The alternate will provide the necessary update to and from the ccPDP4 group from a ccNSO perspective only when the appointed liaison is not able to attend and when needed suggest additional actions to coordinate the two PDPs Both Alireza and Anil have agreed to this arrangement. ccNSO: what to expect at ICANN72?

Hello All, The ICANN72 Policy Outlook Report is now available. Read the latest report here >> https://go.icann.org/outlook72 Written by the Policy Development Support function, the ICANN72 Policy Outcomes report captures decisions and outcomes from the Supporting Organizations and Advisory Committees. This report also reviews additional activities, looks ahead, and provides resources to enable sustained engagement on highlighted issues. ccNSO: what to expect at ICANN72? The Country Code Names Supporting Organization (ccNSO) program begins on Monday, 25 October with Tech Day<https://community.icann.org/x/zgJyCg>, a workshop open to all community members with an interest in technical, operational, and security topics. The ccNSO Members Meeting<https://community.icann.org/x/hAEuCg> starts on Tuesday, 26 October with an opportunity for members to participate in a question and answer session with candidates for the ccNSO Council, followed by a session with focus on governance of the ccNSO. ICANN72 marks the fourth ccNSO Governance Session, building on the previous discussions between the ccNSO Council and Members to update internal rules<https://ccnso.icann.org/about/ccnso-rules-dec04-en.pdf> of the ccNSO. On Tuesday, 26 October there will be a meeting of the Strategic and Operational Planning Committee (SOPC<https://ccnso.icann.org/en/workinggroups/sopiwg.htm>) on the use of the ICANN Prioritization Framework. The program will continue on Wednesday, 27 October, with a ccNSO session on DNS Abuse. The goal of the session is to understand what the ccNSO should do with respect to DNS abuse, in addition to what is already happening at the local and regional ccTLD level. Based on the guidance of the ccTLD community, the ccNSO Council will plan the ccNSO involvement in the discussions pertaining to DNS abuse and related activities that could assist ccTLDs. Some of the virtual participation tools we use are a good proxy for in-person interaction, yet some interactions do not translate as easily online. Read more. NEW: ICANN's Contractual Compliance Monthly Reports Are Now Available to the Public ICANN announced that the Contractual Compliance team is now publishing its monthly reports online, as part of its mission is to preserve the security, stability, and resiliency of the Domain Name System (DNS) and to promote consumer trust. NEW: ICANN President and CEO Goals for Fiscal Year 2022 We live in a time of change, and the speed of change is accelerating. From my perspective, some aspects of this change have a greater impact on ICANN organization (org) than on others. To fulfill our mission, we must continue to evolve and develop innovative approaches to handle the challenges that come our way. Each year, I work with the Board and the org's Executive team to develop goals for the coming fiscal year. I develop the first seven goals, and the Board develops additional goals. They reflect the challenges we face and what we have learned about what the ICANN ecosystem needs to continue to fulfill our mission. In response to your email from 15 September, regarding the topics of the Board-ccNSO joint meeting, we would like to propose the following topics: - On 28 September the ccNSO submitted the ccNSO recommended policy on the retirement of ccTLDs. As we do not have a tradition on submitting recommended policies (this is only the 3rd time, since 2003), we propose to use this joint meeting to introduce the policy to you, including its scope, and why we believe it is needed. We expect that some Board members may have some questions already, so this is a first opportunity for you to ask questions, if any. Relatedly, we would appreciate learning from the Board what would be their next steps, and if feasible a roadmap. This would allow us to prepare to assist in the implementation process, if needed. - Recently we also requested a change of Article 10 and Annex B to allow the inclusion of IDNccTLD in the ccNSO if they would choose to become a member (currently 62 IDNccTLD strings have been delegated since 2009 and even if the IDNccTLD Manager wants to become member, formally it would not be possible). We would like to understand the next steps of the process. - Finally, as Nigel Roberts will be stepping down as member of the ICANN BOARD at the end of ICANN72, we would like to use this opportunity to ask Nigel to share his views on his years on the Board, and the relation between ICANN and the ccTLD community in general and the ICANN Board and ccNSO specifically. We have received the ICANN Board topic on "how we think you could efficiently identify and work more closely with Governments globally, as well as educate, train and interact when it comes to geopolitical issues relating to ICANN’s mission" and will prepare to try to provide you the ccNSO’s views. How to nominate and second a candidate Timeline The nomination and secondment procedure starts Wednesday, 15 September 2021 (00:01 UTC) and closes 3 weeks later Wednesday, 6 October 2021 (23:59 UTC). Who can nominate or second? The ICANN Bylaws, Article 10 – Section 10.4 (h)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> state: "(h) Any ccNSO member may nominate an individual to serve as a ccNSO Council member representing the ccNSO member's Geographic Region. Nominations must be seconded by another ccNSO member from the same Geographic Region. By accepting their nomination, individuals nominated to the ccNSO Council agree to support the policies committed to by ccNSO members." Individuals are elected in their personal capacity and serve the ccTLD community. Councillors do not represent the views and interests of their employers. Candidates need to be neither resident in the region, nor a citizen of a country, within the region in which they stand for election. A valid candidate is one that has been nominated and seconded according to the ccNSO council Election Guideline, and that has accepted the nomination. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. During a Council Election Webinar (16 September 2021, noon UTC), the ccNSO Chair and other Councillors give an overview of the election process and address the need to replace Councillors at reasonable and regular intervals. Moreover, they provide further information about the required skill sets for Councillors, the time commitment and working methods of the ccNSO Council.
