Dear Colleagues As most people around the world, we at the ccNSO Council have been shocked again by a war, this time in Ukraine. To be very clear we condemn the use of weapons to resolve differences. We, as a ccTLD community, are the most diverse community at ICANN, and we have always welcomed all participants to sit at the ccNSO discussions on equal footing, without being affected by the differences in culture or political background. Therefore the ccNSO Council has prepared a statement, recognizing that all people participating in the ccNSO, including Councillors, have their own views, but that at the same time reinforcing that the ccNSO remains open and a trusted partner of all ccTLD Managers. Alert ICANN73 ccNSO Members Meeting: new online polling tool for ccTLDs only

Dear All, This is to invite you to participate in the ICANN73 ccNSO Members Meeting<https://community.icann.org/x/EYP3Cg>, and to alert you that we will use a new online polling tool during two different sessions, to collect feedback from ccTLDs only. Both the Governance Session as well as the ccNSO DNS Abuse Session will use a new method of live polling, to engage the broader ccTLD community. To ensure unique input by ccTLDs only, the ccNSO Secretariat will share a Mentimeter-link on the ccNSO members mailing list and ccTLD community mailing list, closer to the session. This “temperature of the room-procedure” should not be interpreted as, nor does it replace, a formal vote or other formal expression of preference. To ensure a meaningful discussion, we advise you to become familiar with the materials prior to the sessions. Further information is included below. ICANN73 ccNSO DNS Abuse Session Tuesday, 8 March 2022 | 14:30 – 16:00 UTC https://73.schedule.icann.org/meetings/M85ruyCdjvoh7qpuk A ccNSO ad hoc committee under auspices of the ccNSO Council seeks your feedback on the proposed Roadmap<https://ccnso.icann.org/en/about/roadmap-ccnso-dns-abuse-24feb22-en.pdf> for the ccNSO and DNS Abuse. This session builds on previous work during ICANN72 and a subsequent workshop, when ccTLDs and the broader community suggested areas the ccNSO should get involved in with respect to DNS Abuse. The ad hoc committee started working on a proposed roadmap, in line with the ccNSO role, aiming to create useful resources that ccTLD managers can make use of as they wish, on a voluntary basis. During ICANN73, the ad hoc Committee will present the roadmap, consult the ccTLDs present, and discuss next steps. Depending on community feedback, the ccNSO Council will discuss the adoption of the roadmap during their meeting on Thursday, 10 March 2022. Implementation would kick off after ICANN73, with the launch of a call for volunteers, to create the ccNSO DNS Abuse Standing Committee (DASC). Voting is expected to begin after ICANN73. The new Rules will have a direct impact on the governance structure of the ccNSO, specifically on the respective roles of the ccNSO Council and ccNSO membership. NEW: ICANN Org's Draft Prioritization Framework (Version 1) Now Available ICANN org recently published the initial draft of its Planning Prioritization Framework. Since FY21, planning at ICANN has been one of 15 Operating Initiatives included in ICANN’s Operating Plan. As part of this initiative, the draft Planning Prioritization Framework is designed to help the ICANN ecosystem prioritize its work within the planning cycle in a manner that is transparent, inclusive, and efficient. Read more. NEW: Improving Access to ICANN's Government Engagement Content Governments are a crucial part of ICANN's multistakeholder model. At ICANN organization, I lead our Government and Intergovernmental Organization Engagement (GE) team, which is responsible for developing and implementing a global strategy to engage with governments and Intergovernmental Organizations (IGOs). We also monitor and analyze government and IGO activities to ensure that our ICANN community and our stakeholders are aware of and have the necessary information to address geopolitical issues that could impact ICANN's role and the community's ability to make policy. Read more. NEW: DNS Resolvers Used in the EU The ICANN Office of the Chief Technology Office (OCTO) has published OCTO-032: DNS Resolvers Used in the EU. DNS resolution is typically done either by Internet service provider (ISP) resolvers or by public resolvers. In January 2022, ICANN’s Office of the Chief Technical Officer (OCTO) observed that 95% of consumers served by large European Union (EU) consumer ISPs are using their ISP provided Domain Name System (DNS) resolvers.
