Dear Council, Please find below the outcome of the selection process of the ccNSO member on the Customer Standing Committee (CSC), which closed Thursday, September 5, 2019 at 23:59 UTC. ICANN Corporate Secretary's Notices to the Empowered Community regarding recent Bylaw changes

Greetings, Please find attached two Rejection Action Board Notices and an Approval Action Board Notice from the ICANN Board Secretary. Please note that this communication is intended to satisfy the notification requirements outlined in Annex D, Article 1, Section 1.2 of the ICANN Bylaws with respect to the ICANN Board’s change to a fundamental Bylaw, and the notification requirements outlined in Annex D, Article 2, Section 2.2(a) with respect to the two standard Bylaw changes adopted by the ICANN Board. Additionally, it is intended to satisfy the Community reporting requirements stipulated in the ccNSO “Guideline: ccNSO Procedure for the Exercise of the Empowered Community’s rights to Reject Specified Actions”, Section 4.1. What is this about? The ICANN Board recently make changes to three ICANN Bylaws; two “standard” Bylaws, and one “fundamental” Bylaw. (See https://www.icann.org/resources/board-material/resolutions-2019-09-08-en#1.d and https://www.icann.org/resources/board-material/resolutions-2019-09-08-en#1.e) What happens next? With respect to the two “standard” Bylaw changes: The ccTLD Community has 10 days from the date of the Rejection Action Board Notice to submit any objection (known as a “Rejection Action Petition”) to the Bylaw changes to the ccNSO Council for consideration. Please note that non-ccNSO members are fully entitled to submit an objection to the Board’s action with respect to these two Bylaw changes. The deadline for submitting any Rejection Action Petition is 23:59h UTC on 23 September 2019. Please see the ccNSO’s Guideline at https://ccnso.icann.org/sites/default/files/field-attached/guideline-reject… for the particulars and specific requirements for any Rejection Action Petition. Any Rejection Action Petition should be submitted to the ccNSO Secretariat at ccnsosecretariat(a)icann.org<mailto:ccnsosecretariat@icann.org>. With respect to the “fundamental” Bylaw change: This requires affirmative consent from a minimum of three Supporting Organisations/Advisory Committees (SO/AC), and no more than one objection from an SO/AC to go into effect. No action at this time is required or expected of the ccTLD Community. The Empowered Community Administration will be formally notifying the ICANN Corporate Secretary of their intention to hold an Approval Action Community Forum at the upcoming ICANN66 meeting in Montréal. This will most likely be scheduled for 08:30h – 09:30h on Sunday, 3 November 2019, affording the ccNSO leadership an opportunity to engage with the broader Community on the merits of the fundamental Bylaw change, which was requested by the ccNSO. Subsequent to the Approval Action Community Forum, there will be a 21 day period during which each SO/AC must decide whether to support, oppose, or abstain from deciding on the merits of the Bylaw change. Any ccTLD Community member, whether or not a ccNSO member, may voice their opinion on this Bylaw change to the ccNSO Council via submission of an email to the ccNSO Secretariat at ccnsosecretariat(a)icann.org<mailto:ccnsosecretariat@icann.org> beginning immediately. CNNIC, CIRA and Nominet as EBERO Providers Selected: Continued Protections for Registrants

Dear all, ICANN announced that it has selected China Internet Network Information Center (CNNIC) <https://urldefense.proofpoint.com/v2/url?u=https-3A__newsalerts.icann.org_k…> , the Canadian Internet Registration Authority (CIRA)<https://urldefense.proofpoint.com/v2/url?u=https-3A__newsalerts.icann.org_j…> , and Nominet<https://urldefense.proofpoint.com/v2/url?u=https-3A__newsalerts.icann.org_r…> as its Emergency Back-end Registry Operator (EBERO) providers. An EBERO provider is temporarily activated if a generic Top-Level Domain (gTLD) operator is at risk of failing to sustain critical registry functions. Ensuring the availability of these functions protects registrants, also known as domain name holders, and provides an additional layer of protection to the Domain Name System (DNS), and industry ecosystem. "CNNIC, CIRA, and Nominet all have the experience, staff, and systems required to execute an efficient transition should an EBERO event occur," said Cyrus Namazi, Senior Vice President of ICANN's Global Domains Division. "Their geographic diversity is also a benefit, enabling nearly continuous coverage across multiple time zones, and the ability to provide services in multiple regions in case of local disasters." EBEROs have demonstrated years of experience in operating domain name services, registration data directory services and extensible provisioning protocol services.
