Dear All, Stephen reminded me that we may have received a letter from the government of Nuie, which is now included (see below). We received a copy of the letter on 16 December 2020 from .nu GAC representative (Pär Brumark) as did the GAC Secretariat. Please note, the letter is addressed to the ICANN Board of Directors, IANA, ccNSO and GAC and deals with one specific ccTLD: .nu. Also note that the email stated “do not reply to this email”. As we were not asked to respond or take any other actions, we did not take it further. In addition, and more importantly, even if we were asked to respond (as has happened on other occasions such as complaints from individuals), neither the ccNSO nor the ccNSO Council have ever considered any other position than that individual cases or issues should be dealt with locally, i.e. by the parties involved. I trust that you, in your role as Councillors, will treat this letter with the appropriate level of discretion and refrain from comments that might be interpreted as a position different from the one we have always expressed (i.e. it is a local matter) unless otherwise discussed and agreed by the Council. Please review the documents, and add possible comments or suggestions to the Google Docs. Deadline for comments is the end of this week, Friday, 29 January 2021 (23:59 UTC). * Procedures for the nomination of WG/Committee (Vice-)Chair(s). The procedures will be annexed to the existing Guidelines of establishing WG and collaboration (read: committee) groups. The procedures proposed look at the nomination by the WG members and - if more candidates - the selection of candidates by the members. 2021 Community Excellence Award Selection Panel - what to do?

Dear Councillors, Your support/advice is needed! As you know, every year in March we appoint Councillors to different roles, including as panellists to the Community Selection Panel which selects recipients of the Community Excellence Award. Currently, our representatives on this Panel are Margarita and Stephen. The selection process will start shortly and might extend beyond March. So, the question is what to do with our representatives. There are two options: - Option A. We allow Margarita and Stephen to complete this round of selection however long it takes (although Margarita will step down from the Council, I hope that will not be an issue). In March, we select new people to the Panel because both Margarita and Stephen have served two terms. The new panellists would participate in the selection process next year. I hope that both Margarita and Stephen are fine with this option. - Option B. We do not wait until March and select two new representatives now. The issue here is that with 5 Councillors stepping down in March, the pool of potential volunteers is significantly smaller than it will be in March. Please let me know your thoughts. This process pertains to a dedicated part of the overall ICANN annual budget that is set aside to fund specific requests from the community for activities that are not already included in the recurring ICANN budget. DUE SUNDAY: Call for SOs/ACs to Nominate Fellowship Program Mentors and Selection Committee Members From: Sally Costerton, Senior Vice President, Global Stakeholder Engagement ICANN has announced a call for nominees to volunteer to serve as mentors to the Fellowship Program and as members to its Selection Committee. There will be a total of seven mentors and seven Selection Committee members, and each group is welcome to nominate one individual for each role. Interested Supporting Organizations and Advisory Committees should select their respective Fellowship Program mentor and Selection Committee representative by Sunday, 31 January 2021 and notify fellowshipconsultation(a)icann.org. Individual self-nominations will not be considered. Criteria for mentors and Selection Committee members can be found here. UPDATED: ICANN Continues the Pandemic Internet Access Reimbursement Program Interested community members must apply in advance of ICANN70, and those who meet the eligibility requirements will be selected to participate. The application process will open Monday, 8 February 2021 and program details are available here. The application deadline is Friday, 5 March 2021 at 23:59 (UTC). This program aims to facilitate participation in ICANN Public Meetings during the pandemic. It offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth. NEW: Internet Nominations by Community Leaders Procedure Community leaders will have the opportunity to nominate recipients to the program. This includes up to five nominees from each of the three Supporting Organizations, four Advisory Committees, four GNSO Stakeholder Groups and five GNSO Constituencies, and five RALOs from At-Large. In order to be reimbursed, all applicants must: Require additional bandwidth at home to facilitate their active participation in ICANN70. Have a valid personal bank account for ICANN org to wire the reimbursement funds. Register for ICANN70. Attend a minimum of four official ICANN70 sessions. REMINDER: Volunteers Needed for Advisory Group on ICANN North America Stakeholder Engagement Plan From: Naela Sarras, Vice President, Global Stakeholder Engagement, North America Community members are invited to join a short-term regional advisory group, that will help advise the GSE North America team on the development of the next iteration of the North America Stakeholder Engagement Plan. This effort seeks community input to enhance the important work of stakeholder engagement across North America by actively soliciting input into ICANN policy and work processes. This advisory group will be time-limited (February - May 2021), will include two webinars, and be directed toward answering specific questions. With help from the community, the team hopes to surface implementable ideas with measurable impact to enhance engagement.
