It is suggested to either take an email vote or decision at the September Council meeting. For you information the report will be shared before the upcoming meeting for informational purposes. The draft Observations and Recommendations are: Observations: ● Potential for confusability with emoji is significant but is currently contained given the small number of registries which accept the registration of domain names which include emoji. ● Some in the emoji domain name industry have proposed Whitelisting as a potential solution to address confusability Recommendations 1.Dialogue Following the Study Group’s efforts to liaise with as many relevant parties as feasible (including ccTLDs) one of the findings is that a full and frank dialogue with ccTLDs accepting emojis as second level domains should be continued and fostered. It should be ensured that both potential harms of and the reasons for accepting emojis should be well understood. This dialogue, however, will only succeed if all relevant parties participate. The ccNSO Council is requested to share the Study Group’s final report with the ccTLD community, and in particular with those ccTLDs that have been identified by the Study Group as accepting emojis in second level domains. 2. Define and communicate consistently what is and what is not an Emoji. To understand the breadth of use and issues associated with the use of emoji in domain names the Study Group looked at the definitions of emoji which are currently available. One of the observations made was that In trying to arrive at an authoritative and all-encompassing definition of what is an emoji one may, at least for the moment, have to settle on referring to the latest version of emoji as documented by the Unicode Consortium (see above). However the Study Group is aware that this definition is unsatisfactory for many reasons. It is therefore recommended that the issue of definition of what is and what is not an emoji be further explored by the broader community. 3. Identification of cc’s and others accepting Emojis in second level domains. As mentioned in the report, the Study Group used a variety of ad-hoc methods to identify ccTLDs that include emojis in second level domains. However the Study Group is well aware that these methods were not systematically developed, nor applied consistently across namespaces. One of the underlying issues is definitional in nature (see the previous point and related findings of the Study Group). To understand the full scope of the issues, a systematic and consistent research approach is advised to provide a sound basis for well-informed and evidence based discussions and recommendations. The Study Group therefore recommends that the ccNSO Council advises ICANN that, prior to taking further steps, ICANN and the broader community consider clearly delineating what it considers emoji and develop systemic methods to identify (cc)TLDs who include emoji (however defined) as second level domains. Dear All, The ccNSO Internet Governance Liaison Committee (IGLC) aims to create a repository of events, programmes or initiatives in the Internet Governance area, that address ccTLD-relevant topics. Therefore, the (IGLC) seeks your input, via a survey. This initiative has two main objectives: * share information among ccNSO members, not only on upcoming meetings or events, but also on previous talks, in order to help fostering co-operation between ccTLDs who would like to share their views on one of the 8 relevant topics included in the background section below. * Once the survey results are available, it allows us to advertise to the broader ICANN community and other key players the important role of ccTLDs in Internet governance talks. I am proud to welcome Maarten as my successor, and look forward to supporting him and working with him toward a smooth transition. I’m also pleased to announce that León Felipe Sánchez Ambia has been selected Vice Chair. Many congratulations to León as he takes on this important role. They will be seated after the formal election that will take place at the Annual Meeting at ICANN66 in Montréal. Our advance planning for the transfer of those responsibilities will support continuity in ICANN's service of its mission. As part of this leadership change, current Vice Chair Chris Disspain has stepped down from that role. In the interim, I will ask the Board to appoint Maarten to serve as Vice Chair until he becomes Board Chair. I want to thank Chris for his partnership as my Vice Chair over the past two years. Dear All, The term of Chris Disspain, the ccNSO nominated Director fulfilling ICANN Board Seat 11, will expire at the ICANN69 Annual General Meeting 2020 in Hamburg. By November 2020, Chris will have served 3 terms on the Board: therefore, he is not eligible for reappointment. To meet the ICANN Bylaws requirement of appointing a Director by 22 April 2020, the ccNSO Council will open a call for nominations to fill ICANN Board Seat number 11, starting Wednesday 11 September 2019 (00:01 UTC) and closing 3 weeks later, on Wednesday, 2 October 2019 (23:59 UTC). Candidate Statements The Nomination Manager will ask candidate(s) to provide a written candidate statement. A Q&A session will be held at the upcoming ccNSO Members Meeting at ICANN66 in Montréal, Canada. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates. In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website. Elections Bylaw Article 10 – Section 10.3 (i)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(i) The ccNSO Council shall nominate individuals to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such nomination must have affirmative votes of a majority of all the members of the ccNSO Council then in office. Notification of the ccNSO Council's nominations shall be given by the ccNSO Council Chair in writing to the EC Administration, with a copy to the Secretary, and the EC shall promptly act on it as provided in Section 7.25." Even if there is only one candidate that accepted nomination for ICANN Board seat number 11, an election will be held, to allow the ccNSO members to either cast their vote for the candidate, or to select the option “none of the above”. The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council.
