Dear All, This is to inform you about the list of candidates and next steps for the 2022 ccNSO Council elections. In accordance with the approved timeline, the nomination period for the ccNSO Council closed on Wednesday, 6 October 2021 (23:59 UTC). The nomination archives can be found here<https://mm.icann.org/pipermail/ccnso-nominations/>. The following candidates were nominated, seconded and have accepted their nomination for the ccNSO council election, as per the applicable rules: Africa: Biyi Oladipo Asia-Pacific: Anil Kumar Jain Jordan Carter Europe: Nick Wenban-Smith Latin America – Caribbean: Demi Getschko North America: Pablo Rodriguez A Question and Answer session with the candidates will be held at ICANN72, on Tuesday, 26 October 2021 (16:00-17:00 UTC). The ICANN72 ccNSO Members Meeting schedule is published here: https://community.icann.org/x/hAEuCg Next steps: Africa, Europe, Latin America/Caribbean, North America As only one candidate was nominated and seconded within the nomination period for the African, European, Latin American-Caribbean and North American regions, no elections need to be held in those regions. Since at the close of nominations there are no more valid candidates in the aforementioned geographic regions than there are seats on the ccNSO Council available for those regions, the nominated candidates shall be selected to serve on the ccNSO Council. Next steps: Asia-Pacific region For the Asia-Pacific region, in accordance with the applicable rules, two (2) candidates were nominated, seconded and have accepted their nomination. Consequently, an election will be held – according to the timeline previously agreed upon by the ccNSO Council – among the ccNSO members from the Asia-Pacific region. Election opening and closing As per the timeline<https://ccnso.icann.org/en/workinggroups/timeline-nomination-election-2022-…> approved by the ccNSO Council: Election Start: Wednesday, 10 November 2021 (00:01 UTC) Election End: Wednesday, 24 November 2021 (23:59 UTC) Election procedure The vote will be by confidential email. Voting ballots will be sent by tally(a)icann.org<mailto:tally@icann.org> to the e-mail address of the primary contact of each ccNSO Member from the Asia-Pacific region, as listed in the ccNSO Members database. As per the relevant guideline, a majority of all ccNSO members in the Geographic Region entitled to vote shall constitute a quorum, and the selected candidate must receive the votes of a majority of those cast by ccNSO members within the Geographic Region. Since the election is for one seat, each ccNSO member will be entitled to vote for up to one candidate. Question and Answer Session with the ccNSO Council candidates at ICANN72 All candidates are kindly invited to participate in the Q&A session, which will provide the ccNSO members and broader ccTLD community an opportunity to interact with the Council candidates. Conclusion The Election Manager will prepare the Election Report for the 2022 ccNSO council elections for consideration by the ccNSO Council, latest by the end of December 2021, after closure of the second round or run-off elections, if any. The Council Election process 2022 will formally close 7 days after adoption and publication of the Election Report. The terms of the appointed Council members will start at the end of ICANN73, in March 2022. As usual, this is an informal meeting intended to prepare for all the sessions in which we are directly participating or might be relevant for our work as Councillors, therefore, I hope you will all be able to attend. Dear All. The draft PTI and IANA FY23 Operating Plan and Budgets are out for public comments. The IANA OP&B includes the PTI OP&B, activities related to the contract oversight, and activities incurred by ICANN. Once the PTI OP&B is adopted by the PTI Board, it is then incorporated into the broader IANA OP&B, which is considered by the ICANN Board to support the operations of the IANA Functions. After Monday, 25 October 2021 * ICANN org will consult the community as needed to ensure understanding of submissions and prepare a summary report. * Where necessary, changes will be made to the draft plans. The revised draft PTI plan will be presented to the PTI Board for consideration in December 2021; once approved, the revised IANA plan, inclusive of the approved PTI plan, will be presented to the ICANN Board for consideration. * The Empowered Community will have an opportunity to consider the IANA Operating Plan and Budget after ICANN Board approval. For ICANN72 the Board workshop program will include a Board discussion with a panel of security professionals and experts, to enhance the Board’s understanding of what constitutes DNS abuse and how various organizations are approaching its mitigation. This session will be held on Friday 22 October, from 16:00 - 19:30 UTC. It will be open to the community to attend, although, as is customary with other open Board sessions, attendees will not be able to interact directly with the speakers. Further details about the session, including speakers and how to register, will be published shortly on the ICANN org website. NEW: ICANN 2021 Nominating Committee Publishes Summary Report The Internet Corporation for Assigned Names and Numbers (ICANN) 2021 Nominating Committee (NomCom) has published its summary report, which reviews its progress since convening at the conclusion of the ICANN69 Annual General Meeting (AGM). The report outlines the criteria that the NomCom was given when searching for potential candidates, and recaps its outreach activities and pre-selection process. It also provides a list of the final selections and a message from the 2021 NomCom Chair. Read more. NEW: ICANN Announces 2022 Nominating Committee Chair and Chair-Elect The Internet Corporation for Assigned Names and Numbers (ICANN) announced that the ICANN Board has appointed Michael Graham to serve as 2022 Nominating Committee (NomCom) Chair, and J. Damon Ashcraft as 2022 NomCom Chair-Elect. Please note that Tracy Hackshaw, the 2021 NomCom Chair-Elect, withdrew his candidacy for 2022 NomCom Chair due to a new professional role he has taken. NEW: DNS Security Facilitation Technical Study Group Delivers Final Report Merike Käo I'm pleased to report that the Domain Name System Security Facilitation Technical Study Group (DSFI-TSG) has delivered our Final Report to the ICANN CEO for his consideration. The TSG was established by the CEO in May 2020 to investigate mechanisms to strengthen collaboration and communication on security and stability issues related to the Domain Name System (DNS). NEW: ICANN Strengthens its Technical Engagement in Africa and the Middle East Beginning in 2020, the ICANN organization's (org's) Office of the Chief Technology Officer (OCTO) has been strengthening its team in charge of technical engagement with the Internet community. The result, in part, is that we have joined ICANN as technical engagement specialists and are actively providing training, promoting research, and disseminating standards and best practices related to the security, stability, and resiliency of the DNS in the African and the Middle Eastern (MEA) regions. Dear all, To ensure the coordination between the ccNSO ccPDP4 work and GNSO IDN EPDP effort you are asked to appoint Anil Kumar Jain (NIXI) as alternate ccNSO appointed liaison to GNSO EPDP effort. The alternate will provide the necessary update to and from the ccPDP4 group from a ccNSO perspective only when the appointed liaison is not able to attend and when needed suggest additional actions to coordinate the two PDPs Both Alireza and Anil have agreed to this arrangement. Please reply to the list if you have any questions, comments or object to the appointment by Tuesday 19 October 2021, 23.59 UTC.
