Dear all, This is a final reminder, that we are seeking 2 councillors as members of the Rejection Action Petition Review Committee. To date, nobody has stepped forward. The Rejection Action Petition Review Committee will evaluate any Rejection Action Petition received by the Rejection Action Petition Manager to ensure that it meets the requirements for a Rejection Action Petition as set forth in Annex D of the Bylaws and advise the ccNSO Council accordingly. The Rejection Action Petition Manager will be the Chair of the Rejection Action Petition Review Committee and will be responsible for organising the work of the Rejection Action Petition Review Committee and for all communication between the Rejection Action Petition Review Committee and the ccTLD community. Rejection Action process: Save the dates in your calendars!

Dear All, As you will have seen, the ICANN Board met on 30 May to consider the FY19 Operating Plan and Budget and FY19 Five‐Year Operating Plan Update (see: https://www.icann.org/resources/board-material/agenda-2018-05-30-en) and adopted both the Budget and Operational Plan. We, as a Decisional Participant, have received the respective notification (which was already forwarded to you). This notification initiated the Rejection Action Petition Period with respect to the FY19 ICANN Budget and Operating Plan. Stephen has already informed the ccTLD community. As you know, we have recently adopted the ccNSO Guideline pertaining to the Rejection Action Process. Accordingly, the ccNSO Council MAY need to decide, no later than on Day 20 of the rejection Action Petition Period, on petitions we receive, if any, and no later than on day 27 into the process, on any request for support. For this reason, I have asked the Secretariat to tentatively schedule a Council call for Thursday 21 June 2018, at noon UTC, and meeting on Thursday 28 June at 08.00am local time. Purpose of the meetings is to decide on a Rejection Action Petition, if any, on 21 June 2018 and whether to support a Rejection Action from another Decisional Participant on 28 June 2018. ICANN Board Adopts the FY19 Operating Plan and Budget

Dear all, On 30 May 2018, the Board of Directors of the Internet Corporation for Assigned Names and Numbers (ICANN) adopted ICANN's FY19 Operating Plan and Budget, and updates to the Five-Year Operating Plan. Under ICANN's post-IANA Stewardship Transition Bylaws [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>, the Empowered Community has the faculty to review, consider, or reject these documents before they go into effect. ICANN's FY19 Operating Plan and Budget and updates to the Five-Year Operating Plan [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…> are the result of 11 months of collaborative work between the ICANN organization, the community, the PTI Board, and the ICANN Board Finance Committee. These documents include: * Highlights of ICANN Operations, including a summary of changes from the Draft FY19 Operating Plan and Budget. * An Overview of ICANN's FY19 Budget. * A Detailed description of the FY19 Operating Plan. * Detailed descriptions of the portfolios of activities supporting the goals and objectives described in the ICANN Strategic Plan for the Fiscal Years of 2016 to 2020, and the updated Five-Year Operating Plan. * Detailed lists of projects for each portfolio and project-level budgeted costs. The continuous participation of the community in the planning process is a cornerstone of ICANN's transparency and accountability to the global multistakeholder community. ICANN thanks all community members who contributed to the development of the budget. According to the ICANN Bylaws Annex D, Section 6.2 [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>, the Empowered Community now has the opportunity to consider if the following powers should be exercised: * Reject the ICANN FY19 Operating Plan and Budget. * Reject updates to the Five-Year Operating Plan. These documents will go into effect after giving the Empowered Community the time to consider if they will raise a petition rejecting the budgets and/or operating plans. Decisional participants of the Empowered Community have 28 days to bring forth a petition rejecting any of these documents. In this sense, under Annex D, Section 2 of the Bylaws, there is a 21-day period for any decisional participant to raise a petition to reject documents, followed by a 7-day period to obtain support for the petition. If the Empowered Community does not raise a petition, the budget will become effective 1 July 2018. What Is the Empowered Community? The Empowered Community is the mechanism through which ICANN's Supporting Organizations (SOs) and Advisory Committees (ACs) can organize under California law to legally enforce community powers. The community powers and rules that govern the Empowered Community are defined in the ICANN Articles of Incorporation and Bylaws. Who Can Participate in the Empowered Community? All of ICANN's SOs, At-Large, and Governmental ACs, can be decisional participants in the Empowered Community, including: * Address Supporting Organization (ASO) * Country Code Names Supporting Organization (ccNSO) * Generic Names Supporting Organization (GNSO) * At-Large Advisory Committee (ALAC) * Governmental Advisory Committee (GAC) How Does the Empowered Community Use Its powers? SCHEDULE CHANGE: Joint ccNSO / GNSO session at ICANN62

Dear Councilors, We would like to inform you of a scheduling change in Panama City - ICANN62. The joint session with the GNSO Council has been moved from Monday (25 June) evening to Wednesday (27 June) from 8:00-9:00am in the GNSO room (Salon 7). I have been told coffee and "light snacks" will be available. Apologies for the late change and inconvenient time (for some). The change was necessary to ensure a meeting with the GNSO and to avoid conflict with the ICANN community networking hour. The other Council-related sessions are: Strategic Outlook Trends Identification Session (with the SOP) Monday, 25 June | 10:30-12:00 ccNSO Council Preparatory Meeting (lunch provide) Monday, 25 June | 12:15-13:30 Council Face to Face Meeting Wednesday, 27 June | 17:00-18:30 I will send a follow up email with remote participation details as the information becomes available.
