Hello All, Here is the latest status update regarding the ongoing ccPDP3 retirement policy election, and a reminder to vote. Minimum 50% of the ccNSO members need to lodge their vote, and at least 66% of the members need to vote in favour of the policy in order for the ccNSO members vote to pass. Title: = = = ccNSO vote retirement policy = = = Start: 2021-07-07 End: 2021-07-28 Total Ballots Cast (including duplicates): 45 Ballots Counted (excluding duplicates): 42 Voters Who Haven't Voted: 130 = = = ! ccNSO Members: Your participation in this election is important! At least 50% of the ccNSO members need to lodge their votes, and at least 66% of the members need to vote in favour. = = = What is this about? The ccNSO members are currently voting on adoption of the proposed policy on the retirement of ccTLDs. During ICANN7, the ccNSO Council adopted the recommended policy. Now the ccNSO membership will determine whether the proposed policy will be submitted to the ICANN Board of Directors. The voting started on Wednesday, 7 July 2021 and shall close on Wednesday, 28 July 2021 (23:59 UTC). Minimum 50% of the ccNSO members need to lodge their vote, and at least 66% of the members need to vote in favour of the policy in order for the ccNSO members vote to pass. Dear Councilors. Item 17-2021 is the latest recommendations by the ccNSO Triage Committee, which is now being presented to Council for review and consideration. About the Request for Input The GNSO Transfer Policy Review Policy Development Process Working Group reached out to the ccNSO leadership team with a request for Early Input regarding some scope-related questions, as part of its charter. The GNSO Transfer Policy Review PDP WG scope is defined through a series of questions presented in the working group’s charter. These questions are organized under eight topic areas that will be considered by the working group in two phases. Currently, the working group is seeking input on the questions for phase 1, which focus on the following topics: 1. Gaining & Losing Registrar Form of Authorization (“FOA”), including items raised in the Expedited Policy Development Process Recommendation 27, Wave 1 Report as they relate to FOA requirements 2. AuthInfo Code Management 3. Rationale for draft triage recommendation and background You will be able to find further information in the enclosed document, which was sent by the Transfer Policy Review PDP WG to the ccNSO Council Chair. The document mentions that this request for input is somewhat redundant, since the SO/ACs have been previously invited to participate in the GNSO PDP effort. Moreover, it is mentioned that here will be additional opportunities for community input as the PDP progresses. Moreover, the ccNSO Council previously decided that the ccNSO refrains from formally appointing members to this Working Group, since its focus is on the gTLD Transfer Policy, and domain names at the second level. Hence the limited impact on ccTLD managers. Adoption ccPDP3 Retirement Final Report & Support Recommendation Last time ccNSO took a similar decision: 2013. ccPDP2 was not adopted by the Board, by mutual agreement with ccNSO. Stephen Deerhake and Eberhard Lisse (ccPDP3-RET leadership team) will give an introduction. Any comments on the proposed manner to take this decision? Stephen: referring to the ccNSO policy session earlier this week. Appreciation for ICANN staff and WG members in contributing to this development and co-chair. Once we see it in practice, it would make sense for those responsible in the future to have that review process take place. Bernard: ATRT3 review proposes to replace the SO/AC reviews with a continuous review programme. Includes the requirement of these reviews. Would be an opportunity for such a review. Bart: if needed, Council can start another PDP. regarding the 5 or 10 year timeframe: you need a trigger event to occur. Currently I do not see one happening. You do not know when that will happen. Later today, ICANN plenary on the post-pandemic future of ICANN meetings. Alejandra was asked to share views. Javier: move as fast and fair as possible, but here there is good vaccine flow. Pablo: agrees with Javier. Complicated situation. There are some who are more ahead of the curve than others. Moving ahead as soon as possible. Support for hybrid meetings Nick: difficult judgment. What is as fast as possible. You need a substantial proportion of attendees being able to attend. If this meeting was to be held in Europe, it would probably be illegal. What is the type of meeting? Jordan: opposed to this meeting in a hybrid meeting. Wrong signal to the global community to do this at this stage of the pandemic in North America, where ICANN has its headquarters. Division between those who have access and those who don’t.
