Dear All, The ccNSO Meetings Programme Committee is seeking a limited number of presenters for the upcoming ccNSO Member Meeting (ccTLD news session) at the March 2020 ICANN Community Forum in Cancun (ICANN67<https://meetings.icann.org/en/cancun67>). The ccNSO Members Meeting will take place on Tuesday, 10 and Wednesday, 11 March 2020. ccTLD managers interested in presenting at the ccTLD News Session are kindly invited to contact Joke Braeken (joke.braeken(a)icann.org)<mailto:joke.braeken@icann.org)>, no later than Thursday, 19 December 2019 (23:59 UTC). The ccNSO Meeting Programme Working Group invites you to share your best practices, project solutions, implementations and case studies by presenting at the ccTLD news session, covering for instance recent developments, ccTLD activities and ccTLD management related topics, both from an operational, marketing or legal point of view. Final Reminder | Call for Volunteers: Root Server System Governance Working Group (RSS GWG)

Hello all, This is a final reminder that the ccNSO seeks volunteers. The call for volunteers closes today, Monday, 16 December 2019, 23:59 UTC. The ICANN Board recently passed a resolution to initiate the Root Server System Governance Working Group (GWG): consequently, the ccNSO seeks two (2) volunteers for the Root Server System CWG. The GWG is the core of the community-driven process to develop a final cooperation and governance model for the Root Server System (RSS). This call for volunteers opens Tuesday, 26 November 2019 (00:01 UTC) and closes Monday, 16 December 2019, 23:59 UTC. Further background details, information on how to join as well as the Candidate Qualification requirements and the selection procedure are included below. Purpose and Mandate The GWG is the core of the community-driven process to develop a final cooperation and governance model for the Root Server System (RSS). The GWG shall embrace the principles outlined in “RSSAC037: A Proposed Governance Model for the DNS Root Server System” (RSSAC037). Workload & working method The GWG work plan estimates a two-year effort. However, most of the work for the GWG will take place in the first year. The GWG will determine its work cadence: Regular teleconferences (e.g., every other week) will drive the process with potential work sessions at ICANN Public Meetings as necessary. In carrying out its work, the GWG shall embrace the principles outlined in “RSSAC037: A Proposed Governance Model for the DNS Root Server System” (RSSAC037) and refer to RSSAC037 and the Concept Paper as source documents, as well as the feedback from Public Comment. Who can join? The ccNSO appointed members to the RSS GWG can be representatives from all ccTLD managers listed in the IANA database, whether members or non-members of the ccNSO. * Candidate qualification requirements Candidates should possess the following qualifications: · Direct experience and in-depth knowledge of the DNS Root Server System as it relates to ccTLD registry operations · Analytical skills, ability to interpret quantitative and qualitative evidence, and capacity to draw conclusions purely based on evidence. · Able to work and communicate in written and spoken English. · Effective communication skills. · Experience in managing and/or participating in committees (e.g. meeting coordination, reporting, and escalation) in order to contribute meaningfully to the work of the GWG. · Demonstrated ability in relationship management to support diplomatic discussion, consensus driven decision making, and productive negotiation. * Composition of the RSS GWG The GWG shall comprise ten (10) invited representatives due to their subject matter expertise: · Two (2) from the Country Code Names Supporting Organization (ccNSO) · Two (2) from the Internet Engineering Task Force/Internet Architecture Board (IETF/IAB) · Two (2) from the Registries Stakeholder Group (RySG) · Three (3) from the Root Server Operators (RSOs) · One (1) from the Security and Stability Advisory Committee (SSAC) The GWG shall also comprise three (3) liaisons: · One (1) from the ICANN Board · One (1) from the Internet Assigned Numbers Authority (IANA) · One (1) from the Root Zone Maintainer (RZM) As per its charter, the GWG shall elect from its representatives a chair to manage its work and preside over GWG meetings. * Compensation RSS GWG members are not compensated. The ccNSO has a limited number of travel funding slots for those participants that actively participate in the work of the ccNSO and makes a special contribution to its projects and meetings. Action items Action Item 156-01: The Chair of the Council is requested to inform the Chair of the Customer Standing Committee and GNSO accordingly. (approval IANA Naming Function SLA Change): Completed Action Item 156-02: The chair of the ccNSO is requested to notify the Empowered Community Administration in writing of this decision as soon as possible and forward this notice to the Secretary. IDN ccTLD related work items ccPDP 4 & Bylaw change Launch PDP ccPDP 4: request for Issue report, appointment Issue Manager and adoption initial timeline For decision: In order to launch ccPDP4 the Council will need to take the following decisions: Request an Issue report (ICANN Bylaws, Annex B section 1 and 2). Written request (Council resolution) which describes the topics/ issue at high level that needs to be addressed. The request for the issue report will determine the breadth and width of the issues to be addressed and hence whether the policy development process Appointment of the Issue manager. The role of the issue manager is defined in Annex B. Main tasks are effectively to manage the process, which includes ensuring progress and reporting. Tentative timeline to receive the Issue Report. Unless otherwise defined, the issue report should be available within 15 days after appointment. However to ensure an adequate basis for the next Council decision, for example the required Opinion of ICANNs general Council on whether the issues are within the scope of the ccNSO and requirement to draft comprehensive Issue Report, the suggestion is to request the Issue Report by mid- February 2020. This would allow the Council to initiate the PDP prior to the Cancun meeting and use that meeting for PDP4 work. Appointment an oversight committee. Although not required, the ccNSO PDP allows for the creation of a Council committee that will oversee the Issue Manager, at least during the first stage of the process. Experience in the proceeding PDP’s has shown that this mechanism ensures an adequate definition of the issues at stake and progress. If Council intends to appoint such a committee it is suggested to appoint one Councillor from every region under chairmanship of the chair of the ccNSO. Our goal is to present the sixth annual award at the ICANN68 Policy Forum in Kuala Lumpur. We would like to have up to two (2) members from each of your communities to help choose the recipient(s) of the award. In order to achieve the goal of presenting the award at ICANN68, we will announce the opening of the recipient nomination period on Monday, 16 December. That nomination period will run through the 20 March 2020. Thanks to good feedback from panelists who served on the last year’s selection panel, we will monitor the number of nominations closely and work with the panelists proactively to encourage more nominations, if needed. An initial panel call before ICANN67 will enable collaboration while the nomination period is still open. Please find attached an overview document outlining the program details. In the meantime, between now and 27 January 2020 we would like you to identify interested community members from your communities to help select the recipient(s) of the award. Following the framework used for the previous awards, we would like to offer you the opportunity to name up to two people from your community (including yourself if you would like) to comprise the panel that will select the award recipient(s). I would like to take this opportunity to thank panelists who served on previous panels and helped shape the award process for the future. Moving forward it would be ideal for panelists to serve a maximum of two consecutive terms on the selection panel to ensure diversity and variety of input and equal opportunity among community members to take part in this valuable effort of fellow recognition. Alternatively, it would be great if one of the two slots could be rotated, for the reasons listed above. Please note that volunteers who previously served on the selection panel are welcome to serve again, if they wish to do so, bearing in mind some diversity of input and a two consecutive term cap if possible. With appropriate staff support, we envision the workload of the selection panelists will be limited. Some time will be necessarily devoted to reviewing nominations, but we expect weekly one-hour calls from the end of March to June to discuss the process, review the nominations, and select the award recipient. Dear All, As IGLC Chair Pierre Bonis just mentioned here at ICANN66 in Montreal, the IGLC continues to seek your input, via a survey. The survey will close at the end of 2019. The ccNSO Internet Governance Liaison Committee (IGLC) aims to create a repository of events, programmes or initiatives in the Internet Governance area, that address ccTLD-relevant topics. ICANN Publishes Updated Domain Name Marketplace Indicators

Dear All, ICANN today announced the release of updated industry metrics as part of its Domain Name Marketplace Indicators initiative. The initiative presents statistics related to generic top-level domains (gTLDs) and country code top-level domains (ccTLDs) with the aim of fostering greater transparency for reputable information on the evolution of the domain name marketplace. View the updated metrics here : https://www.icann.org/resources/pages/metrics-gdd-2015-01-30-en The metrics released as part of this initiative encompass three categories and six dimensions: * Robust competition: registrant choice, registrant domain adoption, service provider marketplace entry, service provider competition. * Marketplace stability: service provider contractual compliance. * Trust: industry safeguards. ICANN plans to continue to expand the initiative's coverage of shortlisted indicators and publish these statistics twice a year in order to track progress against its goal of supporting the evolution of the domain name marketplace to be robust, stable, and trusted. A complication regarding the recent Decisional Participant endorsement of the ICANN Boards modification to Section 18.7(b)

Greetings Katina, Within the last few hours, I have been contacted by Maureen Hilyard, Chair of the At Large Advisory Committee, that ICANN org has reached out to her regarding the ALAC’s final position regarding the Board’s action with respect to the change to Bylaw 18.7(b). She, acting as Chair of ALAC, on 20 September 2019 transmitted correspondence to both the Empowered Community Administration and the ICANN Corporate Secretary regarding the At Large Advisory Committee’s approval of the Board’s action with regard to the modification of Bylaw 18.7(b) that was requested by the ccNSO. The outstanding question is whether this submission of the ALAC’s position was “too soon”, and in contradiction to the language in Annex D, Section 1.4(a). It appears that it might be, and thus, at the end of the day, the ALAC may be considered by the ICANN Corporate Secretary to “have abstained” from a decision on this Bylaw change. If the ICANN Corporate Secretary determines this to be the case, it calls into question the validity of the correspondence that I sent on behalf of the Empowered Community Administration regarding the certification of the opinions of the Decisional Participants regarding the Board’s action regarding Bylaw 18.7(b). Technically, the Board’s action with regards to 18.7(b) should stand, as even with the loss of the ALAC’s support, there are still four Decisional Participants standing in support of the Board’s action with regard to 18.7(b), and none opposed.. However, there is no precedent for “corrective” correspondence from the Empowered Community Administration to the ICANN Corporate Secretary with respect to this matter. I have corresponded with the relevant ICANN org personnel that are engaged in this matter, and have (a) stated the obvious intent of ALAC to support this change to 18.7(b), and (b) urged them to seek a ruling from ICANN legal with regards to the timing of ALAC’s announcement of support for the Board’s action.
