discussions that often form a part of Board minutes. The SO/AC Chairs consider that this request is reasonable. 2. Improved response to RT requests. RT members have expressed a concern that ICANN (via MSSI staff) has been slow in providing answers to questions and further information. Clearly this is a subjective issue, both in regard to how quickly responses should be provided and to what extent requests are reasonable and able to be addressed within the expected response time. Nevertheless, as it has been identified as a concern of RT members and is potentially hindering the RT's effectiveness, we believe that this should be addressed. The SO/AC Chairs suggest the following: a) For all requests for information (which are already logged as MSSI Action Items), MSSI to the extent practical should estimate expected response time and track response time. b) When a response cannot meet expectations, the RT should be notified with an amended expectation and explanation for the extended time needed. c) If the RT or RT leadership believes that the response or response time in any given instance is unsatisfactory, this should be raised with MSSI staff. d) If the question cannot be responded to or requires clarification, or if ICANN org for some other reasons does not feel the request is appropriate, MSSI must flag this as a "critical issue" to be addressed. Such "critical issues" may also be raised by RT leadership, RT members, MSSI or other ICANN staff in the event of a disagreement on resources or information availability. To the extent possible, a rationale should be clearly expressed to enable the RT to understand the situation. e) Any such "critical issue" should be explicitly noted as an Action Item. A small group consisting of the Board Liaison to the RT, one member of MSSI staff and one from the RT leadership (or one that the RT leadership appoints) will work to either ensure that adequate resources are made available or RT expectations are reset at a more appropriate level or whatever other action is appropriate to allow the issue be resolved. Immediately when a "critical issue" is raised, the OEC and SO/AC Chairs should be notified, and both OEC and SO/AC Chairs should, if at least one of the three persons in the subgroup so requests, help by having a representative participate in the discussions. f) the process above should be considered for inclusion in the Operating Standards.
