Dear Councillors, As you may recall from our recent Council call, we have adopted the Guideline: ccNSO Procedure for the Exercise of the Empowered Community’s Rights to Reject Specified Actions. According to the guideline, we must appoint Rejection Action Petition Manager and deputy Rejection Action Petition Manager, as well as two members of the Rejection Action Petition Review Committee. Neither Stephen, nor I can be appointed. The ccNSO Secretariat has sent out a call for volunteers. So far, we have only one volunteer (thank you, Pablo!) - hardly enough to fill in four positions. If by Monday three more Councillors do not step forward, I will be forced to initiate the undemocratic procedure of appointing people myself. Please, be more active (or else!). Nominating Committee Review: Final Report Now Available

Dear all, Analysis Group, the independent examiner performing the second ICANN Nominating Committee (NomCom) Review, published its final report. Read the announcement: https://www.icann.org/news/announcement-2018-06-05-en The final report includes an assessment of the NomCom and 27 recommendations for improving its operations. Analysis Group presented its findings and resulting recommendations for improvement in three categories: * Composition and Responsibilities of the NomCom Members * Processes of the NomCom * Additional Topics The final report published today considers comments on the draft final report published [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_public-2…> on 27 March 2018, input provided during the public webinar [community.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_x_…> on 10 April 2018 and any other feedback Analysis Group may have received. Next Steps The NomCom Review Working Party [community.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_x_…> (RWP) will prepare a feasibility assessment and initial implementation plan (FAIIP) based on the final report. This will include an analysis of recommendations in the final report for usability and prioritization, provisional budget implications, anticipated resources and the proposed implementation timeline. Analysis Group and the RWP respectively will then present the final report and the FAIIP to the ICANN Board's Organizational Effectiveness Committee (OEC). The OEC will make a recommendation to the Board on next steps. The review also assesses whether the improvements resulting from the last review (2007-2010) were effective. Dear Councillors, Following the 24 May ccNSO Council meeting, please find included the call for volunteers for the CSC Selection Committee of 6 (six) Councillors - one from each of the five regions and one NomCom appointed Councillor. The role of the CSC Selection Committee: 1) consult with the RySG on the CSC members (as described in the CSC charter) and 2) consult with the GNSO on the full slate (members + liaisons) of the CSC (as described in the Section 17.2 of the Bylaws and the CSC Charter). Note that as agreed on the Council call, the CSC Selection Committee is mandated to discuss the candidates with the RySG and the GNSO - AND - to adopt the full slate on behalf of the ccNSO Council. Availability Please note that people on the Selection Committee are expected to be available for consultations (including calls) and must be eligible to vote. This means that they will not apply for CSC membership. Background The CSC<https://www.icann.org/iana_imp_docs/41-csc-charter> monitors PTI’s performance of the IANA naming function by analyzing performance reports on a monthly basis and publishing its findings. It is authorized to undertake remedial action to address poor performance, and if performance issues are not remedied, the CSC is authorized to escalate the performance issues to the ccNSO and GNSO for consideration. Additionally, the CSC may recommend changes to the naming Service Level Expectations as well as enhancements to the provision of the IANA naming services. On May 27, 2016, the ICANN Board approved new ICANN Bylaws that require the establishment the CSC to these specifications<https://www.icann.org/resources/pages/governance/bylaws-en>. On June 1, 2016, ICANN sent a request<https://www.icann.org/iana_imp_docs/51-csc-request-for-appointment-v-v1> to the Supporting Organizations, Advisory Committees and Registry Stakeholder Group (RySG) to initiate their respective processes to appoint candidates to serve on the CSC. On August 10, 2016, the ccNSO and GNSO councils approved the inaugural CSC membership composition<https://www.icann.org/iana_imp_docs/93-joint-ccnso-gnso-statement-on-csc-me…>. In October 2018 the term some of the members and liaisons of the CSC ends. To ensure continuity, ICANN Org will initiate the process for a call for volunteers for the CSC shortly. By sending an invitation to the ccNSO, RySG, SSSAC and GAC to start the selection process of members and/or liaisons according to their own rules and procedures. After the selection the ccNSO and GNSO Council need to approve the full slate of the CSC members and liaisons (envisioned mid-September 2018) Note that none of the current members or liaisons is term limited. According to section 17.3 of the Bylaws and the current Charter of the CSC, amendments to the Charter are only effective if ratified by a simple majority vote of each the ccNSO and GNSO Councils according to their own rules and procedures and after a public comment period was followed. Dear all, This is a final reminder that we are seeking 2 councillors, one to serve as Rejection Action Petition Manager and one as Rejection Action Petition Manager back-up. To date, only 1 councillor stepped forward. The Guideline: ccNSO Procedure for the Exercise of the Empowered Community’s rights to Reject Specified Actions, as adopted on 24 May 2018, can be consulted here: https://ccnso.icann.org/sites/default/files/field-attached/guideline-reject… [ccnso.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__ccnso.icann.org_sites_…> The Rejection Action Petition Manager(s) will, inter alia: ● Attend any publically available conference call with the Decisional Participants should either a Petitioning Decisional Participant or a Supporting Decisional Participant submit a request to ICANN for such a call ● Attend any Rejection Action Community Forum, should one be requested in a Supported Rejection Action Petition. ● Attend any additional Rejection Action Community Forums if a Decisional Participant or the Empowered Community Administration elects to hold them. ● Provide prompt and accurate accounts of developments relating to the Rejection Action Petition or Supported Rejection Action Petition to the ccNSO Council and the ccNSO Community. ● Manage the Rejection Action Process on behalf of the ccNSO in accordance with Annex D Article 2 of the ICANN Bylaws. Background During its 24 May meeting, the ccNSO council adopted the Guideline on Rejection Action Procedures. To deal with this issue as best as possible, the GRC proposed that a limited number of Councillors (2) manage the Rejection Action process, in light of the critical role of the ccNSO Council in the process. A core role has been designed for the Rejection Action Petition Manager. To make sure that we do not create a single point of failure, a Rejection Action Petition Manager back-up is needed as well. According to the ICANN Bylaws [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>, the ccNSO is one of the Decisional Participants of the Empowered Community (EC). The ccNSO, as decisional participant, shall act through its chair or another person as may be designated by the ccNSO. Stephen Deerhake (.as) as ccNSO appointed member of the EC Administration, and ccNSO Council chair Katrina Sataki cannot apply for the position of Rejection Action Petition Manager and back-up.
