Dear all, Please find included update from Katrina on Board consideration of the proposed policy with respect to the Review Mechanism, Kind regards, Bart ------- Dear Alejandra, I might not be able to join the ccNSO Council call due to conflicting meetings, therefore, I would like to share with you the monthly update regarding the progress with the ccNSO Proposed Policy for Specific ccTLD Related Review Mechanism. As you may know, the Board report Proposed Policy for a Review Mechanism Pertaining to IFO decisions which apply to ccTLDs (CCRM) has been published for public comments as required by the Bylaws. The close date is 28 September, 2023. So far, there is one (valid) comment submitted by TWNIC. On 24 August, as required by the Bylaws, Tripti Sinha, Chair of the ICANN Board of Directors, sent a letter to Nicolas Caballero, Chair of the Governmental Advisory Committee (GAC), to inform that the ccNSO has approved all of the policy recommendations developed during the ccPDP3-RM and to ask if the GAC believes that there are public policy issues raised by these recommendations and to provide advice on those issues. Status update: ccNSO Council Elections

Dear ccNSO Members, This is a reminder about the ongoing call for nominations to fill five vancancies on the ccNSO Council, as well as a status update. The nomination and secondment procedure started Tuesday, 12 September 2023 (00:01 UTC) and closes on Tuesday, 3 October 2023 (23:59 UTC). To date, at least one candidate per region has been nominated, but not all nominations have a seconding yet. For the current round of Council nominations, the Council leadership has recommended the following: In the case of an incoming nomination or seconding from a non-representative, the Election Manager will send a copy of the nomination or seconding to the attention of the ccTLD representative, requesting explicit confirmation of the validity of the nomination or seconding. NEXT STEPS | The Election Manager will ask the candidates whether they accept their nominations. The deadline for confirming nominations is Wednesday, 11 October 2023 (23:59 UTC). Candidates are required to provide a written candidate statement. A Question and Answer session with the candidate(s) will be held on Thursday, 26 October 2023, during ICANN78. In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates. If at the close of nominations there are no more valid candidates in a particular geographic region than there are seats on the ccNSO Council available for that geographic region, then the nominated candidates shall be selected to serve on the ccNSO Council. Otherwise, an election shall be held for that geographic region, to select the ccNSO Councillors from among the valid candidates. The first election round (if any), will start Thursday, 9 November 2023 (00:01 UTC) and will close Thursday, 30 November 2023 (23:59 UTC), as per the timeline adopted by the Council. I am writing you on behalf of Stephen Deerhake, the ccNSO Rejection Action Process Manager, to inform you that on 15 September 2023, 18.08 Pacific Time the ICANN Secretary notified the ccNSO that on 10 September 2023 the ICANN Board approved the NomCom related Standard Bylaws Amendments in Articles 8, 12, and 27 of the ICANN Bylaws. The ICANN Board resolution approving the Standard Bylaws Amendment is available at can be found here<https://www.icann.org/en/board-activities-and-meetings/materials/approvedre…> . The ICANN Board did not act on all the Nominating Committee Review-related Bylaws changes previously posted <https://www.icann.org/en/public-comment/proceeding/bylawsamendments-and-doc…> for Public Comment. For that reason a PDF documenting the specific Bylaws amendments considered and approved by the ICANN Board was included and is now forwarded. The notice from ICANN Secretary pursuant to Section 22.5(a)(v) of the ICANN Bylaws initiates the 21 days Rejection Action Petition Period for the community. Draft Resolution Background - The GRC has developed an outline for interaction with ICANN on Implementation of ccNSO developed policies. The initial outline was reviewed by some members of staff with experience in implementation of policies developed by the community and following this review the GRC updated the draft. The GRC sought feed-back from Council on proposed outline and after consolidating comments from Councillors feed-back was sought from the ccNSO membership and no comments were received. The GRC Outline ccNSO Policy Implementation Process was submitted to Council on 15 September 2023. Decision - The ccNSO Council adopted the proposed Outline ccNSO Policy Implementation Process - submitted on 15 September 2023, and requests the secretariat to publish the Outline on the appropriate ccNSO Webpage as soon as possible. The secretariat is requested to inform the various ICANN departments, which may become involved in implementation of a ccNSO developed policy, of the Guideline.
