17 March 2022 Appointment ccNSO Council Chair and Vice-Chairs Dear John, At its meeting on 10 March 2022 and ion accordance with the temporary election procedure adopted on 24 February 2022, the ccNSO Council appointed Alejandra Reynoso (.gt) as Jordan Carter (.nz) and Adebiyi Oladipo (.ng) as Vice-Chairs. Appointment co-chair IFRT2 For decision formal appointment co-chair to the second IANA Functions Review Team Draft Resolution In May 2023, Council appointed three volunteers (3) to serve on the second IANA Functions Review Team. As part of the appointment process, the Bylaws provide for the ccNSO and GNSO to each select one representative from its respective list of appointments to serve as co-chairs of the review team. The ccNSO Council appoints Peter Koch (.de) as IFRT2 co-chair. The secretariat is requested to take all necessary steps to ensure Peter can fulfill his role. We have scheduled a meeting with the ICANN Board and a tentative joint session with the gNSO. Here are some of the topics suggested yesterday that could be discussed with both the Board and the gNSO: - ICANN’s position on the global digital compact and the WSIS+20 review - Potential gap analysis on IANA's operational situations with ccTLDs - Bylaw changes? How to improve the processes? - Reviews: IFRT, CSC Review, Holistic Review - *Any other topics?* Are there any particular topics to be discussed with GAC or ALAC? Dear Councillors I'm seeking your feedback on the next steps regarding Council’s appointment of a co-chair to the second IANA Functions Review Team. In May 2023, Council appointed three volunteers (3) to serve on the second IANA Functions Review Team: Peter Koch, Olga Cavalli and Sami Ali. As part of the appointment process, the Bylaws provide for the ccNSO and GNSO to each select one representative from its respective list of appointments to serve as co-chairs of the review team. All 3 candidates expressed their availability to act as co-chairs, and their commitment is highly appreciated. Since Peter was already part of first IFRT on behalf of the ccNSO, he would be an excellent co-chair, while recognizing the skill sets of the other appointees. Unless you have any objections by *next week Wednesday, 30 August (23:59 UTC)*, I will ask the Secretariat to send a resolution to the Council mailing list, to formalize Peter’s appointment as IFRT2 co-chair. REMINDERS: * The Country Code Name Supporting Organization was created 20 years ago. During ICANN77, members of the ccTLD community shared videos reflecting on the evolution and major milestones in the history of the ccNSO. After the CCWG-AP concluded its work in 2020, each Chartering Organization approved the report before it was provided to the ICANN Board for consideration. As you may have seen in blog posts and community sessions, the ICANN Board adopted the CCWG-AP recommendations, and ICANN org is working toward implementation. Attached you will find an update that I sent to the former members of the CCWG-AP (as appointed by your organizations). Last month, the ICANN Board Chair also sent an email to the former members of the CCWG-AP to inform them of the Board’s intention to direct ICANN org to change the implementation path of the CCWG-AP’s Recommendation 7, which was focused on limiting the use of ICANN’s accountability mechanisms to challenge individual application decisions made by the independent assessment panel. As part of its recommendation, the CCWG-AP included that this limitation should be achieved through changing the ICANN Bylaws on the Reconsideration Request and Independent Review Processes to specify this carve out. Instead of touching ICANN’s core accountability mechanisms in the Bylaws, the ICANN Board intends to now direct ICANN org to achieve this recommendation through the applicant terms and conditions that grant applicants will agree to when submitting their grant application. More information can be found in the attached email. Because the Board is looking to direct ICANN org to implement the CCWG-AP’s recommendation to limit access to ICANN’s accountability mechanisms in a different manner than the CCWG-AP contemplated, the Board agreed it was important to give advance notice to those who formed that recommendation. At the same time, acknowledging that the chartering organizations approved the CCWG-AP Final Report and its recommendations, we are also providing this information directly to the Chartering Organizations. In addition, we will make sure that an email exchange with one of the former CCWG-AP members in response to the Chair’s email is moved to a publicly archived mailing list so that there is a transparent record of these communications. A copy of that exchange is also provided for your reference. The Board recognizes the significance of its forthcoming action - both in terms of maintaining the community working group’s recommendation to limit access to ICANN’s accountability mechanisms and in identifying a new, limited path forward to doing so that does not involve changes to these most fundamental of ICANN Bylaws. When taken, the Board’s resolution will be accompanied by a detailed rationale acknowledging the uniqueness of this situation along with the Board’s acknowledgement that contracts should only be considered as tools for limiting the use of ICANN’s accountability mechanism when the community has recommended that access to accountability mechanisms be limited in specific circumstances. The ICANN org team looks forward to providing further public updates on the progress of the ICANN Grant Program across various communication avenues. Dear all, The GRC submits to you for adoption the updated Guideline ccNSO Workplan from 2016 (https://ccnso.icann.org/about/guidelines-work-plan-30mar16-en.pdf) to reflect the changed role of the ccNSO Council Triage Committee and method to set priorities. The proposed Guideline was circulated to you early July 2023, and to the community end of July 2023 to seek comments and feed-back. The version of the Guideline was finalized by the GRC at its meeting on 14 August 2023. Draft Resolution Decision The ccNSO Council adopts the Guideline: Review and update of ccNSO Portfolio of Activities to replace the 2016 Guideline: ccNSO Workplan. The secretariat is requested to publish the adopted Guideline and archive the 2016 Guideline and publish this decision. This Decision becomes effective seven (7 days) after publication. Selecting an Alternate for CSC members

Dear all, As you will recall the CSC Effectiveness Review Team advised the CSC member appointing organizations to appoint one alternate (to be able to step in if one of the two appointed members is not able to attend a meeting). Currently the appointment of alternates is not considered in any Guideline. This may be a new topic for the GRC to develop and consider. However up and until a proposal has been developed and adopted by you, there is no procedure to call for an alternate and select one. Assuming you will want to appoint an alternate to ensure the voice of ccTLDs is always represented to the largest extent possible, and create potential pool of people who may be interested to serve on the CSC at one point, I foresee two alternative mechanisms: 1. Under the last call for expression of interest, three persons put their name forward. Frederico was selected by you, which leaves the two other candidates. The suggestion is to ask the person who was ranked 2nd by you to serve as an alternate for Brett and Frederico, starting 1 October and ending 30 September 2024. 2. Send out a call for volunteers to serve as the ccNSO appointed alternate on the CSC starting 1 October2023 until 30 September 2024, assuming a relevant Guideline will be updated by then. This person will be selected using the standard call for volunteers, selection method. From a staff perspective we advise you to go for option 1, easiest to implement and provides an opportunity to learn how to work with alternates, both from a ccNSO and CSC. Perspective. Candidate ICANN Board Seat 12

Dear All, On Wednesday, 9 August 2023 (23:59 UTC), the recent call for nominations for the position of ICANN Board seat 12 was closed. In accordance with the applicable rules, the following candidate was nominated, seconded and has accepted her nomination: Katrina Sataki. Katrina is the only candidate. She accepted her nomination, and due diligence verifications will be starting shortly. As per the relevant guideline and the timeline previously agreed upon by the ccNSO Council, an election will still be held, even if there is only one candidate. The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election – i.e. the candidate that receives the plurality of the votes cast – shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council. The election will start 28 November 2023 (23:59 UTC), after completion of the due diligence verifications and an opportunity for the ccNSO membership to interact with Katrina. The ballot will include two options: the name of candidate and "None of the Above". The latter option was added after ccNSO members expressed the need for such an option. A Question & Answer session<https://community.icann.org/x/K4LxDg> will be held during ICANN78, prior to the start of the election. This Q&A session will provide the ccNSO members and broader ccTLD community an opportunity to interact with the candidate. Internet Governance roadmap

Dear Council colleagues, I want to share auDA's Internet Governance Roadmap, which we launched yesterday - you can find it on our Internet governance and public policy page (link below). We also published a blog post<https://www.auda.org.au/blog/launching-audas-internet-governance-roadmap> about the Roadmap, which links to our blogs on WSIS+20 and the GDC. The Roadmap sets out some of the current Internet governance challenges as we see them and proposes some actions to help address these. Among other things, we argue that it's incredibly important for the internet community to raise its voice to shape the future of internet governance. Otherwise, decisions in other places will simply get made without us. We see the Roadmap as our contribution to the global conversation in the lead up to the Summit of the Future/GDC and WSIS+20. We don't everyone to agree with everything in it but we hope it will help generate discussion and debate, and maybe inspire others to share their ideas. We'd love to hear your views.
