Retirement from the CSC

Dear CSC Colleagues, This note is to inform you that I will not be standing for re-appointment to the CSC. I have decided to step down at the end of my term. It has been an honour to participate in the work of the CSC over the past 3 years. As we know, the CSC was born out of the uncertain times of the IANA transition and we had not just an important role, but also much work to do in bootstrapping our committee's culture, norms, and behaviours as well as our processes and procedures. It was a real working committee and we did the heavy lifting with without drama - we just got the work done! Over the past three years we have built a strong and positive relationship with the IANA team; we have built out enduring processes that the community can rely on, and, I believe, have served our communities well. It took many hands to get this all done, starting from an effective Charter Drafting team and the commitment of the GNSO and the ccNSO to make this committee work. There are many people to thank, but I would certainly like to call out Naela and the IANA team who approached this dramatic change 3 years ago with an open mind and who have worked continuously to live up to the community's needs as well as continued to improve their services and reporting. Well done! To Bart and Ria, who kept the process moving and provided wise counsel on many occasions. Also, I would like to thank my colleague Allan, who did much heavy lifting and wrote many drafts for the benefit of us all. Mostly, of course, I would like to thank my colleagues on the CSC, both the Members and the Liaisons, current and former, for their collective commitment to volunteering for this important function, and for doing all the work required to get the Committee and its processes up and running for the benefit of the entire community. It has been a pleasure and an honour to work with this team and I am entirely confident the CSC will be in very good hands going forward. Dear Byron, Thank you for your note and if I may echo what Gaurav said, you have been an excellent leader for this group. You helped us all successfully navigate a new territory post the IANA Transition. You fostered a truly collaborative and collegial environment for all of us to work together and feel safe to express our ideas and thoughts on whatever we were trying to figure out. I have personally learned a lot from you and will truly miss your leadership on the CSC after your term ends. Thank you again for all your work to make the CSC a success. We will miss you. Byron, Let me be one of the first to thank you for your invaluable service on the Customer Standing Committee since its inception. Under your leadership, the CSC established a strong Community relationship with the PTI, and established a workable and accountable relationship between the Community and PTI. I thank you for that. As a result, there is a solid level of trust between the Community and the PTI, which is key to the continuing success of this grand endeavor. For Decision: New Timeline and re-launch call for expression Interest CSC member

Dear all, As you may have noted, to date the secretariat has not received a responde to the call for expression of interest as member of the CSC (see announcement: https://ccnso.icann.org/en/announcements/announcement-10jul9-en.htm) To meet the deadline of 1 October when the term of Byron ends, the secretariat therefore suggests to: Inform the community that call for expression will be re-launched (Information to go out on 8 August 2019 to the members, ccTLD Community and ccTLD World email list and with announcement on the ccNSO website) Re-launch the call for a volunteer by 15 August and until Thursday 29 August 2019. Councillors are expected to select their preferred candidate in the week from Friday 30 August until Thursday 5 September 2019. The ccNSO Council and RySG are to confirm their candidates by 10 September 2019. Note the ccNSO Council has already mandated the selection committee, and this can be done by email. the ccNSO and GNSO Council are expected to confirm the full slate by 15 September ( the original end-date), Approval and discussion of the selection report at the 19 September 2019 Council meeting. NomCom Selection FY 2020

Dear all, The following persons have put their name forward as candidate for the one (1) seat on NomCom FY 20: Biyi Oladipo (Councillor) Jian Zhang (Councillor) George Pongas Wafa Dahmani Annebeth Lange As a result, the ccNSO Council will need to select one of the five candidates. According to the current guideline Appointment delegate to the Nominating Committee (2008)(https://ccnso.icann.org/sites/default/files/filefield_10978/appointme… ): “In case more than one candidate is nominated, the Council will take an email vote. The Nominee who receives a simple majority of the votes cast, is appointed. The voting will be organised by the ccNSO secretariat.” Based on and using the general selection process the following procedure is suggested: Councillors eligible to vote If a Councillor intends to become a member of the group, then this Councillor shall not be involved in the appointment process due to a direct conflict of interest. A Councillor may also declare a conflict of interest at any stage for other reasons, for example, a Councillor and nominee may be working for the same ccTLD manager. After such a declaration of a Councillor, this Councillor shall not be involved in the appointment process anymore. As a result, and for this particular NomCom FY 2020 selection process, Biyi Oladipo and Jian Zhang will not participate in the selection procedure. All other Councillors will receive the Expression of Interest, unless you indicate that you consider you are conflicted. List of preferred candidates The Councillors eligible to vote will each compile a list of candidates, based on the Selection Criteria (see below) with the most preferred candidate on the top and the least preferred candidate at the end of the list. If a candidate does not meet the criteria in the view of a Councillor, the Councillor should refrain from listing that candidate. Each of the voting Councillors will send her/his list of preferred candidates to the ccNSO Secretariat (email address ccnsosecretariat(a)icann.org, or other email address agreed by the ccNSO Council), within 7 days after receiving the list of candidates. Note that the Chair and Vice-Chairs of the ccNSO also receive the emails sent to the ccNSO Secretariat’s email. Based on each of the individual Councillor’s rankings, the Secretariat will prepare the overall ranking of all candidates by assigning the highest number (5) to the most preferred candidate, and lowest to the least preferred and zero (0) to a candidate that is not included in the list. The highest number will be the same as the number of candidates. For example if 7 candidates apply, the candidate who is most preferred by a Councillor will be assigned 7 and the next preferred 6 , etc. The candidate(s) receiving highest total of assigned numbers, is most preferred overall candidate. The secretariat will report the ranking to the ccNSO Council one (1) business day after the day eligible Councillors could submit their list of preference. Selection of Member of NomCom After compiling the list, the Chair and Vice-chairs of the ccNSO Council, will select the members to the team, also with an eye on regional diversity, membership criteria etc. Reporting on the ccNSO Selection Process Within two business days after the closure of both the appointment procedures, under section 6 of this Guideline, the Secretariat will report the results to the ccNSO Council. The ccNSO Council will then formally close the selection process by adopting the report at its next regular ccNSO Council meeting or by an email vote. The Chair of the ccNSO informs the ICANN or other organisation about the ccNSO Council selection. After adoption of the report by the ccNSO Council, it shall be published on the ccNSO website. Selection Criteria Specific criteria for selecting a delegate to the NomCom are provided in Article 8, Section 4 of ICANN’s Bylaws (https://www.icann.org/resources/pages/governance/bylaws-en/#article8 [icann.org] “Section 4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATES Delegates to the ICANN Nominating Committee shall be: Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making; Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN; Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities; Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities; Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and Persons who are able to work and communicate in written and spoken English.” All FY 2020 NomCom members should be able to attend the first formal meeting of the 2020 NomCom (during or around ICANN 66) and most likely the June 2020 (ICANN68) meeting. Travel and hotel accommodation will be provided. In addition: NomCom delegates should have a high-level network of contacts essential to candidate recruitment. The person should be able to join monthly teleconferences (typically 13:00 or 14:00 UTC). Note that the committee's workload will increase significantly during Apr/May/June 2020 when the candidate assessment process will be at its busiest. Conference calls are held more frequently (typically weekly) during this time as well. The person must be able to attend the NomCom selection meeting in June 2020. The person should be willing to work in a large, consensus-oriented committee.
