Third Accountability and Transparency Review Team (ATRT3) Final Report

Dear All, On 1 June 2020, the third Accountability and Transparency Review Team (ATRT3) submitted its final report to the ICANN Board. Read more: https://www.icann.org/news/announcement-2-2020-06-16-en The report is now issued for Public Comment to inform Board action on the ATRT3's final recommendations. Close date: 31 July 2020 Per the Bylaws (Section 4.6(a)(vii)(C))<https://www.icann.org/resources/pages/governance/bylaws-en/> the Board shall consider the final report <https://www.icann.org/en/system/files/files/atrt3-report-29may20-en.pdf> within six months of receipt, i.e. by 1 December 2020. The Board will consider a feasibility analysis and impact assessment of the implementation of recommendations, which will take into account initial cost and resource estimates and dependencies with other ongoing efforts within the community, and the report of the Public Comment submissions received. The Board will then direct implementation of the recommendations that were approved and provide written rationale for the decision if any recommendations are not approved. The ATRT3 Final Report <https://www.icann.org/en/system/files/files/atrt3-report-29may20-en.pdf> contains five recommendations with regard to ICANN accountability and transparency in the following areas: 1. Prioritization of review and Cross-Community Working Group on Enhancing ICANN Accountability, Work Stream 2 (WS2) recommendations 2. Amending Specific and Organizational Reviews 3. Accountability and transparency relating to Strategic and Operational Plans, including accountability indicators 4. Public input 5. Assessment of the implementation of ATRT2 recommendations The ATRT3 makes a further suggestion in its 1 June 2020 letter<https://mm.icann.org/pipermail/atrt3-review/2020-June/000952.html?mkt_tok=e…> to the ICANN Board, on which the Board welcomes community feedback during this Public Comment proceeding: "Given the recommendation in Section 8 of its report ATRT3 is proposing significant changes to Organizational Reviews and Specific Reviews. ATRT3 strongly suggests that the ICANN Board implement a moratorium on launching any new Organizational and Specific Reviews until it has made a decision on this recommendation." The Accountability and Transparency Review is mandated by ICANN's Bylaws (Article 4, Section 4.6<https://www.icann.org/resources/pages/governance/bylaws-en>), which require the review of "ICANN's execution of its commitment to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making reflect the public interest and are accountable to the Internet community." The deadline to submit Expressions of Interest is 31 July 2020 at 23:59 UTC. The IRP is an essential accountability mechanism to hold the ICANN Board and org accountable, and the seating of a Standing Panel to hear these claims is an important component to achieve consistent, binding outcomes. Enhancing the Effectiveness of ICANN’s Multistakeholder Model – Next Steps

Dear All, One of the Board's high-priority topics for 2020 is to continue working on the "Enhancing the Effectiveness of ICANN's Multistakeholder Model<https://www.icann.org/resources/pages/governance-plan-improve-multistakehol…>" initiative, building on the work that the community has completed to date. The objective of the "Enhancing the Effectiveness of ICANN's Multistakeholder Model – Next Steps" paper is to build upon existing work taking place across the ICANN community to holistically address the community-identified priority topics and enhance the effective and efficient functioning of ICANN's multistakeholder model. This paper describes work currently underway, identifies gaps in those efforts that would benefit from inclusion in this effort, and suggests a path toward addressing each of those gaps, including proposed work processes or mechanisms, how they may be applied, and which groups may be best positioned to lead those efforts. The Board is seeking the community's input on the following: the work plan; the remaining work areas, and the evaluation mechanism. All of the ICANN Supporting Organizations and Advisory Committees are chartering organizations of the CCWG-AP. The primary purpose of this webinar was to provide information to the chartering organizations about final recommendations and answer questions as they consider CCWG-AP outputs. NEW: Status of ICANN org’s Human Rights Impact Assessment Recommendations Implementation From: Sally Costerton, Senior Advisor to President & Senior Vice President of Global Stakeholder Engagement ICANN org has implemented nearly half of all recommendations in the year since publishing its first-ever internal Human Rights Impact Assessment (HRIA). The focus has been on improving relevant processes, practices, and policies that may impact human rights concerns within the areas under review. Building on this progress, ICANN org will implement additional work in conjunction with, and as a part of, ICANN's ongoing plans to improve organizational processes and procedures. ICANN org affirms its commitment to incorporate this work into the overall culture of ICANN in order to uphold the positive human rights impacts of our work and mitigate negative impacts, wherever possible. NEW: Supporting the Work of Our Global Community over the Next Few Months: Leveraging Remote Participation From: Sally Costerton, Senior Advisor to President & Senior Vice President of Global Stakeholder Engagement ICANN serves a global community. Face-to-face engagement and remote participation are integral to our work, and act as the primary forms of interaction for our stakeholders and community. However, the COVID-19 pandemic is challenging this notion. Today, we find ourselves needing to look at a different mix of tools to ensure that the work being done by our global community can continue with minimal disruption. This includes looking at how we can support community activities remotely for the foreseeable future. While we have no way of knowing with certainty when the world will return to normal or when social distancing guidelines will be eased, we are operating under the assumption that normal activities will not resume before September. ICANN anticipates holding no face-to-face meetings through September 2020. With that timeline in mind, ICANN org worked with leaders from our Supporting Organizations and Advisory Committees on their current list of activities, as defined by each community group, to determine which are the most necessary or practical to accomplish between now and September. ICANN org is also taking into account the Board's priorities in order to develop a comprehensive continuity work plan, which will drive and direct our actions and goals in the coming months. Board Seat 12 nominations – extension acceptance deadline and revised timeline.

Dear All, The recent call for nominations for the position of ICANN Board seat 12 closed on Tuesday, 30 June 2020 (23:59 UTC). After closure of this period, the nominees have been asked whether they accept their nomination. The original deadline for acceptance of the nominations was Wednesday, 8 July 2020 (23:59 UTC). However upon request of one of the nominees, the ccNSO Council decided to extend the acceptance period with one week. The new deadline for the nominees to respond is Wednesday, 15 July 2020 (23:59 UTC). Included is an updated timeline. Next Steps Following the 15 July deadline, the list of candidates will be published on the ccNSO website. The candidates will be invited to share their written candidate statements, which will be published on the ccNSO website. An election will be held - starting in November 2020, after completion of the due diligence verifications - according to the timeline previously agreed upon by the ccNSO Council. The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council. A Q&A session will be held at the October 2020 ccNSO Members Meeting during ICANN69. This Q&A session will provide the ccNSO members and broader ccTLD community an opportunity to interact with the candidates.
