I had a concern that the there might have been an active ICANN Ombudsman complaint, but I have today, finally, confirmed that there is not such complaint before the ombudsman. It was my impression that such matters rarely come to my office, but are typically dealt with either at the council level or by way of a complaint to the ICANN Ombudsman. I do appreciate that this relates to the selection of a Board Member. Accordingly, after reviewing the information publicly available to me and sent to me by you. I do not, at this time, have sufficient information to make a determination on a conflict. Without any additional information made available, there is not an indication of anything out of the ordinary in a councilor nominating a fellow councilor. I note that changes have been made to the process over time that might be tied together, with the assertion of conflict. I am available and would be willing to seek additional information from Nigel (or anyone else raising the issue) to better understand the issue raised, or to understand whether it is tied to other matters simultaneously raised causing concerns, that are not apparent in the facts provided. Dear ccNSO Members, In March 2021, at the conclusion of ICANN70, the 3-year term of the following ccNSO Councillors ends: Africa: Abdalla Omari Asia Pacific: Young Eum Lee Europe: Katrina Sataki Latin America/Caribbean: Margarita Valdes North America: Byron Holland The ccNSO is opening a call for nominations to fill those seats as per the timeline<https://community.icann.org/download/attachments/138970351/Item%209%20-%20t…> approved by the ccNSO Council: the nomination- and secondment procedure starts Wednesday, 9 September 2020 (00:01 UTC) and closes 3 weeks later Wednesday, 30 September 2020 (23:59 UTC). Bylaw Article 10 – Section 10.4 (g)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(g) The ccNSO Council members selected by the ccNSO members from each Geographic Region (see Section 10.3(a)(i)) shall be selected through nomination, and if necessary, election, by the ccNSO members within that Geographic Region. At least 90 days before the end of the regular term of any ccNSO-member-selected member of the ccNSO Council, or upon the occurrence of a vacancy in the seat of such a ccNSO Council member, the ccNSO Council shall establish a nomination and election schedule, which shall be sent to all ccNSO members within the Geographic Region and posted on the Website." How to nominate and second a candidate Timeline The nomination- and secondment procedure starts Wednesday, 9 September 2020 (00:01 UTC) and closes 3 weeks later Wednesday, 30 September 2020 (23:59 UTC) Who can nominate/second? Bylaw Article 10 – Section 10.4 (h)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(h) Any ccNSO member may nominate an individual to serve as a ccNSO Council member representing the ccNSO member's Geographic Region. Nominations must be seconded by another ccNSO member from the same Geographic Region. By accepting their nomination, individuals nominated to the ccNSO Council agree to support the policies committed to by ccNSO members." As per the relevant ccNSO guideline<https://ccnso.icann.org/sites/default/files/field-attached/guideline-ccnso-…>, new ccNSO members are able to participate in the nomination process if the ccNSO membership application has been approved by the ccNSO Council one day prior the nomination process starts, i.e. latest on 8 September 2020. Individuals are elected in their personal capacity and serve the ccTLD community. Councillors do not represent the views and interests of their employers. Candidates need to be neither resident in the region, nor a citizen of a country, within the region in which they stand for election. A valid candidate is one that has been nominated and seconded according to the ccNSO council Election Guideline, and that has accepted the nomination. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. During a recent Council Election Webinar, the ccNSO Chair and Councillors gave an overview of the election process and address the need to replace Councillors at reasonable and regular intervals. Moreover, they provided further information about the required skill sets for Councillors, the time commitment and working methods of the ccNSO Council. Accepting nominations After closure of the nomination period, the Election Manager will ask the candidates that are nominated to accept their nomination. Self-nominations are understood to have accepted their nomination. The Election Manager will provide a list with the name(s) of the candidate(s) who have accepted their nomination. A record of who has nominated and seconded the candidate(s) is publicly available: http://forum.icann.org/lists/ccnso-nominations Next steps The Election Manager will ask the candidates to provide a written candidate statement. A Q&A session will be held at the upcoming ccNSO Members Meeting at ICANN69 in October 2020. In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates, and to ask questions. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board has chosen the following topic to have an open discussion with you: Enhancing the effectiveness of the multistakeholder model - key issues and opportunities for acceleration. In your preparation, you may want to consider the results of the most recent public consultation and the work that has progressed with dependencies to enhancing the effectiveness of the multistakeholder model, such as the Accountability and Transparency Review Team (ATRT3) Final Report and work on prioritization and budgeting). We would be very grateful if you could send to Board Operations, board-ops-team(a)icann.org, your single topic or list of questions, in order of priority, no later than Monday 5 October 2020 or sooner. This draft Final Report is the culmination of several years of deliberations and numerous public consultations, in support of the large number of topics captured in the working group charter. The working group has worked extremely hard to reach this point and is looking forward to considering feedback received as it seeks to complete its Final Report and deliver it to the GNSO Council. To aid in your review and understanding of the draft Final Report, we have scheduled a webinar on Monday, 14 September 2020 at 20:00 UTC to present on a selection of the topics within the draft Final Report, answer questions you may have, and provide context where it may be needed. Dear All, This is a reminder that the MPC seeks presentation proposals from the ccTLD community, as part of the Virtual ccTLD News Sessions. There will be 2 options to participate, prior to ICANN69. Presentations should focus preferably on one of the following 2 topics: 1. Policy updates by ccTLD registries during the COVID-19 pandemic 2. Legislative initiatives that impact ccTLD registries (e.g. the Digital Services Act package [ec.europa.eu]<https://urldefense.com/v3/__https:/ec.europa.eu/digital-single-market/en/di…> by the European Commission, or other similar initiatives around the globe) Alternatively, the MPC might consider presentation proposals, covering for instance recent developments, ccTLD activities and ccTLD management related topics, both from an operational, marketing or legal point of view. How to apply? Would you like to share your experiences with your colleagues from across the world? ccTLD managers interested in presenting at the Virtual ccTLD News Session are kindly invited to contact Joke Braeken (joke.braeken(a)icann.org)<mailto:joke.braeken@icann.org)>, no later than Friday, 4 September 2020 (23:59 UTC), by submitting the below information: * Title of your presentation * First name of the presenter * Last name of the presenter * ccTLD of the presenter * Short summary of your presentation (max 10 sentences). 2020 Nominating Committee (NomCom): An Update on the Selection Process

hello everyone, Please find included below a blog post by Jay Sudowski, 2020 NomCom Chair, as posted on https://www.icann.org/news/blog/2020-nominating-committee-nomcom-an-update-… = = = In May 2020, we shared an update<https://www.icann.org/news/blog/an-update-from-the-2020-nominating-committee> on the 2020 NomCom’s progress with selecting qualified candidates for open ICANN leadership positions. At that time, we advised that the COVID-19 pandemic would require us to revise our timeline. As you know, we normally would have announced the candidates for open leadership positions by now. Due to the pandemic challenges, the 2020 NomCom has revised our selection process timeline. Selection Process Timeline The 2020 NomCom continues its Phase Four work and we are working closely with the ICANN Board and organization (org) to ensure we can continue our work in these challenging times. Throughout this process, we have kept the Board and the org informed of our revised timeline. We will hold our final selection meeting from 25-30 September 2020 and will announce the selections for the seven open leadership positions soon after. Although the timeline has been extended, we want to assure you that we are committed to selecting the candidates in time to be seated at the ICANN69 Annual General Meeting this October 2020. We were pleased to receive a number of excellent applications and are working hard to narrow down the candidates. The new leadership positions include: · Two members of the ICANN Board of Directors · One member of the Public Technical Identifiers (PTI) Board of Directors · Two regional representatives of the At-Large Advisory Committee (ALAC) · One member of the Generic Names Supporting Organization (GNSO) Council · One member of the Country Code Names Supporting Organization (ccNSO) Council The 2020 NomCom thanks you for your patience and understanding as we continue our work and we want to apologize for not providing an update on our progress sooner. We also appreciate the ICANN Board and org for their ongoing support during these challenging times. We look forward to announcing the selectees in October.
