As password attacks become more common, relying solely on passwords to protect user accounts is no longer the safest option. That's where multi-factor authentication (MFA) comes in. It serves as a safeguard for accessing ICANN Account and enhancing the security of our services. Read more. NEW: ICANN Webinar: Framework for Public Interest and Registry Voluntary Commitments ICANN invites the community to participate in a webinar to kick off a community consultation on Public Interest Commitments and Registry Voluntary Commitments in the New Generic Top-Level Domain (gTLD) Program: Next Round. The webinar will provide an overview of a proposed implementation framework and specific questions posed for community feedback, as well as an opportunity for the community to ask questions. NEW: Call for SOs/ACs to Nominate Fellowship Program Mentors ICANN invites the Supporting Organizations (SOs) and Advisory Committees (ACs) to nominate volunteers to serve as Fellowship Program Mentors. Each group is welcome to nominate one individual for this role. Individual self-nominations will not be considered. • Mentors generally must plan on a time commitment of approximately 30-40 hours before, during, and immediately after each ICANN Public Meeting. This includes extensive pre-meeting preparation, on-site support for their assigned fellows, and post-meeting reporting. • Mentors will serve a term that includes three consecutive ICANN Public Meetings, beginning with ICANN81 (from ICANN81 - ICANN83 inclusive). • Mentors are expected to follow Fellowship Program guidelines to help ensure consistency in capacity development opportunities for fellows and to help fellows actively participate in ICANN's work. • Mentors will receive travel funding support (if applicable). Comment on Continuous Improvement Program-Cross Community Group Terms of Reference (CIP-CCR ToR)

Dear all, As requested by Council the GRC reviewed the ICANN proposed Terms of Reference for a cross-community group tasked with coordinating the development of a framework for continuous improvement and sharing practices of the various participating groups (22 in total). Included is the draft comment as proposed by the GRC as was concluded yesterday. You will recall that Alejandra received the proposal at the Roundtable and you (briefly) discussed it at the Hamburg Council meeting. As a result the GRC was requested to look at the proposal and propose a comment. Alejandra suggested that she would reply by 7 December 2023. To make this date, please let the list know if you have any objections on list by 7 December 2023 noon UTC. Background – ATRT-3 recommended to end Organizational Reviews and replace them with a Continuous Improvement Program (recommendation 3.6) and aspect of the Holistic Review (recommendation 3.5). The recommendations were adopted by the Board, and the organizational reviews have been put on hold (temporarily until June 2025 whne the Board will revisit the decision), assuming ICANN and community make considerable progress with implementing these recommendations. Thank you, kind regards, Bart ------------- Comment proposal to the retirement of non-policy recommendations December 2023 The ccNSO Council and ccNSO Guideline Review Committee appreciate the opportunity to review the proposed process for the retirement of non-policy recommendations, as was introduced to the chairs of the SO/AC at the Roundtable meeting in September 2023. First, we want to commend ICANN for initiating such a process. Secondly, as circulated, the proposal is a sound basis for such a procedure, and we support it. We also request more clarity regarding the criterion: “Time to implement that would defeat the value and benefits of implementation. The implementation time might be affected by dependencies with other work (TIME CRITERION).” Is this criterion looking at the possible diminishing value benefit/benefit of a recommendation over time, i.e. that the longer it takes to implement a recommendation, the more the anticipated value and benefit of the implementation of a recommendation decreases, and the costs of implementation may begin to outweigh the reduced value and benefits of implementation? If not, please clarify what it means. Further, we want to raise whether a community group or multiple groups (the number to be determined) which participate in the Specific Review or Cross-Community working group could request the launch of the process if they believe one or more of the proposed retirement criteria have been met and request ICANN’s Operations Implementation Team to initiate the process. In our view, the community groups that were responsible for proposing a recommendation are very well, if not best, positioned to assess whether: * (External) Circumstances have changed since the recommendation was proposed * Other community recommendations superseded the recommendation(s) considered for retirement * To re-assess the benefit of a recommendation against the expected implementation effort * To re-assess the value and benefit of a recommendation against the original expected value and benefit (diminished return) * There is now a need for more community support as implementation progresses. Finally, as said, we support introducing a process to retire non-policy recommendations, and the proposal provides a sound basis. However, introducing such an impactful process would be better served if it was introduced through a public comment period as proposed in the retirement process itself. Election results: ccNSO Council European Region

Election results: ccNSO Council European Region Date: 1 December 2023 Voting in the elections for the position of one (1) ccNSO Council member for the European region closed on Thursday, 30 November 2023 (23:59 UTC). This is to inform you of the election results and to thank all those who voted. Election Results In accordance with the rules, three candidates from the European region were nominated, seconded and have accepted their nomination. An election was therefore held among the ccNSO members from the European region. At the conclusion of the Election, 32 Emissaries (68 %) cast their votes: Irina Danelia received 5 votes, Peter Koch received 20 votes and Nicklas Pousette received 7 votes. The quorum was met, and the winner of the election is Peter Koch. According to the relevant guideline, a majority of all eligible Emissaries in the Geographical Region constitutes a quorum, and the elected candidate must receive a majority of the votes cast by the Emissaries from the geographical region. The winner shall be the candidate who receives the plurality of the votes. Eligibility to vote Only members of the ccNSO from a geographical region - through their Emissaries - may vote for candidates for the ccNSO Council from that geographical region. When the ballots were distributed, the ccNSO counted 47 members from the European region, corresponding to 47 Territories, and therefor 47 Emissaries. According to the ccNSO Rules of October 2022, the Emissary is the Representative selected by the ccTLD Manager in accordance with Section 10.4(e) of the ICANN Bylaws for the purpose of voting in the specific cases enumerated in Article 10 & Annex B of the ICANN Bylaws and the Internal Rules and Internal Procedures of the ccNSO. Each eligible Emissary received one (1) unique ballot. Next Steps The Election Report - as prepared by the Election Process Manager - will be submitted to the ccNSO Council for review and approval. The appointed Councillors will take office at the conclusion of the ICANN79 Community Forum in March 2024. The Chair of the ccNSO Council will notify the ICANN Secretary of the selection. Election results: ccNSO Council Asia/Australia/Pacific Region Date: 1 December 2023 Voting in the elections for the position of one (1) ccNSO Council member for the Asia/Australia/Pacific region closed on Thursday, 30 November 2023 (23:59 UTC). This is to inform you of the election results and to thank all those who voted. Election Results In accordance with the rules, two candidates from the Asia/Australia/Pacific region were nominated, seconded and have accepted their nomination. An election was therefore held among the ccNSO members from the Asia/Australia/Pacific region. At the conclusion of the election, 31 Emissaries (57%) cast their votes: Sami Mohamed Ali received 8 votes, and Jiankang Yao received 22 votes. The quorum was met, and the winner of the election is Jiankang Yao. According to the relevant guideline and Article 10.4.i of the ICANN Bylaws, a majority of all eligible Emissaries in the Geographical Region constitutes a quorum, and the elected candidate must receive a majority of the votes cast by the Emissaries from the geographical region. The winner shall be the candidate who receives the plurality of the votes. Eligibility to vote Only members of the ccNSO from a geographical region - through their Emissaries - may vote for candidates for the ccNSO Council from that geographical region. When the ballots were distributed, the ccNSO counted 55 members from the Asia/Australia/Pacific region, corresponding to 54 Territories, and therefore 54 Emissaries. According to the ccNSO Rules of October 2022, the Emissary is the Representative selected by the ccTLD Manager in accordance with Section 10.4(e) of the ICANN Bylaws for the purpose of voting in the specific cases enumerated in Article 10 & Annex B of the ICANN Bylaws and the Internal Rules and Internal Procedures of the ccNSO. Each eligible Emissary received one (1) unique ballot. Next Steps The Election Report - as prepared by the Election Process Manager - will be submitted to the ccNSO Council for review and approval. The appointed Councillors will take office at the conclusion of the ICANN79 Community Forum in March 2024. The Chair of the ccNSO Council will notify the ICANN Secretary of the selection.
