Conducted in August - September 2024, this survey follows up on the initial survey from Q4 2022. It aims to uncover trends in DNS abuse mitigation practices across country code Top-Level Domains (ccTLDs). The survey targets ccTLD managers worldwide, regardless of ccNSO membership. Your participation will help us build a comprehensive understanding of the current state of DNS abuse mitigation by and for ccTLDs, and guide future work items by DASC in helping ccTLDs to address DNS abuse related challenges. The overarching purpose is to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse. DASC LIBRARY | The DASC has created a library to share DNS Abuse-relevant information. The DNS abuse library<https://community.icann.org/x/Ege7Cg> includes links to tools, articles, reports and more. You can do both searches and suggestions for content in the library. We invite you to have a look. DASC EMAIL LIST | Committee has launched a DNS abuse discussion email list<https://community.icann.org/x/BJJME>, open to all persons associated with a ccTLD with an interest in DNS abuse. The list will be used to regularly inform you about new additions to the library, discussions, and relevant upcoming events for ccTLDs. DASC SURVEY | The DASC launched the first edition of the survey at the end of 2022, when ccTLDs from different regions, with different registration and governance models, responded to the survey. Respondents included both bigger and smaller organisations, both in terms of domain names under management and staff. It is worth noting that most respondents reported less than 0.1% of their names under management being affected by DNS Abuse. Finally, the survey results revealed that even ccTLDs with limited resources - including funding and staff – can effectively mitigate DNS abuse, with the help of DNS abuse policies and procedures and monitoring tools. The DASC survey provided rich results, and key findings were shared at ICANN76, ICANN77 and finally during a webinar in September 2023. DASC shared insights into what respondents consider to be actionable types of DNS Abuse, and which type of mitigation methods respondents use. Overall, the DASC survey provided valuable insights into the current state of DNS abuse mitigation among ccTLD registries, and identified several areas for improvement, including collaboration, effective use of DNS reporting tools, resource allocation, and education to effective DNS abuse mitigation. Update : 360 Review Councillors

As you may recall from the previous round, your fellow Councillors did really appreciate the feed-back! Closing date is 22 August, and the results will only shared if at least 10 Councillors have completed the survey. The evaluator for this round is Alejandra. As Alejandra will be subject to the review herself, the proposed Designee(s) for her feed-back are Biyi and Jordan. In fact my understanding is that it is precisely because of the community input that this approach is being undertaken. There was an original board position that no amendment was necessary. It was only when the GNSO, GAC and if i recall correctly ALAC pushed back that this change was accepted as necessary by the board. Greetings, On another topic that we might want to start paying attention to, it seems the ICANN Board wants to fiddle around with Article 4 of the Bylaws ("Accountability and Review"). Approve new ccNSO member For decision Formal approval additional member to the ccNSO. The application (see enclosed) comes from the current ccTLD Manager for .ss (South Sudan), National Communication Authority (NCA). The following steps have been completed for this application: * The ccNSO Secretariat sent a copy of the membership application to IANA Services staff. * IANA services staff confirms that the application details are those of the ccTLD Manager as specified in the IANA RZ delegation record * IANA services staff confirms there are no pending IANA requests or issues for the .ss ccTLD Draft Resolution The ccNSO Council approves the membership of National Communication Authority (NCA), the ccTLD Manager for the .ss TLD and welcomes NCA as member 178 of the ccNSO. Those of us together in Kigali discussed the idea of gathering informally to brainstorm and explore any very high level ideas you have about incremental changes that can generate rapid cost-savings, loosely grouped for ease around the themes of ‘How we meet” and “How we work”. That call is now set up for August 19th - thank you all very much for making yourself available to join - I know availability is particularly tricky at this time of year. Before we meet, I do want to clear up one possible misunderstanding. As part of setting up the meeting, Mary sent a short document out to you which contained some food for thought about meetings . This was designed to provide some thoughts to stimulate brainstorming but I now realise that the format and style of the document may have unintentionally given the impression that we are trying to change the underlying Meeting Strategy itself. That was never the intention - should the community feel that the current strategy implemented in 2013 needed updating then this is a much bigger issue and of course would be a wider community conversation. I know that since we met in Kigali many of you have been discussing and brainstorming ideas with your communities around how we meet and how we work which I understand has produced lots of creative thinking. It would be good to get your thoughts on those and any other areas you think we should look at when we meet on the 19th. Appointment member For decision formal appointment additional member to the ccNSO Policy Gap Analysis Working Group (PGA WG) and Internet Governance Liaison Committee (IGLC) Draft Resolution Declan McDermott (.ie) expressed an interest to be member of the ccNSO PGA WG and the IGLC. The ccNSO Council approves membership to both committees. The secretariat is requested to take all necessary steps to include him as member of the IGLC and PGA WG, including informing the respective committee chairs.
