Dear All, This email is a reminder about the "ccTLD World List (cctldworld(a)icann.org<mailto:cctldworld@icann.org>) ", including information about its purpose and instructions on how to subscribe. The ccTLD World list is a ccNSO mailing list, created to facilitate the exchange of information and general discussion on the IANA naming functions and related issues, including related reviews, accountability mechanisms and procedures. It is an un-moderated forum, and robust discussion is encouraged. A light-touch administration policy is enforced. Who is eligible to be subscribed to the ccTLD World mailing list? According to its procedural documentation (published here<https://ccnso.icann.org/sites/default/files/field-attached/cctld-world-list…>) the mailing list is open to: * The administrative contact and/or technical contact of a ccTLD Manager, as specified in the IANA database, regardless of ccNSO membership * The primary contact of the ccTLD Manager, as specified in the ccNSO member database, or any alternative address as authorised by the primary contact of the ccTLD manager * The secondary contact of the ccTLD Manager, as specified in the ccNSO member database * Observers from Regional ccTLD registry organisations, as identified by their manager or board; * The members of the ccNSO Council, with their individual e-mail addresses; * The ccNSO secretariat; * For the duration of their appointment, ccNSO appointed member(s) to the: * ICANN Board of Directors * Customer Standing Community (CSC) * Root Zone Evolution Review Committee (RZERC) * Empowered Community Administrative Committee (ECA) * Review Teams How to subscribe/unsubscribe? Dear Eberhard, Thank you for the references to the Bylaws and our internal documents. Do I understand you correctly that you are not concerned anymore that the democratic option ‘None of the above’ (that would give ccNSO members the power to select Board members they support) is in breach of the Bylaws? The way I read your email now is that you believe we are in breach of the articles you mention because the members did not vote/approve all the internal guidelines of the ccNSO, am I correct? So, the question is: Do we need to have members vote when develop or change a guideline? Let’s assume that ICANN Bylaws or Rules of the ccNSO (the internal document from 2004) require us to have a members vote to change an existing or approve a new internal procedure (we call them guidelines). If that was the case, then every thing that the ccNSO had done for the past at least 12 years, - that would include all Council elections, all Board appointments, appointments to CSC, RZERC, IFRT, etc. – should be considered null and void because ccNSO members have never voted either on those guidelines or their changes. That would be absurd at least. Luckily, it is not the case. As you noted, the Bylaws say, “The ccNSO Council, subject to direction by the ccNSO members, shall adopt such rules and procedures for the ccNSO as it deems necessary”. We call our internal procedures “Guidelines”, except the first guideline which was named “The Rules of the ccNSO”. I do not know why there is such inconsistency in terminology – the Guidelines Review Committee is trying to correct that but I can’t say we always succeed. The clauses about the members vote, i.e. “These rules will become valid if approved with a vote…” and “A change will become valid only if approved with a vote of greater than 66% at a general meeting, or by electronic vote” apply to that particular document, i.e. the Rules of the ccNSO, not to all other internal procedures. For all other decisions, including adoption of internal procedures as described in the Bylaws, the Rules of the ccNSO clearly define another process, i.e. “If during that seven day period, 10% or more of the members notify the Council Chair of their objection to the decision, it shall automatically trigger a membership vote to ratify or veto the decision.” The guidelines are discussed and drafted by the community members, approved by the ccNSO Council and (as the Rules of the ccNSO require) within 7 days of the Council decision 10% of the members may call for a vote. Conveniently, the Rules of the ccNSO also have a clause that describes how a call for a members vote can be initiated outside the 7 days period: “5.1 An electronic vote of the members can be initiated by any of the following: 5.1.1 The ccNSO Council 5.1.2 The Chair of the ccNSO Council 5.1.3 10% of the members” Speaking about the clause “In the event this guideline does not provide guidance and/or the impact is unreasonable, the Chair of the ccNSO Council will decide upon any questions or issues”, it is not new. As far as I can tell, it has been in this guideline forever, or at least in 2008. See: https://ccnso.icann.org/about/guidelines-board-selection-procedure-08may08-… Furthermore, the same clause is included in every guideline that we have adopted (the new guidelines now come with a slightly revised wording which the GRC thought was much better). As we have learnt time and time again, it is impossible to foresee each and every situation that may occur. This clause is there to ensure that we do not get stuck due to the fact that some small detail has not been foreseen and described. You also raised the question about the Annual General Meeting of ccNSO members. We meet three times a year. We have never labelled any of the meetings ‘Annual General Meeting’ as a matter of course. As the ICANN holds AGM as the third meeting of the year and we have a meeting at ICANN’s AGM, we can consider that as such too. The workshop is scheduled for Sunday, 3 November from 13:30-18:30 local (blocks 3, 4 and 5). closure: call for nominations ICANN Board Seat 11

Dear all, On Wednesday, 2 October 2019, 23.59 UTC, the recent call for nominations for the position of ICANN Board seat 11 was closed. After closure of the nomination period, the Nomination Manager will ask the candidates that are nominated and seconded whether they accept their nomination. The deadline for acceptance of the nominations is Thursday, 10 October 2019 (23:59 UTC). Following this deadline, the list of candidates will be published on the ccNSO website. An election will be held - starting in January 2020, after completion of the due diligence verifications - according to the timeline previously agreed upon by the ccNSO Council. The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council. A Q&A session will be held at the upcoming ccNSO Members Meeting at ICANN66 in Montréal, Canada. This Q&A session will provide the ccNSO members and broader ccTLD community an opportunity to interact with the candidates. Session chair is Byron Holland (.ca), Vice Chair to the ccNSO Council. By November 2020, Chris will have served 3 terms on the Board: therefore, he is not eligible for reappointment. Requirements for suitably qualified candidates * Citizenship or domicile Bylaw Article 7 – Section 7.2 (c) [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…> states: "(c) In carrying out their responsibilities to nominate Directors for Seats 9 through 15 for designation by the EC, the Supporting Organizations and the At-Large Community shall seek to ensure that the Board is composed of Directors who, in the aggregate, display diversity in geography, culture, skills, experience, and perspective, by applying the criteria set forth in Section 7.3, Section 7.4 and Section 7.5. The Supporting Organizations shall ensure that, at any given time, no two Directors nominated by a Supporting Organization are citizens from the same country or of countries located in the same Geographic Region. For purposes of this Section 7.2(c), if any candidate for Director maintains citizenship or Domicile of more than one country, that candidate may be deemed to be from either country and must select in his or her Statement of Interest the country of citizenship or Domicile that he or she wants the Supporting Organization or the At-Large Community, as applicable, to use for nomination purposes. Accepting nominations and due diligence verifications After closure of the nomination period, the Nomination Manager will ascertain whether the nominee(s) formally accept their nomination(s). The deadline to accept nominations is Thu, 10 October 2019 (23:59 UTC). On Friday, 11 October 2019 (latest by 23:59 UTC), the Nomination Manager shall provide a list with the name(s) of the candidate(s) who have accepted their nomination. Candidates need to be aware that they will be approached by the external due diligence provider to sign a consent form before the actual due diligence will begin. In the event a candidate does not provide consent or rescinds the consent to undergo the due diligence process, the Council will be informed, and the candidacy of that person will be ended. After completion of the due diligence process, the Chair of the ccNSO Council will be informed of the outcome and inform the Council (with the exception of a potential candidate who is still a Councillor), i.e., only whether concerns have surfaced, which warrant further consideration and decisions. Candidate Statements The Nomination Manager will ask candidate(s) to provide a written candidate statement. A Q&A session will be held at the upcoming ccNSO Members Meeting at ICANN66 in Montréal, Canada. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates. In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website. Elections Bylaw Article 10 – Section 10.3 (i) [icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…> states: "(i) The ccNSO Council shall nominate individuals to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such nomination must have affirmative votes of a majority of all the members of the ccNSO Council then in office. Notification of the ccNSO Council's nominations shall be given by the ccNSO Council Chair in writing to the EC Administration, with a copy to the Secretary, and the EC shall promptly act on it as provided in Section 7.25." Even if there is only one candidate that accepted nomination for ICANN Board seat number 11, an election will be held, to allow the ccNSO members to either cast their vote for the candidate, or to select the option “none of the above”. The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council.
